城市綜合客運(yùn)體系分析與評(píng)價(jià)研究

【摘要】:隨著經(jīng)濟(jì)日益發(fā)展,居民可支配收入逐步提高,城市機(jī)動(dòng)車保有量和機(jī)動(dòng)化出行需求迅猛增長(zhǎng),給城市客運(yùn)交通帶來(lái)了嚴(yán)峻的考驗(yàn)。城市客運(yùn)交通經(jīng)常發(fā)生乘客換乘不便捷、候車時(shí)間長(zhǎng)、乘客嚴(yán)重滯留等現(xiàn)象。為了解決這些問(wèn)題,必須建立一個(gè)系統(tǒng)功能完備的城市綜合客運(yùn)體系。然而,城市綜合客運(yùn)體系是否協(xié)調(diào)發(fā)展,還需要構(gòu)建一套完善的評(píng)價(jià)指標(biāo)體系與之相匹配,對(duì)其發(fā)展情況做出合理評(píng)判。但是,目前針對(duì)綜合客運(yùn)體系的評(píng)價(jià)研究范圍主要集中在城市內(nèi)部或者全國(guó)整體上,針對(duì)城市整體的綜合客運(yùn)體系的研究較少。鑒于此,本文主要針對(duì)城市綜合客運(yùn)體系分析與評(píng)價(jià)研究進(jìn)行探討。本文首先對(duì)城市綜合客運(yùn)體系的基本概念、組成要素、基本內(nèi)涵、結(jié)構(gòu)組成以及發(fā)展模式等進(jìn)行了詳細(xì)的論述。其次針對(duì)城市綜合客運(yùn)體系關(guān)鍵問(wèn)題:發(fā)展目標(biāo)、供需影響因素、城市空間、基礎(chǔ)設(shè)施建設(shè)重點(diǎn)、信息服務(wù)、換乘協(xié)作、管理體制機(jī)制等方面進(jìn)行詳細(xì)分析的基礎(chǔ)上,構(gòu)建了城市綜合客運(yùn)體系評(píng)價(jià)程序框架,主要包括六個(gè)步驟:①明確目標(biāo)及特點(diǎn);②明確指標(biāo)體系建立原則與篩選方法;③構(gòu)建城市綜合客運(yùn)評(píng)價(jià)指標(biāo)體系(其中包含了部分指標(biāo)的量化分級(jí));④評(píng)價(jià)方法的選擇(兩種方法確定評(píng)價(jià)指標(biāo)權(quán)重:層次分析法和基于隸屬度集合的熵值權(quán)重法);⑤具體評(píng)價(jià);⑥評(píng)價(jià)結(jié)果的分析等。最后,以重慶市綜合客運(yùn)體系為例進(jìn)行運(yùn)行效果的評(píng)價(jià),并針對(duì)評(píng)價(jià)結(jié)果進(jìn)行分析,提出促進(jìn)重慶市綜合客運(yùn)體系發(fā)展的措施。通過(guò)本文研究,針對(duì)城市綜合客運(yùn)體系運(yùn)行效能做出正確的評(píng)價(jià),為政府相關(guān)部門(mén)制定符合本地區(qū)客運(yùn)交通發(fā)展的重大決策提供參考依據(jù),具有很大的現(xiàn)實(shí)和指導(dǎo)意義。
[Abstract]:With the development of economy, the disposable income of residents increases gradually, and the demand for motor vehicle ownership and motorized travel increases rapidly, which brings a severe test to the urban passenger transportation. Urban passenger traffic often occurs the phenomenon of passengers transfer is not convenient, waiting time is long, passengers are seriously stranded, and so on. In order to solve these problems, it is necessary to establish a comprehensive urban passenger transport system with complete system functions. However, whether the urban comprehensive passenger transport system develops harmoniously or not, it is necessary to construct a set of perfect evaluation index system to match it, and make a reasonable judgment on its development. However, at present, the evaluation and research scope of integrated passenger transport system is mainly focused on the urban interior or the whole country, and the research on the integrated passenger transport system of the city as a whole is less. In view of this, this paper mainly discusses the analysis and evaluation of urban comprehensive passenger transport system. In this paper, the basic concept, elements, connotation, structure and development mode of urban integrated passenger transport system are discussed in detail. Secondly, on the basis of detailed analysis of the key issues of urban integrated passenger transport system: development objectives, supply and demand factors, urban space, infrastructure construction focus, information services, transfer cooperation, management system and mechanism, etc. The evaluation procedure framework of urban integrated passenger transport system is constructed, which mainly includes six steps: 1 to define the target and characteristics and 2 to establish the principles and screening methods for establishing the index system; (3) construct the evaluation index system of urban comprehensive passenger transport (which includes the quantitative grading of some indexes) the selection of evaluation method (two methods to determine the weight of evaluation index: analytic hierarchy process and entropy weight based on membership degree set) (5) specific evaluation; 6 Analysis of evaluation results. Finally, taking the integrated passenger transport system of Chongqing as an example, the paper evaluates the operation effect, analyzes the evaluation results, and puts forward some measures to promote the development of the integrated passenger transport system in Chongqing. Through the research of this paper, the author makes a correct evaluation on the operational efficiency of the urban comprehensive passenger transport system, and provides a reference basis for the relevant government departments to make major decisions in line with the development of local passenger transport, which is of great realistic and guiding significance.
