李家河水利樞紐工程高結(jié)算影響因素識別及分析

【摘要】:工程價款結(jié)算是施工企業(yè)按照施工合同和已完工程量向建設(shè)單位辦理工程價款清算的經(jīng)濟(jì)文件。工程建設(shè)周期長,耗用資金大,結(jié)算的管理與控制逐步成為項目管理的核心工作。部分建設(shè)工程結(jié)算過程中結(jié)算價遠(yuǎn)遠(yuǎn)高于合同價、高結(jié)算現(xiàn)象十分普遍,究其原因錯綜復(fù)雜,影響因素眾多,影響程度差異化很大。所以建設(shè)工程高結(jié)算影響因素識別及分析顯得十分重要。本文在分析國內(nèi)外研究現(xiàn)狀、提出研究必要性的基礎(chǔ)上對高結(jié)算從內(nèi)涵、特征及評價三個方面進(jìn)行了理論界定。對李家河水利樞紐工程結(jié)算超支情況進(jìn)行統(tǒng)計發(fā)現(xiàn),選取的43宗施工合同中有38宗存在不同程度的結(jié)算超支,輸水工程超支最為嚴(yán)重,其中21宗施工合同結(jié)算超支率達(dá)到10%以上,最大結(jié)算超支率高達(dá)76.31%。本文基于合同價款調(diào)整的四大類九小類因素根據(jù)本工程結(jié)算現(xiàn)狀識別出對結(jié)算超支影響最大的五個因素分別為清單量差異、新增工程、設(shè)計變更、承包人索賠、現(xiàn)場簽證。從建設(shè)單位、施工單位、設(shè)計單位不同參建主體角度對導(dǎo)致結(jié)算超支五大影響因素的深層原因進(jìn)行分析并構(gòu)建高結(jié)算影響因素指標(biāo)體系。從表面原因到深層原因,從單一因素到指標(biāo)體系構(gòu)建,逐步實現(xiàn)李家河水利樞紐工程高結(jié)算影響因素的識別。本文在詳細(xì)分析工程量清單、設(shè)計變更、索賠報告、簽證單等結(jié)算資料的基礎(chǔ)上,對五大影響因素結(jié)算超支的影響頻率和影響數(shù)額進(jìn)行分類統(tǒng)計并進(jìn)行了影響程度分析,最后結(jié)合李家河水利樞紐工程結(jié)算中超支最為嚴(yán)重的輸水工程進(jìn)行重點分析,從數(shù)據(jù)統(tǒng)計到數(shù)據(jù)分析、從全面分析到重點分析,逐步實現(xiàn)李家河水利樞紐工程高結(jié)算影響因素的分析。最后針對預(yù)防和解決建設(shè)工程高結(jié)算問題,結(jié)合構(gòu)建的高結(jié)算影響因素指標(biāo)體系,從不同參建主體和造價管理階段提出五大因素具體的控制策略,以此達(dá)到高結(jié)算有效控制的目的。對研究成果進(jìn)行總結(jié)得出高結(jié)算是一把雙刃劍、五個高結(jié)算因素影響頻率和影響數(shù)額的排序等七大結(jié)論,并指出本文進(jìn)一步的研究方向。
[Abstract]:Project price settlement is an economic document for a construction enterprise to settle the project price from a construction unit in accordance with the construction contract and the amount of completed project. The construction period is long and the capital consumption is large, The management and control of settlement gradually become the core work of project management. The settlement price is far higher than the contract price in the settlement process of some construction projects, and the phenomenon of high settlement is very common. Therefore, it is very important to identify and analyze the influencing factors of high settlement in construction projects. This paper analyzes the current research situation at home and abroad, and puts forward the connotation of high settlement on the basis of the necessity of research. The characteristics and evaluation of the three aspects are theoretically defined. According to the statistics of the settlement overrun of Lijiahe Water Conservancy Project, it is found that 38 out of the 43 construction contracts selected are overspent to varying degrees, and the water conveyance project overruns are the most serious. Of these, 21 construction contracts were overspent by more than 10 per cent. The maximum settlement overrun rate is as high as 76.31. Based on the four categories and nine sub-categories of factors adjusted for the contract price, according to the present situation of the project settlement, the five factors that have the greatest influence on the settlement overrun are respectively the list quantity difference, the new project, the design change, Contractor claims, site visa. From the construction unit, construction unit, This paper analyzes the deep causes of the five major factors that cause the settlement overrun and constructs the index system of the high settlement factors from the surface to the deep reasons, from the single factor to the index system. In this paper, based on detailed analysis of the bill of quantities, design changes, claim reports, visa forms and other settlement data, The paper classifies the influence frequency and the influence amount of the overrun of the five major factors, and analyzes the influence degree. Finally, combined with the water conveyance project, which is the most serious overrun in the settlement of Lijiahe Water Conservancy Project, it focuses on the analysis. From data statistics to data analysis, from comprehensive analysis to key analysis, the analysis of influencing factors of high settlement of Lijiahe Water Conservancy Project is realized step by step. Finally, aiming at preventing and solving the problem of high settlement of construction project, Combined with the index system of high settlement influencing factors, this paper puts forward five specific control strategies from different construction participants and cost management stages. In order to achieve the purpose of effective control of high settlement, it is concluded that high settlement is a double-edged sword, and the influence of five high settlement factors on frequency and amount is ranked, and the further research direction of this paper is pointed out.
