【摘要】：采購信息系統(tǒng)是采購環(huán)節(jié)中的重要一環(huán),隨著采購業(yè)務(wù)的增加,采購信息系統(tǒng)的作用越加重要。在采購行為中,其最主要的組成部分都跟信息系統(tǒng)相關(guān)。采購信息系統(tǒng)在開發(fā)過程中存在著不少的風(fēng)險(xiǎn),采購信息系統(tǒng)項(xiàng)目的風(fēng)險(xiǎn)管理水平對采購信息系統(tǒng)履行其監(jiān)督和服務(wù)職責(zé)有著重要的影響。研究采購信息系統(tǒng)項(xiàng)目的風(fēng)險(xiǎn)管理,對于促進(jìn)采購信息系統(tǒng)工作效率和結(jié)果有效提升、防范采購風(fēng)險(xiǎn)的具有十分重要的現(xiàn)實(shí)意義。本文以全面風(fēng)險(xiǎn)管理、IT開發(fā)標(biāo)準(zhǔn)等相關(guān)理論為基礎(chǔ),結(jié)合移動(dòng)公司采購信息系統(tǒng)項(xiàng)目風(fēng)險(xiǎn)管理的現(xiàn)狀和問題。本文首先對項(xiàng)目風(fēng)險(xiǎn)管理方面的理論進(jìn)行了一些總結(jié),然后,本文對IT原材料采購信息系統(tǒng)的現(xiàn)狀進(jìn)行介紹,強(qiáng)調(diào)了采購系統(tǒng)信息化的重要性。然后,本文對采購管理與采購信息系統(tǒng)項(xiàng)目進(jìn)行了分析,提出了采購管理是企業(yè)的一種日常的,經(jīng)營性的行為,具有重復(fù)性,而采購信息系統(tǒng)建設(shè)具有臨時(shí)性,一次性和明確的目標(biāo)。接下來,本文對移動(dòng)項(xiàng)目中的風(fēng)險(xiǎn)進(jìn)行了具體分析,本文通過專家打分法,對風(fēng)險(xiǎn)進(jìn)行識(shí)別,然后之后通過層次分析法(AHP)法進(jìn)行識(shí)別,對材料采購信息系統(tǒng)開發(fā)中遇到的風(fēng)險(xiǎn)進(jìn)行量化,找出主要風(fēng)險(xiǎn)的發(fā)生概率與損失大小,將風(fēng)險(xiǎn)在概率與損失的維度上進(jìn)行了區(qū)分。并指出,發(fā)生概率大,損失大的風(fēng)險(xiǎn)應(yīng)引起高度重視。并提出解決方案。然后,本文提出了風(fēng)險(xiǎn)應(yīng)對的幾種措施,主要有避免、忽略、減輕、承擔(dān)等幾種情況,并針對幾種發(fā)生概率大,損失大的風(fēng)險(xiǎn)提出具體的解決方案。本文通過使用理論和實(shí)踐相結(jié)合方法對移動(dòng)公司采購信息系統(tǒng)項(xiàng)目的風(fēng)險(xiǎn)管理進(jìn)行詳細(xì)的研究,以期為移動(dòng)公司的采購信息系統(tǒng)項(xiàng)目的風(fēng)險(xiǎn)管理水平的提升和改善提供參考和借鑒。
[Abstract]:Procurement information system is an important part of procurement, with the increase of procurement business, the role of procurement information system becomes more and more important. In purchasing behavior, its most important component is related to information system. There are many risks in the process of development of purchasing information system. The level of risk management of purchasing information system project has an important influence on the performance of supervision and service responsibilities of procurement information system. It is of great practical significance to study the risk management of purchasing information system project to promote the efficiency and result of purchasing information system and to guard against procurement risk. Based on the related theories of total risk management and IT development standard, this paper combines the current situation and problems of the project risk management of purchasing information system of mobile company. This paper firstly summarizes the theory of project risk management, then introduces the current situation of IT raw material purchasing information system, and emphasizes the importance of procurement system informatization. Then, this paper analyzes the purchasing management and purchasing information system project, and points out that procurement management is a kind of daily, operational behavior of the enterprise, with repeatability, and the procurement information system construction is temporary. A one-time and clear goal. Then, the paper analyzes the risk in mobile project, and then identifies the risk by expert scoring method, and then identifies the risk by AHP (AHP) method, and then analyzes the risk of mobile project by using the method of expert scoring, and then the method of analytic hierarchy process (AHP) is used to identify the risk. The paper quantifies the risks encountered in the development of material purchasing information system, finds out the occurrence probability and loss size of the main risks, and distinguishes the risk from the loss dimension. It is pointed out that the risk of high probability of occurrence and great loss should be paid more attention to. And put forward the solution. Then, this paper puts forward several measures to deal with the risk, such as avoiding, neglecting, mitigating, taking on, etc., and puts forward the concrete solution for the risk of several kinds of occurrence probability and loss. This paper makes a detailed study on the risk management of purchasing information system project of mobile company by combining theory and practice. In order to provide reference for the improvement of risk management level of purchasing information system project of mobile company.
