【摘要】:國際經(jīng)驗表明,體育社會組織的發(fā)育程度,是衡量一個國家和地區(qū)體育發(fā)展、體育社會化程度的重要標志之一。在體育社會組織大發(fā)展、協(xié)會與行政機關脫鉤的大背景下,體育社會組織作為與市場體系和政府體系并列的第三體系迅速發(fā)展起來,體育社會組織在解決政府和市場在體育資源配置上失靈這一問題作用越來越凸顯。本論文針對這一問題,對中國體育社會組織的發(fā)展和其承接政府轉移職能進行了研究,試圖對體育社會組織在新的歷史時期進行合理的定位以及為體育社會組織的發(fā)展指明方向,為加快政府調整行政組織結構,培育和發(fā)展體育社會組織提出一定的啟示。通過相關理論研究得出體育社會組織承接政府職能轉移的現(xiàn)狀,即“全能”政府轉向“有限”政府、政府的基本體育公共服務供給不足、體育社會組織有較強的服務性和自律性。同時本文在AHP的基礎上構建政府職能向體育社會組織轉移的理論模型,并且采用比較分析法,運用五個階段的個案數(shù)據(jù)作為決策層,提出兩個基本假設。理論評價模型中采用專家調查法建立判斷矩陣,確定賦值權重,最后在理論模型的基礎上推理出兩個基本假設的正確性,得出轉移并且轉移了多少的結論。由此作為背景探討當前體育社會組織承接政府職能的發(fā)展過程中存在的問題,從政治、經(jīng)濟、文化、制度和其他方面,分析其不足存在的原因,并提出解決對策。本文提出在政治方面要重新定位二者角色,建立合作互利關系和厘清政府和體育社會組織的各自職能邊界;經(jīng)濟方面不僅要建立資金政策扶持機制,而且要盡快培育樞紐型組織,推動建立孵化基地;在文化方面要努力樹立“大體育文化觀”和加強體育文化傳播和推廣工作;在制度方面一是要完善運營監(jiān)管和監(jiān)督機制,二是要推進“能進能出”式的開放性改革;其他方面則是將培育專業(yè)性、職業(yè)化的體育管理人才和提高體育社會組織的承接能力作為重中之重,以此來促進體育社會組織更好的承接政府職能的轉移。
[Abstract]:International experience shows that the degree of development of sports social organizations is one of the important signs to measure the development of sports and the degree of sports socialization in a country or region. Under the background of the decoupling between the association and the administrative organs, the sports social organization has developed rapidly as the third system parallel with the market system and the government system. Sports social organizations in solving the government and the market in the allocation of sports resources failure of the role of more and more prominent. This paper aims at this problem. This paper studies the development of Chinese sports social organizations and their functions of accepting government transfer, and tries to make a reasonable orientation of sports social organizations in the new historical period and point out the direction for the development of sports social organizations. In order to speed up the government to adjust the structure of administrative organizations, cultivate and develop sports social organizations to put forward some enlightenment, through the relevant theoretical research to sports social organizations to accept the status quo of the transfer of government functions. That is, "omnipotent" government to "limited" government, the government's basic sports public service supply is insufficient. Sports social organization has strong service and self-discipline. At the same time, this paper constructs the theoretical model of government function transfer to sports social organization on the basis of AHP, and adopts comparative analysis method. Using the case data of five stages as the decision-making level, two basic assumptions are put forward. In the theoretical evaluation model, the expert survey method is used to establish the judgment matrix and the assignment weight is determined. Finally, based on the theoretical model, the correctness of two basic assumptions is deduced. As a background, this paper discusses the problems existing in the process of the current sports social organization undertaking the development of government functions, from the political, economic, cultural, institutional and other aspects. This paper analyzes the reasons for the deficiency and puts forward some countermeasures. This paper proposes to reposition the roles of the two in politics, establish the relationship of cooperation and mutual benefit, and clarify the respective functional boundaries of the government and the sports social organization. In the economic aspect, we should not only establish the fund policy support mechanism, but also cultivate the pivotal organization as soon as possible to promote the establishment of incubating base; In the aspect of culture, efforts should be made to establish the concept of "great sports culture" and to strengthen the dissemination and promotion of sports culture; In terms of system, one is to perfect the operation supervision and supervision mechanism, the other is to promote the open reform of "can enter and out"; Other aspects are to cultivate professional, professional sports management personnel and improve the acceptance of sports social organizations as the top priority, in order to promote sports social organizations to better undertake the transfer of government functions.
