【摘要】：2008年金融危機(jī)之后,新貿(mào)易保護(hù)主義在全球范圍內(nèi)重新抬頭。針對(duì)中國(guó)的新貿(mào)易保護(hù)主義一方面降低了出口對(duì)經(jīng)濟(jì)增長(zhǎng)的貢獻(xiàn)率、擠壓企業(yè)利潤(rùn)空間、損害中國(guó)企業(yè)和產(chǎn)品的形象;另一方面也有利于轉(zhuǎn)變外貿(mào)發(fā)展方式、加快產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、提高企業(yè)的自主創(chuàng)新能力和競(jìng)爭(zhēng)力、保障勞動(dòng)者權(quán)益。應(yīng)對(duì)新貿(mào)易保護(hù)主義,政府要堅(jiān)持"磋商"與"反擊"并行的策略,努力擴(kuò)大國(guó)內(nèi)需求、降低對(duì)外部市場(chǎng)的依賴,提高中國(guó)在國(guó)際經(jīng)濟(jì)組織中的話語(yǔ)權(quán);行業(yè)協(xié)會(huì)要組織企業(yè)積極應(yīng)訴,制定行業(yè)標(biāo)準(zhǔn)和認(rèn)證制度,建立完整有效的出口產(chǎn)品監(jiān)測(cè)和預(yù)警機(jī)制;企業(yè)要提升出口產(chǎn)品質(zhì)量,大力推進(jìn)出口市場(chǎng)多元化,利用規(guī)則維護(hù)自身利益。
[Abstract]:After the 2008 financial crisis, new trade protectionism resurfaced globally. The new trade protectionism in China on the one hand reduces the contribution of exports to economic growth, squeezes the profit margins of enterprises and damages the image of Chinese enterprises and products; on the other hand, it is also conducive to changing the mode of development of foreign trade. Speed up the adjustment of industrial structure, improve the independent innovation ability and competitiveness of enterprises, and protect the rights and interests of workers. To deal with the new trade protectionism, the government should insist on the parallel strategy of "consultation" and "counterattack", make great efforts to expand domestic demand, reduce the dependence on external market, and enhance China's right to speak in international economic organizations. Trade associations should organize enterprises to actively respond to complaints, formulate industry standards and certification systems, and establish a complete and effective monitoring and early warning mechanism for export products. Enterprises should improve the quality of export products and vigorously promote diversification of export markets. Use the rules to defend one's own interests.
