某特高壓輸電線路工程防洪評(píng)價(jià)問題研究

【摘要】:特高壓輸電線路工程是國(guó)家能源發(fā)展“十二五”、“十三五”規(guī)劃的重要項(xiàng)目,對(duì)國(guó)民經(jīng)濟(jì)的發(fā)展、改善民生和環(huán)境具有重大的戰(zhàn)略意義。特高壓輸電線路工程線路路徑長(zhǎng),跨越河流水系多,對(duì)地區(qū)水系防洪管理工作帶來影響。根據(jù)我國(guó)水法、防洪法及水利主管部門的有關(guān)規(guī)定,須進(jìn)行防洪影響評(píng)價(jià)論證,評(píng)價(jià)建設(shè)項(xiàng)目與蓄滯洪區(qū)、河道的相互影響,并提出補(bǔ)救措施。本文研究的某特高壓輸電線路工程位于河北省滄州地區(qū),線路段總長(zhǎng)118.9km,沿線跨越賈口洼、南運(yùn)河、子牙新河、北排河、捷地減河、南排河、宣惠河等蓄滯洪區(qū)和河道,須進(jìn)行蓄滯洪區(qū)洪水影響評(píng)價(jià)和河道防洪評(píng)價(jià)研究,評(píng)價(jià)該項(xiàng)目與蓄滯洪區(qū)及河道的相互影響關(guān)系,提出補(bǔ)救措施。本文首先介紹了防洪評(píng)價(jià)研究工作的由來及研究方式;其次,結(jié)合本次研究項(xiàng)目的特點(diǎn)詳細(xì)介紹了防洪評(píng)價(jià)研究的內(nèi)容和采用的研究方法;然后,對(duì)工程現(xiàn)狀條件、流域水系現(xiàn)狀情況進(jìn)行匯總并提出本文研究的問題;接著,按照行政歸屬分蓄滯洪區(qū)洪水影響評(píng)價(jià)、河道防洪評(píng)價(jià)兩部分分別進(jìn)行研究項(xiàng)目的防洪影響評(píng)價(jià)論證;最后,提出研究成果,論證研究項(xiàng)目與蓄滯洪區(qū)、河道的相互影響關(guān)系及需要的補(bǔ)救措施,指出本文研究的不足之處。
[Abstract]:UHV transmission line project is an important project in the 12th Five-Year Plan and 13th Five-Year Plan of National Energy Development, which is of great strategic significance to the development of national economy and the improvement of people's livelihood and environment. UHV transmission line project has long route and many river systems, which will affect flood control management of regional river system. According to the relevant regulations of water law, flood control law and water conservancy department, it is necessary to evaluate the effects of flood control, evaluate the interaction between construction projects, flood storage and detention areas and rivers, and put forward remedial measures. The UHV transmission line project studied in this paper is located in Cangzhou area, Hebei Province. The total length of the line section is 118.9 km, which spans the flood storage and detention areas and river channels such as Jiakouwa, South Canal, Ziya New River, Beipai River, Jaidi River, Nanpai River, Xuanhui River, etc. It is necessary to study flood impact assessment and river channel flood control evaluation in flood storage and detention area, evaluate the relationship between the project and flood storage and detention area and river channel, and put forward remedial measures. This paper first introduces the origin and research methods of flood control evaluation research; secondly, the contents and methods of flood control evaluation research are introduced in detail according to the characteristics of this research project; then, the present conditions of the project are discussed. Then, according to the administrative division flood storage area flood impact assessment, river flood control evaluation of the two parts of the study project flood impact assessment demonstration, finally, The paper puts forward the research results, demonstrates the relationship between the research project and the flood storage and detention area, the river channel and the remedial measures needed, and points out the shortcomings of the research in this paper.
