【摘要】:如今知識(shí)經(jīng)濟(jì)時(shí)代,創(chuàng)新在經(jīng)濟(jì)社會(huì)發(fā)展過(guò)程中發(fā)揮著巨大的推動(dòng)作用。創(chuàng)新能力已經(jīng)成為決定一個(gè)國(guó)家和地區(qū)經(jīng)濟(jì)增長(zhǎng)質(zhì)量和國(guó)際競(jìng)爭(zhēng)力的關(guān)鍵因素。在經(jīng)濟(jì)全球化中,不同區(qū)域間的競(jìng)爭(zhēng)愈加激烈,而區(qū)域經(jīng)濟(jì)的可持續(xù)發(fā)展有賴于區(qū)域創(chuàng)新系統(tǒng)的構(gòu)建與完善。區(qū)域創(chuàng)新系統(tǒng)是國(guó)家創(chuàng)新系統(tǒng)的重要組成單元,必將成為區(qū)域經(jīng)濟(jì)發(fā)展的主要?jiǎng)恿?是我國(guó)實(shí)現(xiàn)經(jīng)濟(jì)結(jié)構(gòu)調(diào)整和可持續(xù)發(fā)展的重要基礎(chǔ)。為迎接知識(shí)經(jīng)濟(jì)時(shí)代的挑戰(zhàn),實(shí)現(xiàn)國(guó)民經(jīng)濟(jì)科學(xué)發(fā)展,我國(guó)在《2006-2020國(guó)家中長(zhǎng)期科學(xué)和技術(shù)發(fā)展規(guī)劃綱要》中提出了要建設(shè)“創(chuàng)新型國(guó)家”的宏偉目標(biāo)。我國(guó)目前區(qū)域創(chuàng)新能力不強(qiáng),主要是創(chuàng)新投入不足和創(chuàng)新績(jī)效較低兩方面的原因。本文主要從創(chuàng)新投入產(chǎn)出的角度對(duì)我國(guó)區(qū)域創(chuàng)新主體和創(chuàng)新系統(tǒng)的績(jī)效進(jìn)行研究。 本文以我國(guó)除西藏外的30個(gè)省區(qū)市的創(chuàng)新活動(dòng)為研究對(duì)象,在對(duì)影響區(qū)域創(chuàng)新績(jī)效的因素深入分析的基礎(chǔ)上,從投入產(chǎn)出角度構(gòu)建我國(guó)區(qū)域創(chuàng)新主體—企業(yè)、高等學(xué)校、研發(fā)機(jī)構(gòu)的創(chuàng)新績(jī)效評(píng)價(jià)指標(biāo)體系,并在此基礎(chǔ)上構(gòu)建區(qū)域創(chuàng)新系統(tǒng)創(chuàng)新績(jī)效評(píng)價(jià)指標(biāo)體系,綜合使用數(shù)據(jù)包絡(luò)分析法,Malmquist指數(shù)法,拉開(kāi)檔次組合評(píng)價(jià)法來(lái)分析我國(guó)各區(qū)域創(chuàng)新主體和區(qū)域創(chuàng)新系統(tǒng)的創(chuàng)新績(jī)效。最后根據(jù)實(shí)證分析結(jié)果,對(duì)我國(guó)區(qū)域創(chuàng)新績(jī)效進(jìn)行一個(gè)系統(tǒng)全面的評(píng)價(jià)。研究結(jié)果表明:我國(guó)東、中、西部地區(qū)的創(chuàng)新績(jī)效呈明顯階梯狀分布,東部地區(qū)最高,西部地區(qū)最低。無(wú)論是對(duì)區(qū)域創(chuàng)新系統(tǒng)整體還是對(duì)各創(chuàng)新主體而言,我國(guó)東部地區(qū)創(chuàng)新活動(dòng)的綜合效率都要高于中西部地區(qū)。創(chuàng)新活動(dòng)為DEA有效的地區(qū)大都集中在東部地區(qū),中西部地區(qū)創(chuàng)新活動(dòng)普遍存在純技術(shù)無(wú)效和規(guī)模無(wú)效。在全要素生產(chǎn)率變動(dòng)上,東部地區(qū)創(chuàng)新活動(dòng)的全要素生產(chǎn)率穩(wěn)定增長(zhǎng),其中技術(shù)進(jìn)步的貢獻(xiàn)最大,而中西部地區(qū)的全要素生產(chǎn)率則出現(xiàn)下滑,除純技術(shù)效率有提高外,中西部地區(qū)的創(chuàng)新活動(dòng)在技術(shù)進(jìn)步、規(guī)模效率上都呈下滑態(tài)勢(shì)。創(chuàng)新產(chǎn)出高的地區(qū)大都集中在東部地區(qū),這些區(qū)域的創(chuàng)新績(jī)效也都較高,而西部地區(qū)一半的省市的創(chuàng)新活動(dòng)處于低績(jī)效低產(chǎn)出水平,這使得各區(qū)域特別是東西部之間在創(chuàng)新產(chǎn)出上的差距越來(lái)越大。
[Abstract]:Nowadays, in the era of knowledge economy, innovation plays an important role in the process of economic and social development. Innovation ability has become a key factor to determine the quality of economic growth and international competitiveness of a country or region. In the process of economic globalization, the competition among different regions is becoming more and more fierce, and the sustainable development of regional economy depends on the construction and perfection of regional innovation system. Regional innovation system is an important unit of national innovation system, which will become the main driving force of regional economic development and the important foundation of economic structure adjustment and sustainable development in China. In order to meet the challenge of the era of knowledge economy and realize the scientific development of the national economy, China has put forward the grand goal of building an "innovative country" in the outline of the National medium and long term Science and Technology Development Plan 2006-2020. At present, the regional innovation ability is not strong in our country, which is mainly due to the insufficiency of innovation investment and the low innovation performance. This paper studies the performance of regional innovation subject and innovation system in China from the angle of innovation input and output. This paper takes the innovation activities of 30 provinces, autonomous regions and municipalities except Tibet as the research object. Based on the in-depth analysis of the factors affecting the performance of regional innovation, this paper constructs the main body of regional innovation in China from the angle of input and output-enterprises, institutions of higher learning. The index system of innovation performance evaluation of R & D institutions, and on the basis of which the index system of innovation performance evaluation of regional innovation system is constructed, and the Malmquist index method is comprehensively used to analyze the innovation performance of regional innovation system by using data envelopment analysis method. This paper analyzes the innovation performance of regional innovation subject and regional innovation system. Finally, according to the results of empirical analysis, a systematic and comprehensive evaluation of regional innovation performance in China. The results show that the innovation performance of the east, middle and west regions of China is obviously ladder distribution, the eastern region is the highest, and the western region is the lowest. The comprehensive efficiency of innovation activities in the eastern part of China is higher than that in the central and western regions, both for the regional innovation system as a whole and for the main innovators. The innovation activities are mostly concentrated in the eastern regions where DEA is effective, and the innovation activities in the central and western regions are generally ineffective in pure technology and invalid in scale. In the change of total factor productivity, the total factor productivity of innovation activities in the eastern region has increased steadily, among which the technological progress has contributed the most, while the total factor productivity in the central and western regions has declined, except for the improvement of pure technology efficiency. Innovation activities in the central and western regions in technological progress, scale efficiency are declining trend. Most of the regions with high innovation output are concentrated in the east, and the innovation performance of these regions is also relatively high, while the innovation activities of half of the provinces and cities in the western region are at the low level of low performance and low output. This makes the gap between regions, especially between the east and west, in terms of innovation output widening.
