【摘要】：隨著全球經(jīng)濟(jì)一體化的步伐不斷加快,全球產(chǎn)業(yè)分工日趨加深,國(guó)際貿(mào)易迅速發(fā)展。為應(yīng)對(duì)世界貿(mào)易形勢(shì)的轉(zhuǎn)變,我國(guó)于2005年6月在上海設(shè)立第一個(gè)保稅港區(qū)開始,截止目前國(guó)家一共設(shè)立了14個(gè)保稅港區(qū)。保稅港區(qū)是我國(guó)在對(duì)外開放過程中選擇的一種海關(guān)監(jiān)管模式,是我國(guó)港口向世界自由貿(mào)易港發(fā)展探索的雛形。 梅山保稅港區(qū)是我國(guó)設(shè)立的第五個(gè)保稅港區(qū),自2008年成立以來一直處于探索發(fā)展階段。作為國(guó)家保稅體制創(chuàng)新探索的重要載體,梅山保稅港區(qū)的建設(shè)和發(fā)展事關(guān)我國(guó)自由貿(mào)易區(qū)戰(zhàn)略的實(shí)施、上海航運(yùn)中心建設(shè)的成敗和寧波地區(qū)乃至長(zhǎng)三角南部區(qū)域的發(fā)展大局。 本文首先對(duì)選題背景和研究意義、目的進(jìn)行了闡述。再通過對(duì)國(guó)內(nèi)外保稅港區(qū)相關(guān)研究的梳理,從保稅港區(qū)的產(chǎn)生、發(fā)展、相關(guān)的概念及其歷史沿革等方面入手,對(duì)中國(guó)保稅功能區(qū)域的發(fā)展歷程進(jìn)行了總結(jié),并分析介紹了保稅港區(qū)與保稅區(qū)、自由貿(mào)易港區(qū)等各種保稅區(qū)域之間的異同點(diǎn)。結(jié)合國(guó)內(nèi)外成熟港區(qū)案例,選取了國(guó)內(nèi)上海洋山、天津東疆兩個(gè)保稅港區(qū)和漢堡港、鹿特丹港及杰貝阿里港為分析對(duì)象,從案例抽象出完善的自由貿(mào)易港區(qū)應(yīng)該具備的條件,從中分析合理的港區(qū)發(fā)展過程中關(guān)于功能定位、產(chǎn)業(yè)選擇與空間發(fā)展之間的關(guān)系。 通過對(duì)梅山島各層次領(lǐng)域的分析,歸納總結(jié)發(fā)展保稅港區(qū)的優(yōu)勢(shì)、劣勢(shì)、機(jī)會(huì)和挑戰(zhàn),結(jié)合現(xiàn)有規(guī)劃,對(duì)區(qū)域功能定位、產(chǎn)業(yè)選擇進(jìn)行了探討,提出了梅山保稅港區(qū)的職能體系和產(chǎn)業(yè)發(fā)展導(dǎo)向。最后理論與實(shí)踐相結(jié)合,提出了梅山保稅港區(qū)空間發(fā)展模式和政策措施。 在研究方法上,采用理論與數(shù)據(jù)分析相結(jié)合、對(duì)比分析、實(shí)證分析等方法,并結(jié)合必要的圖表和數(shù)據(jù),加強(qiáng)結(jié)論的說服力。
[Abstract]:With the accelerating pace of global economic integration, the global industrial division of labor is deepening, and international trade is developing rapidly. In order to cope with the change of the world trade situation, China started to set up the first bonded port area in Shanghai in June 2005. Up to now, the country has set up 14 bonded port areas. Bonded port area is a kind of customs supervision mode chosen by our country in the course of opening to the outside world, and it is the embryonic form of our port developing to the free trade port of the world. Meishan bonded port area is the fifth bonded port area established in our country. It has been exploring and developing since it was established in 2008. As an important carrier of the innovation and exploration of the national bonded system, the construction and development of Meishan bonded port area have a bearing on the implementation of the strategy of China's free trade area, the success or failure of the construction of Shanghai shipping center and the overall situation of the development of Ningbo area and even the southern region of Yangtze River Delta. At first, this paper expounds the background and significance of the topic. Then through combing the related research of bonded port area at home and abroad, starting with the emergence, development, related concept and historical evolution of bonded port area, this paper summarizes the development course of bonded functional region in China. The similarities and differences between bonded port area and free trade port area are analyzed. Combined with the domestic and foreign mature port area cases, selected the domestic Shanghai Yangshan, Tianjin East Xinjiang two bonded port and Hamburg port, Rotterdam port and Jebel Ali port as the analysis object, abstracts from the example the perfect free trade port area should have the condition. The relationship between function orientation, industrial choice and spatial development in the process of rational port development is analyzed. Based on the analysis of various fields in Meishan Island, the advantages, disadvantages, opportunities and challenges of the development of bonded port area are summarized and summarized. Combined with the existing planning, the regional function positioning and industry selection are discussed. The function system and industrial development direction of Meishan bonded Port area are put forward. Finally, combining theory with practice, the spatial development mode and policy measures of Meishan bonded Port area are put forward. In the aspect of research methods, we combine theory with data analysis, contrast analysis, empirical analysis, and combine necessary charts and data to strengthen the persuasiveness of the conclusion.
