【摘要】：以蒙開(kāi)個(gè)大型灌區(qū)為研究對(duì)象,對(duì)其體制、市場(chǎng)方面存在的問(wèn)題,進(jìn)行管理體制改革,并基于體制改革建立了水權(quán)市場(chǎng)。管理體制改革為用水戶參與灌溉管理模式,加入供水公司和用水者協(xié)會(huì)兩個(gè)元素;水權(quán)市場(chǎng)重點(diǎn)構(gòu)建了農(nóng)業(yè)與其他用水部門之間交易流程和農(nóng)業(yè)內(nèi)部交易流程。結(jié)果表明,管理體制的改革有利于用水戶參與度的加強(qiáng),水權(quán)市場(chǎng)的建立有利于發(fā)揮市場(chǎng)配置資源的作用。
[Abstract]:This paper takes a large irrigation district of Mengkai as the research object, carries on the management system reform to its system, the market aspect existing problem, and has established the water right market based on the system reform. The reform of management system includes the participation of water users in irrigation management mode and the participation of water supply companies and water users' associations. The water rights market focuses on the construction of trade processes between agriculture and other water sectors and intra-agricultural trading processes. The results show that the reform of management system is beneficial to the strengthening of the participation of water users and the establishment of water rights market is conducive to giving full play to the role of market allocation of resources.
