【摘要】：水資源是社會(huì)和經(jīng)濟(jì)發(fā)展必不可少的要素。我國(guó)屬于缺水國(guó)家，伴隨著經(jīng)濟(jì)的快速增長(zhǎng)、人口的急劇增加，水資源短缺是制約我國(guó)高速發(fā)展的重要瓶頸。舊的水資源利用的結(jié)構(gòu)和模式已經(jīng)無(wú)法滿足現(xiàn)狀，發(fā)展城市水資源循環(huán)經(jīng)濟(jì)可以從根本上有效地遏制城市水環(huán)境惡化的趨勢(shì)，建設(shè)生態(tài)健康和水環(huán)境友好型城市。本文著眼于人與自然和諧統(tǒng)一發(fā)展的基礎(chǔ)上，尋找水資源有效利用的渠道和方法。 本文首先通過(guò)實(shí)地調(diào)查和資料收集，在借鑒國(guó)內(nèi)外水資源利用研究的基礎(chǔ)上，從循環(huán)經(jīng)濟(jì)視角出發(fā)，運(yùn)用可拓理論以及可拓學(xué)中的菱形思維模式和可拓優(yōu)度評(píng)價(jià)的方法，對(duì)水資源利用情況進(jìn)行了深入的分析。其次，本文運(yùn)用評(píng)價(jià)的方法，利用菱形思維模式對(duì)影響水資源利用的因素進(jìn)行多級(jí)發(fā)散收斂分析。從社會(huì)進(jìn)步、經(jīng)濟(jì)發(fā)展、生態(tài)環(huán)境、資源消耗、循環(huán)利用五個(gè)方面出發(fā)，建立了循環(huán)經(jīng)濟(jì)視角下水資源利用評(píng)價(jià)的指標(biāo)體系，用熵權(quán)法確定各級(jí)指標(biāo)權(quán)重。運(yùn)用優(yōu)度評(píng)價(jià)的方法，建立循環(huán)經(jīng)濟(jì)視角下水資源利用可拓評(píng)價(jià)模型。最后，以西安為例進(jìn)行實(shí)證分析，得出隨著社會(huì)經(jīng)濟(jì)的發(fā)展西安基本上解決了居民生活用水問(wèn)題，循環(huán)利用和節(jié)約用水意識(shí)有所提高，經(jīng)濟(jì)發(fā)展與水資源的消耗處于良好的狀態(tài)。與此同時(shí)，還需倡導(dǎo)城市大力發(fā)展循環(huán)經(jīng)濟(jì)，合理的調(diào)整水資源利用的結(jié)構(gòu)和規(guī)模，加強(qiáng)生態(tài)環(huán)境建設(shè)，不斷提高水資源循環(huán)經(jīng)濟(jì)利用水平。 本文首次將可拓學(xué)的理論應(yīng)用到水資源評(píng)價(jià)中，建立了循環(huán)經(jīng)濟(jì)視角下水資源利用可拓評(píng)價(jià)指標(biāo)體系，，提高了評(píng)價(jià)指標(biāo)體系的適用價(jià)值。所得出的模型切實(shí)可行，可拓優(yōu)度評(píng)價(jià)可反映水資源循環(huán)經(jīng)濟(jì)利用程度，提供存在問(wèn)題改進(jìn)的措施和方法。為政府、市水協(xié)和決策者對(duì)水資源的管理提供科學(xué)的理論依據(jù)和實(shí)踐指導(dǎo)。
[Abstract]:Water resources are essential elements of social and economic development. Our country is a country with water shortage. With the rapid economic growth, the population increases rapidly. The shortage of water resources is an important bottleneck restricting the rapid development of our country. The old structure and mode of water resources utilization can no longer meet the present situation. The development of urban water resources recycling economy can fundamentally and effectively curb the trend of urban water environment deterioration. Based on the harmonious and unified development of man and nature, this paper seeks the channels and methods for the effective utilization of water resources. Firstly, through field investigation and data collection, based on the domestic and foreign research on water resources utilization, and from the perspective of circular economy, this paper applies the extension theory, the rhombus thinking mode in extenics and the evaluation method of extension superiority. The utilization of water resources is analyzed in depth. Secondly, this paper uses the method of evaluation and the rhombus mode of thinking to analyze the factors affecting the utilization of water resources by means of multistage divergence and convergence, from the aspects of social progress, economic development, ecological environment, etc. Based on the five aspects of resource consumption and recycle utilization, the index system of water resources utilization evaluation from the perspective of circular economy is established, and the weight of indexes at all levels is determined by entropy weight method. Finally, taking Xi'an as an example, it is concluded that Xi'an, with the development of social economy, has basically solved the problem of domestic water use in Xi'an with the development of social economy. The consciousness of recycling and water saving has been improved, and the economic development and the consumption of water resources are in good condition. At the same time, it is also necessary to advocate the cities to develop recycling economy and adjust the structure and scale of water resources utilization reasonably. We will step up the construction of the ecological environment and continuously improve the level of recycling economic utilization of water resources. In this paper, the extension theory is applied to water resources evaluation for the first time, and the index system of water resources utilization extension evaluation is established from the perspective of circular economy, and the applicable value of the evaluation index system is improved. The evaluation of extension superiority can reflect the degree of recycling economy of water resources, provide the measures and methods for improving the existing problems, and provide scientific theoretical basis and practical guidance for the government, the city water association and the decision-makers on the management of water resources.
