民國“黃金十年”南京城市火災(zāi)與消防技術(shù)史研究

【摘要】:自自奠都南京起,以首都計(jì)劃為藍(lán)本,民國時(shí)期政府于“黃金十年”推行一系列有計(jì)劃的市政建設(shè)。為保障城市建設(shè)和城市安全,該時(shí)期南京的消防建設(shè)也備受重視,不斷革新升級(jí)的消防技術(shù)無疑成為消防建設(shè)中的重點(diǎn)與亮點(diǎn)。研究民國時(shí)期(1927-1937年)南京的消防技術(shù)旨在實(shí)現(xiàn)如下三點(diǎn)目的,其一憑借地緣優(yōu)勢(shì),力圖通過豐富且翔實(shí)的歷史文獻(xiàn)資料,展現(xiàn)出民國“黃金十年”內(nèi)南京火災(zāi)的時(shí)空分布與火災(zāi)概況,進(jìn)而揭示南京火災(zāi)原因;其二更好的認(rèn)知南京預(yù)防、偵測(cè)、干預(yù)火災(zāi)等消防技術(shù)的重要價(jià)值,分析該時(shí)期南京消防技術(shù)運(yùn)行特征,發(fā)掘并保護(hù)消防遺存;其三整合消防技術(shù)對(duì)消防事業(yè)的影響,梳理民國時(shí)期南京消防建設(shè)經(jīng)驗(yàn),以期為當(dāng)代消防建設(shè)提供借鑒。論文共分五部分。第一部分通過重建民國時(shí)期南京火災(zāi)的時(shí)空分布,分析火災(zāi)時(shí)空形態(tài)的基本特征及分布規(guī)律,并進(jìn)行可視化復(fù)原。第二、三、四部分在詳細(xì)梳理民國時(shí)期南京的消防水利、消防探測(cè)和消防探測(cè)的基礎(chǔ)上,探討了預(yù)置消防水利以及消防水源對(duì)預(yù)防火災(zāi)的重要意義,分析了消防探測(cè)與消防報(bào)警通訊的演進(jìn)歷程及其工作原理,描述了南京消防通用裝備,重點(diǎn)對(duì)瓦斯唧筒及消防汽車的引進(jìn)、改裝及工作原理進(jìn)行了梳理。第五部分論述了民國時(shí)期南京消防技術(shù)和政治、經(jīng)濟(jì)及社會(huì)的關(guān)系。重點(diǎn)對(duì)民國時(shí)期南京官辦消防隊(duì)與民間救火會(huì)的組織、經(jīng)費(fèi)、訓(xùn)練、行動(dòng)進(jìn)行描述,對(duì)官民火政互動(dòng)關(guān)系進(jìn)行分析總結(jié)。文章的結(jié)論部分對(duì)民國時(shí)期以消防技術(shù)為重點(diǎn)的南京消防建設(shè)進(jìn)行總結(jié)與評(píng)價(jià),分析消防建設(shè)對(duì)城市建設(shè)和保護(hù)、歷史延續(xù)、其他城市指導(dǎo)作用等方面的多重影響。從民國時(shí)期南京消防建設(shè)尤其是消防技術(shù)的演進(jìn)歷程可以看出南京的穩(wěn)定建設(shè)倚重消防事業(yè)的保障。作為首善之地,南京特定的環(huán)境因素決定其消防建設(shè)水平略遜易于吸納國外技術(shù)的上海,而又大幅超過其他內(nèi)陸城市。通過對(duì)民國時(shí)期消防技術(shù)的研究,可以清晰發(fā)現(xiàn)彼時(shí)消防技術(shù)對(duì)現(xiàn)代消防的影響。消防事業(yè)是國家工程,更是民生工程。重視消防技術(shù)在內(nèi)的消防建設(shè)的發(fā)展才能維系穩(wěn)定發(fā)展,促進(jìn)社會(huì)和諧,實(shí)現(xiàn)中華民族偉大復(fù)興的中國夢(mèng)。
[Abstract]:Starting from the capital city of Nanjing, the government of the Republic of China carried out a series of planned municipal construction in the Golden decade. In order to guarantee the city construction and the city safety, the fire protection construction in Nanjing has been paid more attention in this period, and the continuous innovation and upgrading of the fire fighting technology has undoubtedly become the focal point and bright spot in the fire fighting construction. The purpose of the fire protection technology in Nanjing is to achieve the following three purposes: firstly, by virtue of its geographical advantages, it tries to pass through abundant and rich historical documents. Showing the space-time distribution and fire situation of Nanjing fire during the Golden decade of the Republic of China, and then revealing the causes of Nanjing fire; secondly, better understanding the important value of fire prevention, detection, intervention and other fire prevention techniques in Nanjing. This paper analyzes the operating characteristics of Nanjing fire fighting technology in this period, excavates and protects the fire protection remains; third, integrates the influence of fire control technology on the fire fighting cause, combs the experience of Nanjing fire control construction during the Republic of China, in order to provide reference for the contemporary fire fighting construction. The paper is divided into five parts. The first part analyzes the basic characteristics and distribution rules of fire space-time form by rebuilding the temporal and spatial distribution of Nanjing fire during the Republic of China period and carries out visual restoration. Second, third, and fourth parts, on the basis of combing in detail the fire water conservancy, fire detection and fire protection exploration in Nanjing during the Republic of China, the importance of preset fire water conservancy and fire water source to fire prevention is discussed. This paper analyzes the evolution course and working principle of fire detection and fire alarm communication, describes the general fire fighting equipment in Nanjing, and puts emphasis on the introduction, modification and working principle of gas pump and fire fighting vehicle. The fifth part discusses the relationship between fire technology, politics, economy and society in Nanjing during the Republic of China. This paper mainly describes the organization, funds, training and action of Nanjing fire brigade and folk fire fighting meeting during the period of the Republic of China, and analyzes and summarizes the interactive relationship between government and civilian fire and government. The conclusion of the paper summarizes and evaluates the fire protection construction in Nanjing, which is focused on the fire protection technology in the Republic of China, and analyzes the multiple influences of the fire fighting construction on the urban construction and protection, the historical continuity and the guiding role of other cities. From the evolution course of fire protection construction, especially fire protection technology, we can see that Nanjing's stable construction depends on the guarantee of fire protection. As the first good place, Nanjing's fire protection construction level is slightly inferior to that of Shanghai, which is easy to absorb foreign technology, and greatly exceeds that of other inland cities. Through the study of the fire fighting technology in the Republic of China, the influence of the fire fighting technology on the modern fire control can be clearly found. Fire fighting is a national project, but also a livelihood project. Only by attaching importance to the development of fire protection construction, can we maintain stable development, promote social harmony and realize the great rejuvenation of the Chinese nation.
