【摘要】：港口作為一個(gè)國(guó)家或地區(qū)的對(duì)外開(kāi)放門(mén)戶,不僅是區(qū)域參與國(guó)際分工與合作的重要依托,同時(shí)也是推動(dòng)港口所在城市乃至周邊區(qū)域經(jīng)濟(jì)社會(huì)發(fā)展的重要引擎。如何協(xié)調(diào)港口與城市間的各種互動(dòng)關(guān)系,實(shí)現(xiàn)港口與港口城市之間的良性協(xié)調(diào)發(fā)展,是當(dāng)前港口城市發(fā)展面臨的一項(xiàng)重要課題。鹽城市作為江蘇沿海地區(qū)的新興中心城市,近年來(lái)積極響應(yīng)江蘇沿海開(kāi)發(fā)戰(zhàn)略的實(shí)施,不斷深化與落實(shí)“東向出�！钡陌l(fā)展戰(zhàn)略,而從2013年開(kāi)始,鹽城市委、市政府便已啟動(dòng)大豐撤市設(shè)區(qū)工作,并于2015年8月獲國(guó)務(wù)院批準(zhǔn)通過(guò),進(jìn)一步推動(dòng)了“鹽豐一體化”建設(shè)。在“鹽豐一體化”的背景下,大豐港作為鹽城市的主港區(qū),如何推進(jìn)大豐港與鹽城市的協(xié)調(diào)發(fā)展,成為鹽城市進(jìn)一步深化沿海開(kāi)發(fā)戰(zhàn)略的一項(xiàng)重要課題。本文主要通過(guò)梳理港城協(xié)調(diào)發(fā)展的理論與國(guó)內(nèi)先進(jìn)地區(qū)的經(jīng)驗(yàn),科學(xué)分析大豐港與鹽城市協(xié)調(diào)發(fā)展的現(xiàn)實(shí)基礎(chǔ),從港城發(fā)展的功能定位、產(chǎn)業(yè)互動(dòng)、空間布局、交通聯(lián)系、管理體制等五個(gè)方面分別提出大豐港與城市協(xié)調(diào)發(fā)展的路徑。本文主要包括以下三個(gè)部分的內(nèi)容:第一部分主要是從港城關(guān)系研究的角度出發(fā),整理并分析了國(guó)內(nèi)外目前關(guān)于港城港城關(guān)系研究的現(xiàn)狀,闡述港口與城市互動(dòng)發(fā)展的主要理論成果。根據(jù)國(guó)內(nèi)外相關(guān)文獻(xiàn),結(jié)合國(guó)內(nèi)外先進(jìn)地區(qū)港城互動(dòng)發(fā)展成功經(jīng)驗(yàn),建立港城協(xié)調(diào)發(fā)展路徑選擇的框架體系。第二部分是對(duì)大豐港與城市協(xié)調(diào)發(fā)展的實(shí)證分析,從港城協(xié)調(diào)發(fā)展所涉及的經(jīng)濟(jì)互動(dòng)、空間布局、交通聯(lián)系以及管理體制等四個(gè)方面入手,通過(guò)定性和定量的分析方法,分析并總結(jié)出大豐港與城市協(xié)調(diào)發(fā)展的現(xiàn)實(shí)基礎(chǔ)以及面臨的機(jī)遇與挑戰(zhàn)。第三部分是基于港城關(guān)系的理論研究以及國(guó)內(nèi)外先進(jìn)地區(qū)港城發(fā)展的成功做法,結(jié)合大豐港與鹽城市協(xié)調(diào)發(fā)展現(xiàn)實(shí)基礎(chǔ),從港城與城市的功能關(guān)系定位、產(chǎn)業(yè)互動(dòng)發(fā)展、空間布局優(yōu)化、交通體系完善、管理體制改革等五個(gè)方面得出大豐港與鹽城市協(xié)調(diào)發(fā)展的具體路徑。
[Abstract]:As the opening door of a country or region, port is not only an important support for regional participation in international division of labor and cooperation. At the same time, it is also an important engine to promote the economic and social development of the port city and the surrounding region. How to coordinate the interaction between the port and the city and realize the benign coordinated development between the port and the port city. Yancheng, as a new center city of Jiangsu coastal area, has responded positively to the implementation of Jiangsu coastal development strategy in recent years. Deepening and implementing the development strategy of "eastward going to sea" continuously, since 2013, Yancheng municipal party committee and municipal government have started the work of withdrawing Dafeng city into districts, and it was approved by the State Council on August 2015. Under the background of "Yan-feng integration", how to promote the coordinated development of Dafeng Port and Yancheng City as the main port area of Yancheng City. It has become an important topic for the further deepening of coastal development strategy in Yancheng. This paper mainly combs the theory of coordinated development of port and city and the experience of advanced areas in China. Scientific analysis of the reality of the coordinated development of Dafeng Port and Yancheng City, from the port development of the functional positioning, industrial interaction, spatial layout, transportation links. This paper mainly includes the following three parts: the first part is mainly from the perspective of the relationship between port and city. Collate and analyze the current situation of the research on the relationship between port and city at home and abroad, elaborate the main theoretical results of the interaction between port and city, according to the relevant literature at home and abroad. Based on the successful experience of port and city interactive development in advanced areas at home and abroad, this paper sets up a framework system for the choice of coordinated development path between port and city. The second part is an empirical analysis of the coordinated development of Dafeng port and city. From the four aspects of economic interaction, spatial layout, traffic connection and management system involved in the coordinated development of the port and city, the qualitative and quantitative analysis methods are adopted. The third part is based on the theoretical study of the relationship between port and city and the successful practice of port and city development in advanced areas at home and abroad. Combining with the realistic foundation of coordinated development between Dafeng Port and Yancheng City, from the point of view of the function relationship between port city and city, the interactive development of industry, the optimization of space layout and the perfection of transportation system. Management system reform and other five aspects of Dafeng Port and Yancheng coordinated development of the specific path.
