【摘要】：建設社會主義新農(nóng)村不僅需要不斷推進農(nóng)村政治、經(jīng)濟、社會的發(fā)展，而且需要不斷加強農(nóng)村文化建設，特別是建立完善農(nóng)村公共文化服務體系。農(nóng)村公共文化服務體系的完善不僅有利于豐富人民精神文化生活，全面提高公民道德素質，而且有利于加強社會主義核心價值觀建設，增強文化整體實力和競爭力。本文以國內外相關理論與實踐研究為基礎，通過調查研究黑龍江省雙鴨山市農(nóng)村公共文化服務體系建設的現(xiàn)狀和存在的問題，深入分析雙鴨山市農(nóng)村居民公共文化服務的現(xiàn)狀，對雙鴨山市農(nóng)村公共文化服務體系發(fā)展水平進行客觀評價，找出制約其公共文化服務體系建設發(fā)展的主要因素，提出建設雙鴨山市農(nóng)村公共文化服務體系的發(fā)展思路和具體對策，為保障農(nóng)民群眾基本文化權益，推進雙鴨山市農(nóng)村經(jīng)濟社會發(fā)展，提供政策咨詢參考。 論文共有六章。第一章為緒論部分。主要介紹選題的背景與意義、國內外研究現(xiàn)狀，論文框架與思路等。第二章是本文的基礎理論研究部分，主要介紹農(nóng)村公共文化服務體系建設的相關理論，主要有公共物品理論、集體行動的邏輯等公共選擇理論以及“以人為本”為核心的科學發(fā)展觀。第三章詳細闡析了雙鴨山市農(nóng)村公共文化服務體系建設的現(xiàn)狀。從目前的建設狀況來看，農(nóng)村文化設施建設已經(jīng)開始起步，農(nóng)村文化活動已經(jīng)開始萌動，農(nóng)村文化隊伍已經(jīng)開始組建，農(nóng)村特色文化建設已有萌芽，農(nóng)村公共文化服務體系建設開始著眼并落腳于對農(nóng)民文化需求的滿足。第四章集中剖析了雙鴨山市農(nóng)村公共文化服務體系存在的問題及原因。本文認為，雖然雙鴨山市農(nóng)村公共文化服務體系已經(jīng)開始啟動，但客觀地看，農(nóng)村公共文化設施陣舊，總量偏少；經(jīng)濟缺乏，投入不足；文化建設隊伍薄弱，活動形式單一；文化體制不順，機制不活，特色文化挖掘不夠，尚不能深入農(nóng)民心等問題突出。導致這些問題存在的原因有體制上的制約，也有財力與傳統(tǒng)生活方式上的制約。第五章深入探討了雙鴨山市農(nóng)村公共文化服務體系建設的思路與對策。結合雙鴨山市農(nóng)村公共文化服務體系建設的實際，雙鴨山市需要進一步明確公共文化服務建設的目標，厘清發(fā)展思路，并以具體的、具有可操作性的對策解決農(nóng)村公共文化服務體系建設中的難題。這些措施主要有：第一，建立完善農(nóng)村公共文化政策法規(guī)；第二，大力加強農(nóng)村文化基礎設施建設；第三，建立完善農(nóng)村公共文化服務體系的運營管理機制；第四，建立以政府為主、多元為輔的投融資機制；第五，積極創(chuàng)新文化服務方式、活動方式；第六，提供文化服務產(chǎn)品的專業(yè)文化工作者隊伍；第七，，挖掘地方文化資源，打造特色文化品牌。第六章為本文的結論。本文認為，對于農(nóng)村公共文化服務體系的建設，需要以滿足農(nóng)民群眾文化需求為著眼點與落腳點，以促進農(nóng)村公共文化發(fā)展、帶動農(nóng)村經(jīng)濟、豐富農(nóng)民群眾業(yè)余生活、保障農(nóng)民群眾享受文化權利為主線，這是一項復雜且長久的工程，需要做好長期投入人力、物力、財力的準備。
[Abstract]:The construction of socialist new countryside is not only the need to continue to promote the rural political, economic and social development, but also need to continue to strengthen the construction of rural culture, especially the establishment and perfection of rural public cultural service system. To improve the rural public cultural service system not only enrich people's spiritual and cultural life, improve the quality of civic virtue, but also conducive to the strengthening of the socialist core the building of values, enhance the overall strength and competitiveness of the culture. Based on the domestic and foreign related theory and practice research as the foundation, through the investigation and study of Shuangyashan City, Heilongjiang province rural public cultural service system construction and existing problems in the analysis of current situation of public cultural services in rural areas in Shuangyashan City, the objective evaluation of the development level of rural public cultural service system in Shuangyashan City, find out restricting the construction of public cultural service system development of the main In order to protect the basic cultural rights and interests of farmers and promote the rural economic and social development in Shuangyashan, we will provide policy reference for Shuangyashan rural economic and social development.
This thesis consists of six chapters. The first chapter is the introduction part mainly introduces the research background and meaning, research status at home and abroad, the framework and ideas. The second part is the theoretical basis of the thesis, mainly introduce the relevant theories of rural public cultural service system construction, mainly the theory of public goods, the logic of collective action. Public choice theory and the "people-oriented" as the core of Scientific Outlook on Development. The third chapter analyzes the current situation of the construction of rural public cultural service system in Shuangyashan city. From the present situation of the construction, the rural cultural facilities construction has been started, rural cultural activities have begun to sprout, rural cultural team has begun to set up a rural culture construction has sprout and the construction of public cultural service system in rural areas began to focus and settled on peasant culture meet the demand. The fourth chapter analyzes the double duck Problems and reasons of rural public cultural service system in mountain city. This paper argues that although the rural public cultural service system in Shuangyashan has already started, but objectively speaking, the rural public cultural facilities in the old array, less amount of investment;; the lack of economic, cultural construction team is weak, activity in the form of a single culture system is not smooth,; the mechanism is not active, cultural characteristics of mining is not enough, not deep heart farmer issues outstanding. The causes of these problems include constraints on the system, but also restrict the financial and traditional way of life. To explore the ideas and measures of construction of rural public cultural service system of Shuangyashan City, deep into the fifth chapter. Combined with the actual construction in rural areas public cultural service system in Shuangyashan City, Shuangyashan City, the need to further clarify the construction of public cultural service objectives, clarify the development of ideas, and to specific, operable The countermeasures to solve the problem of the construction of rural public cultural service system. These measures include: first, establish and improve the policies and regulations of rural public culture; second, strengthen rural cultural infrastructure; third, establish and improve the rural public cultural service system operation and management mechanism; fourth, the establishment of a government based, multi investment and financing mechanism subsidiary; fifth, actively innovative cultural services, activities; sixth, to provide cultural services products professional cultural workers; seventh, mining local cultural resources, to create special culture brand. The sixth chapter is the conclusion of this paper. This paper argues that, for the construction of rural public cultural service system, to meet the needs of farmers culture needs as a starting point and end point, in order to promote the rural public cultural development, promotes the rural economy, rich peasants amateur life, the protection of Agriculture The people to enjoy the cultural rights as the main line, this is a complex and long - term project, need to do a good job of long-term investment in manpower, material, financial resources.
