【摘要】：中國農業(yè)的貢獻在我國政治經濟發(fā)展中仍占有舉足輕重的位置。但是,當前的"三農"問題的表現(xiàn)已深入影響到我國實體經濟持續(xù)快速健康發(fā)展,制約著三大產業(yè)的協(xié)調發(fā)展。重慶市作為長江上游經濟帶和成渝經濟圈中心,地理位置決定了應發(fā)展因地制宜的多樣性農業(yè)。農業(yè)經濟對重慶市的崛起與發(fā)展有著重大貢獻,而財政扶持農業(yè)也是今后經濟建設項目中的重要環(huán)節(jié)。因此,研究重慶市當前財政支農在資金規(guī)模投入、財政資金的使用、資金分配機構、監(jiān)督與管理中存在的問題,從而在結合當前的政策下提出解決對策,進而完善重慶市財政支農機制,達到財政能強有力地支持農業(yè)發(fā)展,快速實現(xiàn)重慶市經濟發(fā)展模式轉型。
[Abstract]:The contribution of Chinese agriculture still occupies a pivotal position in the political and economic development of our country. However, the performance of the current "three rural" problems has deeply affected the sustained, rapid and healthy development of the real economy in China. As the economic belt of the upper reaches of the Yangtze River and the center of Chengdu-Chongqing economic circle, the geographical position of Chongqing determines the development of diversified agriculture, which should be adapted to local conditions. The agricultural economy has made great contributions to the rise and development of Chongqing. Financial support for agriculture is also an important link in future economic construction projects. Therefore, this paper studies the problems existing in the scale of investment, the use of financial funds, the organization of fund distribution, and the supervision and management of Chongqing's current financial support for agriculture. In the light of the current policy, the paper puts forward some countermeasures to improve the mechanism of financial support for agriculture in Chongqing, so that finance can support the development of agriculture strongly and realize the transformation of Chongqing's economic development model quickly.
