基于敏感性和適宜度分析的長(zhǎng)春市區(qū)海綿型場(chǎng)地選址研究

【摘要】:海綿城市業(yè)已成為現(xiàn)階段我國(guó)城市建設(shè)發(fā)展的國(guó)家級(jí)戰(zhàn)略,作為海綿城市建設(shè)重中之重的三十個(gè)國(guó)家級(jí)試點(diǎn)城市在規(guī)劃決策過(guò)程中亟需科學(xué)的量化分析技術(shù)進(jìn)行支撐。借用智慧城市中大量的可用數(shù)據(jù)和成熟的技術(shù)分析工具對(duì)海綿城市規(guī)劃決策進(jìn)行定量研究,對(duì)從規(guī)劃引領(lǐng)的角度提供科學(xué)而有效的海綿城市規(guī)劃決策依據(jù)具有重要的意義。本文以長(zhǎng)春市區(qū)為研究對(duì)象,從多層篩選的思維視角建立了一種基于敏感性和適宜度分析的海綿型場(chǎng)地選址研究方法,并基于海綿型場(chǎng)地選址結(jié)果探索了長(zhǎng)春市區(qū)的海綿城市實(shí)施策略。以災(zāi)害威脅下建設(shè)用地規(guī)劃中基于危險(xiǎn)性和適宜度分析的研究方法以及生態(tài)城市規(guī)劃中基于敏感性和適宜度分析的研究方法作為本文研究方法論原型,從多層篩選的思維視角轉(zhuǎn)譯生成適用于海綿型場(chǎng)地選址的基于敏感性和適宜度分析的研究方法。通過(guò)基于可變水源區(qū)理論的TOPMODEL模型對(duì)研究區(qū)域的地形指數(shù)進(jìn)行分析計(jì)算,得到水文敏感性的分析圖,從而將地形指數(shù)取值在11.42~16.93的單元集劃定為長(zhǎng)春市區(qū)的水文敏感區(qū),同時(shí)將長(zhǎng)春市區(qū)易澇點(diǎn)數(shù)據(jù)與水文敏感性分析結(jié)果進(jìn)行災(zāi)害擬合度檢驗(yàn),模型擬合度高達(dá)89.4%,證明了模型的有效性。再通過(guò)對(duì)國(guó)內(nèi)外雨洪管理體系內(nèi)涵與目標(biāo)的發(fā)展過(guò)程進(jìn)行綜述,確定適宜度評(píng)價(jià)因子的選取目標(biāo)并最終選定人口密度、空間整合度、城市藍(lán)綠系統(tǒng)三個(gè)適宜度評(píng)價(jià)影響因子,再基于GIS的多因子加權(quán)分析法進(jìn)行海綿型場(chǎng)地適宜度評(píng)價(jià)研究,將研究區(qū)的海綿型場(chǎng)地建設(shè)適宜區(qū)域分為不適宜用地、較不適宜用地、適宜用地、較適宜用地和最適宜用地五類。最后以長(zhǎng)春市區(qū)的水文敏感性分析和海綿型場(chǎng)地適宜度評(píng)價(jià)為基礎(chǔ),將敏感性與適宜度評(píng)價(jià)進(jìn)行疊加分析,選取具有最高敏感性和最高、較高適宜度的區(qū)域?yàn)楹>d型場(chǎng)地選址區(qū),共計(jì)1 675個(gè)柵格單元,約占研究區(qū)域的0.31%,并從建設(shè)項(xiàng)目庫(kù)的建構(gòu)、建設(shè)時(shí)序的確定方面探析長(zhǎng)春市區(qū)海綿城市的實(shí)施策略。研究以敏感性和適宜度分析為切入點(diǎn)構(gòu)建海綿型場(chǎng)地的選址研究方法,豐富了海綿城市中海綿型場(chǎng)地選址的方法論研究領(lǐng)域,為研究海綿城市在城市規(guī)劃層面的實(shí)現(xiàn)提供了新思維和新視角。同時(shí)構(gòu)建了一個(gè)可視化的海綿型場(chǎng)地選址模型,具有為城市決策者提供科學(xué)的量化分析支持的現(xiàn)實(shí)意義。
[Abstract]:Sponge city has become the national strategy of urban construction and development in China at present. As the most important part of the construction of sponge city, 30 national pilot cities need scientific quantitative analysis technology to support the planning and decision-making process. It is of great significance to use a large number of available data and mature technical analysis tools in intelligent cities to carry out quantitative research on the decision-making of sponge city planning, which is of great significance to provide scientific and effective basis for decision-making of sponge city planning from the point of view of planning guidance. In this paper, a sponge site selection method based on sensitivity and suitability analysis was established from the view of multi-level screening. Based on the site selection of sponge site, the implementation strategy of sponge city in Changchun is explored. The research method based on hazard and suitability analysis in construction land planning under the threat of disaster and the research method based on sensitivity and suitability analysis in ecological city planning are used as the prototype of this research methodology. The research method based on sensitivity and suitability analysis for spongy site selection is derived from the view of multi-level screening. Based on the TOPMODEL model of variable source region theory, the topography index of the study area is analyzed and calculated, and the hydrological sensitivity analysis map is obtained, and the unit set with the topographic index value of 11.42% 16.93 is designated as the hydrological sensitive area of Changchun City. At the same time, the disaster fitting degree of the flood prone point data and the hydrological sensitivity analysis results are tested, and the model fitting degree is as high as 89.4, which proves the validity of the model. Then through summarizing the connotation and development process of rain flood management system at home and abroad, the paper determines the selection target of suitability evaluation factor and finally selects three influencing factors of population density, spatial integration and urban blue-green system suitability evaluation. Based on the multi-factor weighted analysis method of GIS, the suitability evaluation of spongy site is studied. The suitable area of spongy site construction in the study area is divided into unsuitable land and less suitable land. More suitable land use and the most suitable land use five categories. Finally, based on the hydrological sensitivity analysis and sponge site suitability evaluation in Changchun, the sensitivity and suitability evaluation are superimposed to select the highest sensitivity and the highest suitability. The area with higher suitability is sponge site selection area, with a total of 1,675 grid units, which account for 0.31% of the study area. The implementation strategy of sponge city in Changchun is analyzed from the aspects of construction project database and determination of construction time sequence. Based on sensitivity and suitability analysis, this paper studies the method of constructing sponge site location, which enriches the research field of sponge site selection methodology in sponge city. It provides a new thinking and new perspective for the realization of sponge city in urban planning. At the same time, a visual sponge site location model is constructed, which has the practical significance of providing scientific quantitative analysis support for urban decision makers.
