【摘要】:隨著我國市場經濟的發(fā)展,社會公共事務日益復雜,政府的作用也逐漸凸顯。面對當前我國科教文衛(wèi)事業(yè)的多方發(fā)展,國家的建設以及穩(wěn)定需要一個高績效、高服務質量的民主政府、責任政府。構建服務型政府這一戰(zhàn)略目標的實現(xiàn),需要建設高素質、專業(yè)化、高效率的公務員隊伍,因此,加強公務員績效管理,提高公務員的績效水平具有重要意義。我國對公務員管理的研究起步晚,就理論和實踐方面不夠成熟,學習、借鑒西方先進的公務員績效管理理念對發(fā)展我國公務員績效管理具有積極作用。 我國各級政府對公務員績效管理進行了有益的探索,不斷推進公務員隊伍素質和能力的提升,以適應我國政治、經濟、文化的全面快速發(fā)展。但是,由于公共部門本身所具有的復雜性和特殊性,以及我國傳統(tǒng)干部人事制度的深遠影響,導致績效管理的改革之路并不順利,本文對此進行了相關的理論分析和績效管理理念、方法等的探索。 首先,本文從公務員績效管理的相關理論以及概念入手,對公務員、績效管理、服務型政府等內涵、外延進行概述,同時分析了績效管理的理論基礎,為本文的探討分析提供了理論依據。 其次,本文概述了我國績效管理的總體現(xiàn)狀以及存在的問題,對我國績效管理缺乏系統(tǒng)性、聯(lián)系性,績效考核主體單一性,績效考核方法簡單化等問題進行了分析,并從中找出相關原因,為建設服務型政府,提高政府組織和公務員績效管理水平尋找有效的改進方法。 最后,通過對英國、美國、日本西方發(fā)達國家績效管理體系的分析、總結,從中借鑒其先進的績效管理理念、科學的考評體系、規(guī)范的管理制度等,再聯(lián)系我國政府公務員績效管理的實際情況,提出改進的意見和對策,’希望對我國公務員績效管理體系中績效計劃制定、績效考核的實施、績效反饋和改進以及績效結果的運用提供有意義的參考,對提升公務員整體素質、提高政府工作績效、構建服務型政府具有借鑒價值。
[Abstract]:With the development of market economy in our country, the social public affairs are becoming more and more complex, and the role of government is becoming more and more prominent. Facing the development of science, education, culture and health, the construction and stability of our country need a high performance. The realization of the strategic goal of the democratic government with high service quality and the responsible government. The realization of the strategic goal of building a service-oriented government needs to build a high-quality, professional and efficient civil service, therefore, to strengthen the performance management of civil servants. It is of great significance to improve the performance of civil servants. The research on the management of civil servants in our country started late and was not mature enough in theory and practice. Drawing lessons from the western advanced concept of civil servant performance management plays a positive role in the development of civil servant performance management in China. The government at all levels of our country has carried on the beneficial exploration to the civil servant performance management, unceasingly promoted the civil servant troop quality and the ability enhancement, in order to adapt our country politics, the economy, the culture comprehensive rapid development. Due to the complexity and particularity of the public sector and the profound influence of the traditional cadre and personnel system, the reform of performance management is not smooth. This article carries on the related theory analysis and the performance management idea, the method and so on exploration. First of all, this paper from the relevant theory and concept of performance management of civil servants, performance management, service-oriented government and other connotations, denotation, and analysis of the theoretical basis of performance management. It provides a theoretical basis for the discussion and analysis of this paper. Secondly, this paper summarizes the overall situation of performance management in China and the existing problems, the lack of systematic performance management, contact, performance evaluation of the single subject. This paper analyzes the simplification of performance appraisal methods and finds out the relevant reasons so as to find an effective way to improve the performance management of government organizations and civil servants in order to build a service-oriented government and improve the level of performance management of civil servants. Finally, through the analysis of the performance management system of the United Kingdom, the United States and the western developed countries in Japan, the author summarizes and draws lessons from its advanced performance management concept, scientific evaluation system, standardized management system and so on. Then according to the actual situation of performance management of civil servants in our country, the author puts forward some suggestions and countermeasures to improve the performance plan and performance appraisal in the performance management system of civil servants in our country. Performance feedback and improvement as well as the use of performance results to provide meaningful reference to improve the overall quality of civil servants, improve the performance of government work, the construction of service-oriented government has reference value.
