公路工程施工中的安全管理與風(fēng)險(xiǎn)控制研究

【摘要】:隨著我國(guó)公路建設(shè)事業(yè)的快速發(fā)展,公路施工的安全問(wèn)題越發(fā)突出,考慮到公路工程的特殊性,須盡快建立起與一般企業(yè)完全不同的安全管理長(zhǎng)效機(jī)制。本論文根據(jù)公路建設(shè)工程的特點(diǎn),結(jié)合對(duì)其危險(xiǎn)有害因素的分析,在論文中采用事故樹(shù)分析、安全檢查表、預(yù)先危險(xiǎn)性分析、作業(yè)條件危險(xiǎn)性評(píng)價(jià)、職業(yè)危害評(píng)價(jià)等方法對(duì)公路建設(shè)工程的特點(diǎn)進(jìn)行了論述,取得了以下科研成果:1、通過(guò)對(duì)比國(guó)內(nèi)外公路工程施工安全管理與風(fēng)險(xiǎn)控制研究現(xiàn)狀,得出我國(guó)公路工程施工安全管理中存在的一些主要問(wèn)題,表現(xiàn)在法律法規(guī)體系不健全,安全管理工作不強(qiáng),施工人員素質(zhì)不高,施工作業(yè)中存在較多的安全隱患等。2、公路工程的施工現(xiàn)場(chǎng)是施工的"樞紐站",物資材料進(jìn)場(chǎng)后都堆放于施工現(xiàn)場(chǎng),大量的勞動(dòng)力、機(jī)械設(shè)備和管理人員集中在施工現(xiàn)場(chǎng),不言而喻,公路工程施工過(guò)程存在著高處墜落、物體打擊、機(jī)械傷害、車輛觸電、坍塌、粉塵、火災(zāi)、爆炸、中毒、腐蝕、高溫灼燙、噪聲等危險(xiǎn)有害因素。3、通過(guò)對(duì)公路工程施工過(guò)程中存在的危險(xiǎn)有害因素的綜合分析,編制了施工準(zhǔn)備階段、路基工程、路面工程、橋涵工程、機(jī)械作業(yè)、職業(yè)衛(wèi)生施工的安全技術(shù)措施。4、構(gòu)建了一套公路施工安全管理與風(fēng)險(xiǎn)控制體系,分為三個(gè)步驟,分析預(yù)警監(jiān)測(cè)信息、確定預(yù)警等級(jí)、采取事故處理措施,通過(guò)這套系統(tǒng),可實(shí)現(xiàn)對(duì)公路安全事故的早期預(yù)防與控制,并能在第一時(shí)間內(nèi)啟動(dòng)危機(jī)管理措施。綜上,公路工程施工安全事故預(yù)警機(jī)制,能夠監(jiān)測(cè)診斷、預(yù)控安全事故的發(fā)生,以事故預(yù)防代替事故處理,可實(shí)現(xiàn)主動(dòng)式的安全管理,提升公路工程施工安全管理工作的質(zhì)量和效率。
[Abstract]:With the rapid development of highway construction in our country, the safety problems of highway construction become more and more prominent. Considering the particularity of highway engineering, it is necessary to establish a long-term mechanism of safety management completely different from that of general enterprises as soon as possible. According to the characteristics of highway construction engineering and the analysis of dangerous and harmful factors, this paper adopts accident tree analysis, safety check table, pre-risk analysis, risk assessment of operating conditions, etc. This paper discusses the characteristics of highway construction engineering by means of occupational hazard assessment, and obtains the following scientific research achievements: 1. By comparing the present situation of safety management and risk control of highway construction at home and abroad, Some main problems in the safety management of highway engineering construction in China are obtained. The main problems are that the system of laws and regulations is not perfect, the safety management work is not strong, and the quality of the construction personnel is not high. The construction site of highway engineering is the "hub station" of construction, and the material and materials are stacked in the construction site after entering the construction site. A large number of labor force, machinery and equipment and management personnel are concentrated in the construction site. It goes without saying that in the course of highway construction, there are falls from high places, object strikes, mechanical injuries, vehicle shocks, collapses, dust, fires, explosions, poisonings, corrosion, high temperatures, burning and ironing, Through the comprehensive analysis of the dangerous and harmful factors existing in the construction process of highway engineering, the preparation stage of construction, subgrade engineering, pavement engineering, bridge and culvert engineering, mechanical operation, The safety technical measures of occupational health construction. 4. A set of safety management and risk control system of highway construction is constructed, which is divided into three steps: analyzing the information of early warning and monitoring, determining the early warning level, taking measures to deal with accidents, and adopting this system. It can realize the early prevention and control of highway safety accidents and start the crisis management measures in the first time. In summary, the early warning mechanism of safety accidents in highway construction can monitor, diagnose and pre-control the occurrence of safety accidents, replace the accident treatment with accident prevention, and realize active safety management. Improve the quality and efficiency of highway construction safety management.
