【摘要】:開發(fā)區(qū)作為本地區(qū)經(jīng)濟(jì)的核心增長(zhǎng)點(diǎn),是我國(guó)經(jīng)濟(jì)結(jié)構(gòu)中具備良好的帶動(dòng)、輻射和示范作用的重要環(huán)節(jié),是促進(jìn)區(qū)域經(jīng)濟(jì)發(fā)展強(qiáng)有力的助推器。但是,我們也應(yīng)清醒地認(rèn)識(shí)到,經(jīng)過多年的發(fā)展,開發(fā)區(qū)也逐漸暴露出了一些問題、一些弊端。為真正把開發(fā)區(qū)建設(shè)成為經(jīng)濟(jì)發(fā)展的增長(zhǎng)區(qū),改革與創(chuàng)新的試驗(yàn)區(qū),產(chǎn)業(yè)發(fā)展的集聚區(qū),城鎮(zhèn)化的延伸區(qū),高素質(zhì)人才的創(chuàng)業(yè)區(qū),對(duì)外開放的窗口,我們迫切需要站在一個(gè)新的戰(zhàn)略高度上,新的起點(diǎn)上,拓展思路,重新審視開發(fā)區(qū)自身的優(yōu)勢(shì)和定位,確定開發(fā)區(qū)發(fā)展的新戰(zhàn)略,使開發(fā)區(qū)更好地?fù)?dān)負(fù)起歷史賦予的使命,這也是決定開發(fā)區(qū)能否可持續(xù)性發(fā)展的關(guān)鍵問題。 A經(jīng)濟(jì)技術(shù)開發(fā)區(qū)自2002年3月創(chuàng)建以來(lái),經(jīng)過11年的發(fā)展,特別是在2012年7月,經(jīng)國(guó)務(wù)院批準(zhǔn)升格國(guó)家級(jí)經(jīng)濟(jì)技術(shù)開發(fā)區(qū)以后,站在了一個(gè)新的起點(diǎn),進(jìn)入了一個(gè)新的發(fā)展階段,如何解決未來(lái)的發(fā)展,到了最關(guān)鍵的時(shí)期。為此,本文選取A經(jīng)濟(jì)技術(shù)開發(fā)區(qū)作為研究對(duì)象,對(duì)其發(fā)展戰(zhàn)略進(jìn)行系統(tǒng)研究。首先,在介紹A經(jīng)濟(jì)技術(shù)開發(fā)區(qū)概況的基礎(chǔ)上,認(rèn)為其存在得天獨(dú)厚的區(qū)位、初具規(guī)模的產(chǎn)業(yè)、優(yōu)良的軟硬件環(huán)境、日益完善的政策等方面的優(yōu)勢(shì);土地資源稀缺、城市功能不完善、人才隊(duì)伍缺乏、企業(yè)規(guī)模參差不齊等劣勢(shì)。其次,接著分析了其外部環(huán)境創(chuàng)造的產(chǎn)業(yè)轉(zhuǎn)移加快、鄱陽(yáng)湖生態(tài)經(jīng)濟(jì)區(qū)上升為國(guó)家戰(zhàn)略、南昌成為江西經(jīng)濟(jì)核心增長(zhǎng)極、NC縣域經(jīng)濟(jì)發(fā)展等方面帶來(lái)的機(jī)會(huì);周邊省份開發(fā)區(qū)、省內(nèi)國(guó)家級(jí)開發(fā)區(qū)、市內(nèi)開發(fā)區(qū)以及國(guó)家宏觀調(diào)控等方面的威脅。第三,通過戰(zhàn)略分析,提出了戰(zhàn)略定位、戰(zhàn)略目標(biāo)、戰(zhàn)略任務(wù)、以及戰(zhàn)略步驟。最后給出了戰(zhàn)略實(shí)施的保障措施:一是創(chuàng)新管理體制;二是優(yōu)化內(nèi)部發(fā)展環(huán)境;三是推進(jìn)產(chǎn)業(yè)轉(zhuǎn)型升級(jí);四是推進(jìn)“城·區(qū)”融合;五是爭(zhēng)取政策支持。
[Abstract]:As the core growth point of the regional economy, the development zone is an important link in the economic structure of our country which has good driving, radiation and demonstration functions. It is also a powerful booster to promote the development of regional economy. However, we should also soberly realize that after years of development, the development zone has gradually exposed some problems, some drawbacks. In order to truly build the development zone into a growth zone for economic development, a pilot area for reform and innovation, a gathering area for industrial development, an extension area for urbanization, a start-up area for high-quality talents, and a window for opening up to the outside world, We urgently need to stand at a new strategic height, a new starting point, expand our thinking, re-examine the advantages and positioning of the development zone itself, determine a new strategy for the development of the development zone, so that the development zone can better shoulder the mission entrusted by history. This is also a key issue that determines whether the development zone can develop sustainably. A Economic and technological Development Zone has been developed for 11 years since its establishment in March 2002. In particular, in July 2012, after being approved by the State Council to upgrade to a state-level economic and technological development zone, A Economic and technological Development Zone stands at a new starting point. Entered a new stage of development, how to solve the future development, to the most critical period. Therefore, this paper chooses A Economic and technological Development Zone as the research object, and carries on the systematic research to its development strategy. First of all, on the basis of introducing the general situation of A Economic and technological Development Zone, it is considered that it has unique location, initial scale industry, excellent hardware and software environment, increasingly perfect policy, and so on; land resources are scarce, The city function is not perfect, the talented person troop lacks, the enterprise scale is uneven and so on inferiority. Secondly, it analyzes the opportunities brought by the acceleration of industrial transfer created by the external environment, the rise of Poyang Lake ecological economic zone as a national strategy, Nanchang becoming the core growth pole of Jiangxi economy and the development of NC county economy. Provincial state-level development zones, urban development zones and national macro-control and other threats. Third, through strategic analysis, the strategic positioning, strategic objectives, strategic tasks, and strategic steps are proposed. Finally, the paper gives the guarantee measures for the implementation of the strategy: first, innovating the management system; second, optimizing the internal development environment; third, promoting the industrial transformation and upgrading; fourth, promoting the integration of "urban areas"; fifth, striving for policy support.
