【摘要】：近年來,公路工程安全越來越受到社會(huì)的關(guān)注。隨著公路工程項(xiàng)目的增多,政府監(jiān)督管理部門作為公路工程安全監(jiān)督的責(zé)任主體,其管理能力水平對(duì)保障公路工程安全越來越重要。因此,結(jié)合國外在公路工程安全政府監(jiān)管上的相關(guān)經(jīng)驗(yàn),探尋改進(jìn)我國公路工程安全政府監(jiān)督管理機(jī)制具有重要的現(xiàn)實(shí)意義。論文采用文獻(xiàn)研究法,總結(jié)了目前國內(nèi)外公路工程安全政府監(jiān)管的基本情況,從機(jī)構(gòu)設(shè)置、監(jiān)管權(quán)限及措施方面進(jìn)行了現(xiàn)狀分析�；趯�(duì)國內(nèi)外公路工程安全政府監(jiān)督管理基本情況的研究,采用比較分析法提出了提高我國公路工程安全政府監(jiān)督管理水平的思路,包括發(fā)揮企業(yè)安全管理作用、充分利用市場行業(yè)管理作用、借助社會(huì)力量配合管理、推行信息化安全監(jiān)管手段、招標(biāo)階段強(qiáng)調(diào)安全管理責(zé)任、推廣安全施工工藝與技術(shù)等。結(jié)合咸寧市幕阜山生態(tài)旅游公路建設(shè)實(shí)際,將上述思路引入到項(xiàng)目實(shí)際管理工作當(dāng)中,并通過調(diào)查實(shí)證法,對(duì)實(shí)際工程項(xiàng)目監(jiān)督管理的效果進(jìn)行了分析,綜合項(xiàng)目實(shí)際找出政府監(jiān)督管理過程中的優(yōu)勢(shì)和不足,從組織建設(shè)和監(jiān)管手段兩個(gè)方面提出了在公路工程安全監(jiān)管中實(shí)施全過程監(jiān)管、建立全員安全管理制度、細(xì)化過程控制手段、加強(qiáng)信息化平臺(tái)建設(shè)、鼓勵(lì)第三方中介機(jī)構(gòu)參與工程的安全管理等建議。
[Abstract]:In recent years, highway engineering safety has been paid more and more attention by the society. With the increase of highway engineering projects, the government supervision and management department as the main body of the highway engineering safety supervision, its management ability level is more and more important to ensure the highway engineering safety. Therefore, it is of great practical significance to explore and improve the government supervision and management mechanism of highway engineering safety in China by combining the relevant experiences of foreign countries in the government supervision of highway engineering safety. This paper summarizes the basic situation of highway engineering safety government supervision at home and abroad by using the method of literature research, and analyzes the present situation from the aspects of institutional setting, supervision authority and measures. Based on the research on the basic situation of government supervision and management of highway engineering safety at home and abroad, this paper puts forward some ideas to improve the level of government supervision and management of highway engineering safety in China by means of comparative analysis, including giving full play to the role of enterprise safety management. Make full use of the role of market industry management, with the help of social forces to cooperate with management, the implementation of information security supervision means, tender stage stresses the responsibility of safety management, promote safety construction technology and technology. Combined with the actual construction of ecological tourism highway in Mufu Mountain of Xianning City, the above ideas are introduced into the actual project management work, and the effect of supervision and management of the actual project is analyzed through the investigation and demonstration method. The comprehensive project actually finds out the advantages and disadvantages in the process of government supervision and management, and puts forward the implementation of the whole process supervision and the establishment of the all-staff safety management system in the highway engineering safety supervision from the two aspects of organization construction and supervision means. Some suggestions such as refinement of process control means strengthening the construction of information platform and encouraging the third party intermediary to participate in the safety management of the project are proposed.
