【摘要】：1991年底蘇聯(lián)解體后，俄羅斯與哈薩克斯坦都成為獨(dú)立的主權(quán)國(guó)家。俄羅斯作為前蘇聯(lián)的主要繼承國(guó)，把哈薩克斯坦視為重要的戰(zhàn)略伙伴。20多年來(lái)，俄哈兩國(guó)政治、經(jīng)濟(jì)、軍事、文化關(guān)系全面發(fā)展，經(jīng)濟(jì)和軍事一體化合作不斷深化。 本文從地緣政治視角，運(yùn)用國(guó)際關(guān)系理論與方法，對(duì)俄羅斯的哈薩克斯坦政策進(jìn)行了深入系統(tǒng)研究，全文共分三章： 第一章，俄哈關(guān)系發(fā)展的影響因素分析。主要研究了蘇聯(lián)解體后俄羅斯地緣政治的變化，俄羅斯的中亞戰(zhàn)略，以及哈薩克斯坦在俄羅斯中亞戰(zhàn)略中的重要地位。 第二章，俄哈關(guān)系的全面發(fā)展。主要是研究了俄哈兩國(guó)在不同發(fā)展階段，在政治、經(jīng)濟(jì)、軍事各領(lǐng)域的全面合作關(guān)系。在政治上，，在獨(dú)聯(lián)體組織基礎(chǔ)上，積極俄哈發(fā)展戰(zhàn)略伙伴關(guān)系，政治關(guān)系非常密切。在經(jīng)濟(jì)上，相互依賴(lài)不斷加深，在歐亞經(jīng)濟(jì)聯(lián)盟框架下，不斷深化經(jīng)濟(jì)合作。在軍事上，在集體安全條約組織和上海合作組織框架下，在打擊國(guó)際恐怖主義，維護(hù)歐亞地區(qū)穩(wěn)定與安全方面開(kāi)展合作。 第三章，俄哈關(guān)系發(fā)展中的問(wèn)題與對(duì)策。主要是分析了俄哈關(guān)系發(fā)展中存在的一些問(wèn)題，探討了這些問(wèn)題產(chǎn)生的原因，并對(duì)解決這些發(fā)展中的問(wèn)題提出了對(duì)策性建議，對(duì)俄哈關(guān)系發(fā)展前景進(jìn)行了展望。
[Abstract]:After the collapse of the Soviet Union in late 1991, Russia and Kazakhstan became independent sovereign states. Russia, as the main successor state of the former Soviet Union, regards Kazakhstan as an important strategic partner for more than 20 years, the political, economic, military and cultural relations between Russia and Kazakhstan have developed in an all-round way, and economic and military integration cooperation has been continuously deepened. From the perspective of geopolitics and using the theory and method of international relations, this paper makes a deep and systematic study on Russia's Kazakstan policy, which is divided into three chapters: The first chapter analyzes the influencing factors of the development of Russian-Kazakh relations. This paper mainly studies the changes of Russian geopolitics after the disintegration of the Soviet Union, the strategy of Russia's Central Asia, and the important position of Kazakhstan in the strategy of Russia's Central Asia. The second chapter, the overall development of Russia-Kazakhstan relations. The overall cooperation between Russia and Kazakhstan in political, economic and military fields at different stages of development is mainly studied. Politically, on the basis of the CIS organization, Russia-Kazakhstan actively develops strategic partnership, and political relations are very close. In economic terms, interdependence is deepening, and economic cooperation is deepening within the framework of the Eurasian Economic Union (Eurasian Economic Union). Militarily, under the framework of the Collective Security Treaty Organization (CSTO) and the Shanghai Cooperation Organization (SCO), cooperation should be carried out in combating international terrorism and maintaining stability and security in the Eurasian region. Chapter three, the problems and countermeasures in the development of Russian-Kazakh relations. This paper mainly analyzes some problems existing in the development of Russian-Kazakh relations, probes into the causes of these problems, puts forward countermeasures to solve these problems, and looks forward to the prospect of the development of Russian-Kazakh relations.
