【摘要】：近些年來(lái)，國(guó)內(nèi)各種火災(zāi)頻發(fā)，尤其是城市公共建筑物的火災(zāi)，每一次發(fā)生都給社會(huì)造成了極其傷痛的影響，無(wú)論是死傷的受災(zāi)人員，還是在救災(zāi)中受傷犧牲的消防戰(zhàn)士們，抑或是他們的家人，還有社會(huì)財(cái)富的損失，都是慘痛的教訓(xùn)。目前我國(guó)的消防工作的指導(dǎo)方針是“預(yù)防為主，防消結(jié)合”。實(shí)踐證明，預(yù)防是建筑火災(zāi)安全最重要的措施之一，為了確保人員生命和國(guó)家財(cái)產(chǎn)的安全，深入探究影響城市公共建筑物火災(zāi)的影響因素，構(gòu)建城市公共建筑物火災(zāi)評(píng)估指標(biāo)體系， 對(duì)于以人為本、構(gòu)建和諧社會(huì)，具有積極的現(xiàn)實(shí)意義。 本文介紹了國(guó)內(nèi)外關(guān)于城市公共建筑物火災(zāi)評(píng)估指標(biāo)體系的研究狀況，闡述了公共建筑物火災(zāi)指標(biāo)體系的各類相關(guān)研究基礎(chǔ)，針對(duì)城市公共建筑的特點(diǎn)，確定了影響因素的判別原則，給出了城市公共建筑物火災(zāi)發(fā)生的影響因素；其次，基于系統(tǒng)評(píng)價(jià)的方法，運(yùn)用解釋結(jié)構(gòu)模型，對(duì)城市公共建筑物火災(zāi)發(fā)生的影響因素進(jìn)行了分層處理，構(gòu)建了城市公共建筑物火災(zāi)評(píng)估指標(biāo)體系；再次，以城市公共建筑物火災(zāi)評(píng)估指標(biāo)體系為基礎(chǔ)，給出城市公共建筑物防范能力綜合評(píng)價(jià)的各指標(biāo)權(quán)重的確定方法及評(píng)分原則，使用兩階段綜合評(píng)價(jià)模型確定評(píng)分，有針對(duì)性的選取部分指標(biāo)進(jìn)行綜合評(píng)價(jià)，同時(shí)給出了城市公共建筑物火災(zāi)防范能力的等級(jí)，為評(píng)價(jià)城市公共建筑物火災(zāi)防范能力提供等級(jí)標(biāo)準(zhǔn)；最后，給出了案例應(yīng)用，提供了實(shí)踐性較強(qiáng)的應(yīng)用方法。 城市公共建筑物火災(zāi)防范能力綜合評(píng)價(jià)通過(guò)全面考慮火災(zāi)因素，簡(jiǎn)化評(píng)價(jià)過(guò)程，，凸顯主要問(wèn)題，確保了評(píng)價(jià)結(jié)果的科學(xué)性和實(shí)用性，提出了城市公共建筑物火災(zāi)防范能力的合理管理建議，有利于提高城市公共建筑物的火災(zāi)防范能力，減少公共建筑物火災(zāi)的發(fā)生與損失。
[Abstract]:In recent years, a variety of fires have occurred frequently in China, especially in urban public buildings. Each occurrence has caused a very painful impact on society, whether it is the victims of the disaster or the firefighters who died in the disaster relief. Or their families, and the loss of social wealth, are all painful lessons. At present, the guidelines for fire prevention in our country are "prevention first, prevention combined with elimination." practice has proved that prevention is one of the most important measures for building fire safety. In order to ensure the safety of human life and national property, the factors affecting the fire of urban public buildings are deeply explored, and the fire assessment index system of urban public buildings is constructed. For people-oriented, building a harmonious society, has a positive practical significance. This paper introduces the research status of fire assessment index system of urban public buildings at home and abroad, and expounds the relevant research bases of fire index system of public buildings, aiming at the characteristics of urban public buildings. The discriminant principle of influencing factors is determined, and the influencing factors of urban public buildings fire are given. Secondly, based on the method of systematic evaluation, the explanatory structure model is used. The factors affecting the fire of urban public buildings are treated in different layers, and the fire assessment index system of urban public buildings is constructed. Thirdly, based on the fire assessment index system of urban public buildings, This paper gives the method of determining the weight of each index and the scoring principle of the comprehensive evaluation of the city public building's preventive ability, and uses the two-stage comprehensive evaluation model to determine the score, and selects some indexes to carry on the comprehensive evaluation pertinently. At the same time, the grade of fire prevention ability of urban public buildings is given, which provides a grade standard for evaluating the fire prevention ability of urban public buildings. Finally, the case application is given, and a practical application method is provided. The comprehensive evaluation of fire prevention ability of urban public buildings can simplify the evaluation process by considering the fire factors comprehensively, highlight the main problems, and ensure the scientific and practical evaluation results. The reasonable management suggestion of fire prevention ability of urban public buildings is put forward, which is helpful to improve the fire prevention ability of urban public buildings and to reduce the occurrence and loss of fire in public buildings.
