【摘要】:中國(guó)經(jīng)濟(jì)社會(huì)的發(fā)展和人口流動(dòng)政策的不斷放寬,使得大量的農(nóng)民工進(jìn)入城市務(wù)工。據(jù)2012年中國(guó)社會(huì)科學(xué)院(人口與勞動(dòng)經(jīng)濟(jì)學(xué)網(wǎng))發(fā)布的數(shù)據(jù)顯示:新生代農(nóng)民工總?cè)藬?shù)為8478萬(wàn),占全部外出農(nóng)民工的總體的58.4%。這說明新生代農(nóng)民工已經(jīng)成為外出農(nóng)民工的主體構(gòu)成部分,成為城市建設(shè)的主力軍。新生代農(nóng)民工在為城市發(fā)展作出突出貢獻(xiàn)的同時(shí),卻因?yàn)楦鞣N制度性因素、社會(huì)性因素不能均等地享受城市文明和發(fā)展帶來(lái)的成果,被排斥在各種社會(huì)福利和社會(huì)保障體制之外,這顯然是與社會(huì)的公平原則相違背,與科學(xué)發(fā)展觀“以人為本”的核心相違背,不利于中國(guó)社會(huì)經(jīng)濟(jì)的和諧發(fā)展,不利于全面解決“三農(nóng)”問題,阻礙了中國(guó)城市化的進(jìn)程。因此國(guó)家和社會(huì)必須采取一定的措施改變這一現(xiàn)狀。第一部分,緒論。介紹了選題背景及選題意義、國(guó)內(nèi)外研究現(xiàn)狀、研究?jī)?nèi)容與研究方法、創(chuàng)新點(diǎn)與不足,讓讀者大體了解本文的主要的內(nèi)容以及行文思路。第二部分,新生代農(nóng)民工融入城市的理論基礎(chǔ)。先介紹農(nóng)民工、新生代農(nóng)民工以及新生代農(nóng)民工城市融入的含義。接著從時(shí)代背景、務(wù)工目的、文化水平、生活方式、利益訴求這五個(gè)方面闡述新生代農(nóng)民工與老一代農(nóng)民工的代際特征差異,以期讓讀者更加明白新生代農(nóng)民工的定義和特征。最后介紹了新生代農(nóng)民工融入城市的相關(guān)理論:新公共服務(wù)理論、公共服務(wù)均等化理論、包容性增長(zhǎng)理論、社會(huì)融入理論。第三部分,新生代農(nóng)民工城市融入現(xiàn)狀及其城市融入困境分析。通過分析新生代農(nóng)民工在政治、經(jīng)濟(jì)、社會(huì)、文化方面的融入現(xiàn)狀,指出新生代農(nóng)民工在城市融入過程中面臨的就業(yè)、教育、住房、心理等方面的問題。第四部分,新生代農(nóng)民工城市融入困境的影響因素分析。針對(duì)第三部分指出的新生代農(nóng)民工在城市融入過程中的困境,本部分從制度層面如戶籍制度、社會(huì)保障制度、住房制度、教育培訓(xùn)制度、土地制度,社會(huì)層面如社區(qū)功能缺位、心理疏導(dǎo)機(jī)制缺位以及城市社會(huì)的偏見和歧視,個(gè)人層面如人力資本缺陷、社會(huì)資本不足、法律意識(shí)淡薄,這三個(gè)層面詳細(xì)分析制約新生代農(nóng)民工融入城市的因素。第五部分,促進(jìn)新生代農(nóng)民工城市融入的對(duì)策。在前面章節(jié)分析的基礎(chǔ)上,為推動(dòng)新生代農(nóng)民工順利融入城市,在制度層面上建議深化戶籍制度改革、完善社會(huì)保障體系、完善住房保障制度、完善教育培訓(xùn)制度、創(chuàng)新土地制度;在社會(huì)層面,建議完善社區(qū)功能、重視心理健康教育、加強(qiáng)輿論導(dǎo)向;在個(gè)人層面,指出要增加新生代農(nóng)民工的社會(huì)資本和人力資本以及提高新生代農(nóng)民工的法律維權(quán)意識(shí)。
[Abstract]:China's economic and social development and the continuous relaxation of population mobility policy. A large number of migrant workers are working in cities. According to data released by the Chinese Academy of Social Sciences in 2012, the total number of new generation migrant workers is 84.78 million. This shows that the new generation of migrant workers has become the main component of migrant workers. The new generation of migrant workers have made outstanding contributions to urban development, but because of various institutional factors, social factors can not equally enjoy the fruits of urban civilization and development. Being excluded from various social welfare and social security systems is obviously contrary to the principle of social equity and the core of the scientific development view of "people-oriented", which is not conducive to the harmonious development of China's social economy. It is unfavorable to solve the problem of agriculture, countryside and farmers in an all-round way, which hinders the process of urbanization in China. Therefore, the country and society must take some measures to change this situation. The first part, introduction, introduces the background of the topic and its significance. Domestic and foreign research status, research content and research methods, innovative points and shortcomings, let readers generally understand the main content of this article and the way of thinking. The second part. The theoretical basis of the new generation of migrant workers into the city.
