【摘要】：城邊村是城鄉(xiāng)結(jié)合部中一種典型的聚居形態(tài),盡管通常被歸類為"鄉(xiāng)",卻不同于遠(yuǎn)郊村。城邊村因其區(qū)位條件特殊而具備多元化的功能,如承載城市的低收入者住宅、城郊倉儲式商業(yè)、小規(guī)模無污染工業(yè)和都市農(nóng)業(yè)等,這些職能對于穩(wěn)定、完善和提升整體人居體系格局具有十分積極的意義。然而,我國當(dāng)前的城鄉(xiāng)二元制度對城邊村在市場經(jīng)濟(jì)體制下的靈活性缺乏足夠的尊重與引導(dǎo),對此本文認(rèn)為對于城邊村,要注重從實現(xiàn)整體人居體系城鄉(xiāng)融合的角度出發(fā),認(rèn)識到城市與鄉(xiāng)村之間存在著要素自由流通的需求。城鄉(xiāng)規(guī)劃要突破土地制度的局限,多渠道滿足城邊村城鎮(zhèn)基礎(chǔ)服務(wù)升級的需求,多層次應(yīng)對城邊村土地資源入市的需求,從而確保城邊村基本居住的權(quán)益得到不斷提升,自由經(jīng)營的需求得到有效引導(dǎo)。
[Abstract]:City-side village is a typical residential form in the combination of urban and rural areas. Although it is usually classified as "township", it is different from the suburban village. Because of its special location conditions, the city-side village has diversified functions. These functions, such as low-income housing, suburban warehousing, small-scale pollution-free industries and urban agriculture, are stable. It is of great significance to perfect and promote the overall human settlement system. However, the current urban-rural dual system lacks sufficient respect and guidance for the flexibility of the urban-rural villages under the market economy system. In view of this, this paper thinks that for the village by the city, we should pay attention to realize the integration of urban and rural areas of the whole human settlements system. It is recognized that there is a need for free circulation of elements between cities and villages. Urban and rural planning should break through the limitations of the land system and meet the needs of urban and rural basic services upgrading through multiple channels. Multi-level response to the urban village land resources into the market demand, so as to ensure that the basic rights and interests of urban villages to continue to improve, free operation needs to be effectively guided.
