【摘要】：在分析廣東省中山市河湖管理現(xiàn)狀的基礎(chǔ)上,闡述了中山市建立河湖管護(hù)河長(zhǎng)制體制與機(jī)制方面的初步設(shè)想。以河長(zhǎng)制的河湖管理保護(hù)理念為指導(dǎo),聯(lián)系實(shí)際提出了該市實(shí)施河長(zhǎng)制的總體思路、體制保障與制度安排、機(jī)構(gòu)設(shè)置、河長(zhǎng)職責(zé)、工作目標(biāo)與進(jìn)程安排,并從建立河湖保護(hù)聯(lián)席會(huì)議制度、投入機(jī)制、公眾參與制度與聯(lián)合執(zhí)法制度等方面,提出了建立與完善"河長(zhǎng)制"保障措施方面的建議,以期為我國(guó)河湖管理實(shí)施河長(zhǎng)制提供借鑒,開(kāi)創(chuàng)治水管水的新局面。
[Abstract]:Based on the analysis of the current situation of river and lake management in Zhongshan City, Guangdong Province, this paper expounds the tentative idea of establishing the system and mechanism of river and lake management and protection in Zhongshan City. Guided by the idea of river and lake management and protection under the system of river length, the general idea of implementing river length system in the city is put forward, including the system guarantee and system arrangement, the establishment of organization, the duty of river chief, the work goal and the arrangement of process. From the aspects of establishing joint meeting system of river and lake protection, input mechanism, public participation system and joint law enforcement system, the paper puts forward some suggestions on establishing and perfecting the safeguard measures of "river length system". In order to provide reference for the implementation of river length system in river and lake management in China, a new situation of water management for water mains should be created.
