【摘要】:水資源管理分區(qū)是落實(shí)水資源管理中"三條紅線"考核制度的基礎(chǔ),合理有效的水資源管理分區(qū)有利于"三條紅線"考核指標(biāo)的核定和實(shí)施,可極大地促進(jìn)水資源管理效率的提高。在綜合分析湖南省瀏陽(yáng)市37個(gè)鄉(xiāng)鎮(zhèn)的自然地理?xiàng)l件、社會(huì)經(jīng)濟(jì)發(fā)展?fàn)顩r、水資源分布特征及其開(kāi)發(fā)利用和供需狀況的基礎(chǔ)上,構(gòu)建了基于"三條紅線"的水資源管理指標(biāo)體系,并采用模糊聚類法將瀏陽(yáng)市劃分為7個(gè)管理子區(qū),對(duì)各管理子區(qū)提出"三條紅線"的具體考核標(biāo)準(zhǔn)。結(jié)果表明,區(qū)劃結(jié)果符合瀏陽(yáng)市水資源管理要求,增強(qiáng)了瀏陽(yáng)市水資源管理"三條紅線"考核指標(biāo)的可操作性。研究結(jié)果可為其他地區(qū)的水資源管理分區(qū)提供參考。
[Abstract]:The division of water resources management is the basis of implementing the "three red lines" assessment system in water resources management. A reasonable and effective water resources management zone is conducive to the examination and approval and implementation of the "three red lines". It can greatly promote the efficiency of water resources management. Based on the comprehensive analysis of the natural geographical conditions, the social and economic development, the distribution characteristics of water resources, the development and utilization of water resources, and the supply and demand situation of 37 towns in Liuyang, Hunan Province, a water resources management index system based on "three red lines" is constructed. Liuyang City is divided into seven management sub-areas by fuzzy clustering method, and the concrete assessment criteria of "three red lines" are put forward for each management sub-area. The results show that the regionalization results meet the requirements of water resources management in Liuyang city and enhance the maneuverability of "three red lines" in Liuyang water resources management. The results can be used as a reference for water resources management in other regions.
