【摘要】：自2008年全球金融危機(jī)爆發(fā)以來,歐盟成員國(guó)希臘、西班牙、意大利等紛紛陷入主權(quán)債務(wù)危機(jī),整體經(jīng)濟(jì)狀況不佳。德國(guó)經(jīng)濟(jì)一枝獨(dú)秀,成為歐盟經(jīng)濟(jì)的發(fā)動(dòng)機(jī),并多次向歐盟成員國(guó)內(nèi)經(jīng)濟(jì)狀況較差的國(guó)家提供資金援助。德國(guó)經(jīng)濟(jì)在危機(jī)中的優(yōu)異表現(xiàn)引起關(guān)注。作為德國(guó)經(jīng)濟(jì)的主體,中小企業(yè)為被政府視為“德國(guó)市場(chǎng)經(jīng)濟(jì)的心臟”、“促進(jìn)經(jīng)濟(jì)增長(zhǎng)和創(chuàng)造就業(yè)機(jī)會(huì)的發(fā)動(dòng)機(jī)”。中小企業(yè)何以在危機(jī)中保持穩(wěn)定增長(zhǎng),促進(jìn)德國(guó)經(jīng)濟(jì)發(fā)展呢?本文通過文獻(xiàn)綜述、案例分析和跨學(xué)科研究的方法對(duì)歐債危機(jī)下德國(guó)中小企業(yè)穩(wěn)定發(fā)展的原因進(jìn)行了深入分析。首先,從歷史“分裂”因素、德意志民族特性、二戰(zhàn)后德國(guó)政治經(jīng)濟(jì)模式選擇和德國(guó)企業(yè)家精神四個(gè)方面分析了德國(guó)中小企業(yè)的先天基因;然后通過案例分析的方法說明了德國(guó)中小企業(yè)在發(fā)展過程中的戰(zhàn)略決策;最后指出德國(guó)政府在危機(jī)中針對(duì)中小企業(yè)的經(jīng)濟(jì)政策、財(cái)稅政策和融資政策等方面所起到的扶持作用。本文的理論和實(shí)踐意義主要有以下三點(diǎn):1、通過對(duì)典型德國(guó)中小企業(yè)的案例分析和數(shù)據(jù)統(tǒng)計(jì),豐富和更新歐債危機(jī)下對(duì)德國(guó)中小企業(yè)的理論和實(shí)證研究。2、在世界金融危機(jī)和歐債危機(jī)的風(fēng)暴之下,歐盟成員國(guó)經(jīng)濟(jì)嚴(yán)重衰退,時(shí)至今日仍處于緩慢復(fù)蘇階段,這些國(guó)家的中小企業(yè)經(jīng)營(yíng)狀況并不理想,應(yīng)對(duì)危機(jī)的措施不夠及時(shí)和到位。德國(guó)在危機(jī)中又是如何憑借中小企業(yè)的強(qiáng)勁推動(dòng)保持經(jīng)濟(jì)增長(zhǎng)的呢?本文的研究可以為這些企業(yè)提供啟示和借鑒作用。3、結(jié)合德國(guó)中小企業(yè)的創(chuàng)立和發(fā)展基因來分析它們頑強(qiáng)的生命力和競(jìng)爭(zhēng)力,其中通過論述民族特性和企業(yè)家精神對(duì)德國(guó)中小企業(yè)發(fā)展起到的促進(jìn)作用,為我國(guó)現(xiàn)時(shí)代弘揚(yáng)、培育民族精神和企業(yè)家責(zé)任感提供反思和借鑒。這也是本文的創(chuàng)新之所在。
[Abstract]:Since the global financial crisis broke out in 2008, European Union member countries Greece, Spain and Italy have been plunged into sovereign debt crisis and the overall economic situation is not good. Germany's economy has become the engine of the European Union's economy and has repeatedly provided financial aid to poorer European Union member states. The excellent performance of the German economy in the crisis caused concern. As the main body of German economy, small and medium-sized enterprises are regarded by the government as "the heart of German market economy" and "the engine of promoting economic growth and creating employment opportunities". How can small and medium-sized enterprises maintain stable growth in the crisis and promote the economic development of Germany? Through literature review, case analysis and cross-disciplinary research, this paper makes a deep analysis of the reasons for the stable development of small and medium enterprises in Germany under the European debt crisis. Firstly, this paper analyzes the innate genes of small and medium-sized enterprises in Germany from four aspects: the historical "split" factor, the German national characteristics, the choice of German political and economic model after World War II and the German entrepreneurship. Then it explains the strategic decision of German SMEs in the process of development through the method of case analysis, and finally points out the supporting role of German government in the economic policy, fiscal policy and financing policy for SMEs in the crisis. The theoretical and practical significance of this paper is as follows: 1. Through the case analysis and data statistics of typical small and medium-sized enterprises in Germany, Enrich and update the theoretical and empirical research on small and medium-sized enterprises in Germany under the European debt crisis. Under the storm of the world financial crisis and the European debt crisis, the economies of the EU member states are in a serious recession and are still in the stage of slow recovery. The small and medium-sized enterprises of these countries are not ideal, the measures to deal with the crisis are not in time and in place. How did Germany sustain its economic growth through the strong push of small and medium-sized enterprises in the midst of the crisis? The research in this paper can provide inspiration and reference for these enterprises, combining the establishment and development genes of small and medium-sized enterprises in Germany to analyze their tenacious vitality and competitiveness. Through the discussion of the national characteristics and entrepreneurship to promote the development of small and medium-sized enterprises in Germany, for our country in the present era to carry forward, cultivate the national spirit and the sense of responsibility of entrepreneurs to provide reflection and reference. This is the innovation of this paper.
