【摘要】：改革開放30年來,我國的政治、經濟、社會都取得了巨大的成就,社會正在經歷著多層面的轉變,社會主義市場經濟快速推進,我國正處于經濟社會全面加速轉型這—國情和全球化的國際環(huán)境,城市化進程提速、經濟增長和對外聯(lián)系不斷擴大,同時社會關系和利益結構發(fā)生了重大變化。因此,在自然領域和社會生活中產生了許多新的矛盾,導致誘發(fā)危機的因素日益多元化,危機爆發(fā)的頻率急劇上升。政府為公共利益的代表者、公共事務的管理者以及公共權力的行使者有效治理危機是政府向公民提供的一項重要服務,一個政府是否具備現(xiàn)代意義上的危機管理能力,能否及時有效地應對危機,是檢驗一個政府的執(zhí)政能力和政府管理水平的重要標志。本文通過對國內外有關公共危機管理視閾下地方政府執(zhí)政能力研究方面的文獻進行梳理,分析公共危機管理視閾下地方政府執(zhí)政能力的定義、特征和內容。借鑒地方政府行政理論、治理理論、風險管理和公共危機管理理論,通過對公共危機視閾下地方政府執(zhí)政能力的現(xiàn)狀、存在的問題以及問題存在的原因進行研究,對公共危機管理視閾下地方政府執(zhí)政能力提出三個要素設計,即包括政策要素、執(zhí)行要素、信息溝通要素。在詳細分析這三個要素在地方政府應對公共危機中所起作用的基礎上,提出地方政府在應對公共危機時執(zhí)政能力體系建構,包括政策能力、應急能力和公信能力三個方面。并以太倉市為例,介紹了政府執(zhí)政能力的基本情況,并舉例說明了太倉市政府在應對突發(fā)事件時處理的聯(lián)動性,并分析了太倉市政府在應對突發(fā)事件中的效果分析。本文從公共危機角度研究地方政府執(zhí)政能力建設,采取理論與實踐相結合的方法,以公共危機管理理論為指導進行研究,文章的實用性、操作性強。通過本文的研究,試圖對公共危機視閾下地方政府執(zhí)政能力提出政策建議,為政府部門應對突發(fā)性公共危機提供有益的借鑒。
[Abstract]:Since the reform and opening up 30 years ago, China's politics, economy and society have made great achievements, the society is undergoing a multi-level transformation, and the socialist market economy is advancing rapidly. China is in an international environment of accelerating the economic and social transformation in an all-round way. It is also in the international environment of globalization. The process of urbanization is speeding up, and economic growth and external relations are constantly expanding. At the same time, great changes have taken place in the social relations and the structure of interests. As a result, many new contradictions have emerged in the field of nature and social life, leading to the increasing diversification of the factors leading to the crisis. The frequency of crisis has risen sharply. It is an important service that the government provides the citizens with effective governance for the representative of public interest, the administrator of public affairs and the exercisers of public power. Whether a government has the modern sense of crisis management ability, whether timely and effective response to the crisis. It is an important symbol to test a government's governing ability and the level of government management. This paper combs the domestic and foreign literature about the local government's ruling ability under the public crisis management. This paper analyzes the definition, characteristics and content of the governance ability of local government in the perspective of public crisis management, and draws lessons from the theory of local government administration, governance theory, risk management and public crisis management theory. Through the research on the present situation, the existing problems and the reasons of the local government's ruling ability under the public crisis, the paper puts forward three elements design of the local government's ruling ability under the public crisis management. That is, including policy elements, implementation elements, information communication elements. On the basis of detailed analysis of these three elements in the local government response to the public crisis on the basis of the role. This paper puts forward the construction of the governing ability system of the local government in response to the public crisis, including the policy ability, the emergency ability and the public credit ability. Taking Taicang City as an example, this paper introduces the basic situation of the governance ability of the government. An example is given to illustrate the linkage of Taicang government in dealing with emergencies. And analyzed the Taicang government in response to emergencies in the effect of analysis. This paper from the perspective of public crisis to study the local government governance capacity building, using the combination of theory and practice method. Under the guidance of the theory of public crisis management, the article is practical and operational. Through the research of this paper, the author tries to put forward some policy suggestions on the governance ability of local government under the public crisis. For government departments to respond to sudden public crisis to provide useful reference.
