【摘要】：作為公共政策制定起始環(huán)節(jié)的公共政策議程設置,在公共政策制定過程中發(fā)揮著重要的作用。目前互聯(lián)網(wǎng)的發(fā)展出現(xiàn)了由“數(shù)量”向“質量”轉變的新趨勢,網(wǎng)絡媒體影響著我國政治、經濟、社會和文化各個方面。研究網(wǎng)絡媒體主導下的公共政策議程設置具有重要的理論意義和實踐意義,但鑒于學科發(fā)展的諸多限制和理論研究的不足,對于相關問題的研究多只浮于表面,使得網(wǎng)絡媒體主導下的公共政策議程設置研究的深度、廣度和新度都不盡人意。本文通過梳理國內外先進的公共政策研究理論,對公共政策議程等研究概念進行界定,同時對網(wǎng)絡媒體的發(fā)展現(xiàn)狀及其特點進行分析,將網(wǎng)絡媒體與公共政策議程設置某些相關因素加以結合,并對公共政策議程設置模式進行了溯源。本文對當前網(wǎng)絡媒體主導下公共政策議程設置困境的分析,建立在對公共政策議程設置過程進行細分的基礎之上。社會問題數(shù)量龐大、社會問題情況復雜、虛假問題層出不窮都是社會問題發(fā)掘階段出現(xiàn)的問題;“沉默的螺旋”、“非理性表達”、“自利經濟人”是政策問題發(fā)酵階段常常遇到的問題;政策議程設定階段可能會因為過度民主而導致效率低下、多元博弈而造成選擇困難、精英意志而左右最終結果。本文在探究網(wǎng)絡媒體主導下公共政策議程設置所面臨的困境時,發(fā)現(xiàn)在網(wǎng)絡這個開放的空間里,多元主體的參與,多條傳播渠道的出現(xiàn)以及突發(fā)事件的涌現(xiàn)共同造成了信息的過剩;而數(shù)字鴻溝的存在,包括地域發(fā)展不平衡、城鄉(xiāng)發(fā)展不平衡和網(wǎng)民屬性之間的差別都拉大了信息的差距;最后因為沒有對部分網(wǎng)民、一些利益集團,甚至大眾媒介發(fā)布的信息進行嚴格的把關,導致信息泛濫現(xiàn)象的出現(xiàn)。本文的落腳點是提出化解網(wǎng)絡媒體主導下公共政策議程設置困境的建議,本文從硬件和軟件兩個維度進行討論,分別從縮小網(wǎng)絡數(shù)字鴻溝、搭建網(wǎng)絡互動平臺、完善“把關人”制度、提高行動主體能力四個方面來提高網(wǎng)絡參與水平、規(guī)范網(wǎng)絡表達渠道、凈化網(wǎng)絡輿論環(huán)境以及提高議程設置質量。

[Abstract]:The setting of public policy agenda as the starting point of public policy development plays an important role in the process of public policy development. At present, the development of the Internet has changed from the "No." to the "quality", and the network media influence the political, economic, social and cultural aspects of our country. It is of great theoretical and practical significance to study the setting of public policy agenda under the dominant network media, but in view of the limitations of the development of the subject and the deficiency of the theoretical research, the research on the related problems is more than the surface. So that the depth, the breadth and the new degree of the research on the public policy agenda under the dominant network media are not satisfactory. This paper, through combing the domestic and foreign advanced public policy research theories, defines the research concepts such as the public policy agenda, and analyzes the development status and characteristics of the network media, and combines the network media and the public policy agenda with some relevant factors, And the pattern of the public policy agenda is traced. This paper, based on the analysis of the situation of the setting of the public policy agenda under the current network media, is based on the subdivision of the public policy agenda setting process. The number of social problems is large, the social problems are complex, and the false problem is the problem of the development of the social problem; the silent spiral ", the non-rational expression", the self-interest economic person "is the frequently encountered problem in the policy issue fermentation stage; The set-up of the policy agenda may lead to the low efficiency of the excessive democracy, the choice of the multi-game, the right and left final result of the elitist will. In this paper, we find out that in the open space of the network, the participation of the multi-body, the emergence of multiple channels of communication and the emergence of the sudden events in the open space of the network have resulted in the excess of information, and the digital divide exists. It includes the imbalance of the regional development, the unbalanced development of the urban and rural areas and the differences between the people's attributes, and finally, because there is no strict check on the information released by some netizens, some interest groups and even the mass media, the phenomenon of information flooding is caused. This paper puts forward the suggestion to solve the problem of setting up the public policy agenda under the dominant of network media. This paper discusses the two dimensions of hardware and software to reduce the digital divide of the network, set up the interactive platform of the network and perfect the "Gatekeeper" system. Improve that network participation level, standardize the network expression channel, purify the network public opinion environment and improve the quality of the agenda.
