基于CMM理論的黑龍江省電信網(wǎng)格平臺(tái)項(xiàng)目質(zhì)量管理體系研究

【摘要】:2008年中國(guó)通信行業(yè)格局重組,六家運(yùn)營(yíng)商成功完成世界最大的通信行業(yè)重組,中國(guó)通信市場(chǎng)進(jìn)入三足鼎立時(shí)期,同時(shí),通信市場(chǎng)加劇競(jìng)爭(zhēng)的局面隨之而來(lái),加快企業(yè)發(fā)展轉(zhuǎn)型、提升運(yùn)營(yíng)商的全網(wǎng)運(yùn)營(yíng)能力、提供高質(zhì)量的客戶服務(wù)成為運(yùn)營(yíng)商搶占行業(yè)領(lǐng)先地位的核心,客戶服務(wù)質(zhì)量成為運(yùn)營(yíng)商間競(jìng)爭(zhēng)的生命線。服務(wù)質(zhì)量與企業(yè)信息化程度有直接關(guān)系,在此背景下,黑龍江省電信公司啟動(dòng)了網(wǎng)格平臺(tái)建設(shè)項(xiàng)目。網(wǎng)格平臺(tái)是依托于中國(guó)電信企業(yè)內(nèi)部網(wǎng)絡(luò),通過(guò)服務(wù)器互聯(lián)、數(shù)據(jù)庫(kù)共享的方式,將企業(yè)網(wǎng)絡(luò)資源、設(shè)備資源、客戶信息資源等不同領(lǐng)域的信息數(shù)據(jù)融為一體,通過(guò)統(tǒng)一的操作界面為企業(yè)員工提供功能服務(wù)。網(wǎng)格平臺(tái)項(xiàng)目屬于軟件開(kāi)發(fā)項(xiàng)目,軟件項(xiàng)目建設(shè)的目標(biāo)是提供滿足要求的軟件功能,因此,軟件系統(tǒng)的質(zhì)量是項(xiàng)目成敗與否的關(guān)鍵因素之一。在試點(diǎn)建設(shè)與運(yùn)營(yíng)過(guò)程中,網(wǎng)格平臺(tái)項(xiàng)目存在一些質(zhì)量管理問(wèn)題,沒(méi)有達(dá)到預(yù)期的市場(chǎng)效果,經(jīng)過(guò)總結(jié),質(zhì)量管理體系的不健全和落實(shí)不到位是影響項(xiàng)目質(zhì)量的主要因素。鑒于此,本文在分析網(wǎng)格平臺(tái)項(xiàng)目質(zhì)量管理問(wèn)題的基礎(chǔ)上,以軟件項(xiàng)目質(zhì)量管理理論為基礎(chǔ),構(gòu)建黑龍江省電信網(wǎng)格平臺(tái)質(zhì)量管理體系,提出黑龍江省電信網(wǎng)格平臺(tái)項(xiàng)目質(zhì)量管理的具體保障措施。本文共分為五個(gè)部分:第一部分,通過(guò)背景研究確立本文的研究目的和意義,并通過(guò)對(duì)國(guó)內(nèi)外相關(guān)研究現(xiàn)狀的分析,確定本文的研究思路與方法;第二部分,介紹網(wǎng)格平臺(tái)、軟件項(xiàng)目質(zhì)量管理的概念,并引入軟件項(xiàng)目質(zhì)量管理的業(yè)界標(biāo)準(zhǔn)——CMM模型,為后文的分析奠定理論基礎(chǔ);第三部分,介紹黑龍江省電信公司網(wǎng)格平臺(tái)項(xiàng)目的背景、目標(biāo)功能以及實(shí)施流程,在此基礎(chǔ)上,分析了黑龍江省電信公司網(wǎng)格平臺(tái)項(xiàng)目存在的質(zhì)量管理問(wèn)題;第四部分,結(jié)合CMM模型以及戴明環(huán)等相關(guān)的軟件項(xiàng)目質(zhì)量管理理論,構(gòu)建黑龍江省電信公司網(wǎng)格平臺(tái)項(xiàng)目質(zhì)量管理體系,具體包括質(zhì)量目標(biāo)體系、質(zhì)量控制體系以及質(zhì)量保證體系;第五部分,針對(duì)黑龍江省電信公司網(wǎng)格平臺(tái)項(xiàng)目存在的質(zhì)量管理問(wèn)題,結(jié)合黑龍江省電信公司網(wǎng)格平臺(tái)項(xiàng)目質(zhì)量管理體系,提出網(wǎng)格平臺(tái)項(xiàng)目質(zhì)量保障的具體措施,為該項(xiàng)目在全省推廣建設(shè)提供質(zhì)量保障。
[Abstract]:In 2008, China's telecommunications industry was restructured, six operators successfully completed the world's largest telecommunications industry restructuring, and the Chinese communications market entered a period of three pillars. At the same time, the situation of intensifying competition in the communications market followed, speeding up the transformation of enterprise development. To enhance the operators' whole network operation ability and provide high quality customer service become the core of the operators to occupy the leading position of the industry. Customer service quality has become the lifeline of the competition among operators. The quality of service is directly related to the degree of enterprise informatization. Under this background, Heilongjiang Telecom Company initiated the grid platform construction project. The grid platform is based on the internal network of Chinese telecom enterprises. By means of server interconnection and database sharing, the grid platform integrates the information data of different fields, such as enterprise network resources, equipment resources, customer information resources, etc. Through the unified operation interface for the enterprise staff to provide functional services. Grid platform project belongs to software development project. The goal of software project construction is to provide software functions that meet the requirements. Therefore, the quality of software system is one of the key factors for the success or failure of the project. In the process of pilot construction and operation, there are some quality management problems in the grid platform project, which does not reach the expected market effect. After summing up, the main factors that affect the quality of the project are the unsoundness and implementation of the quality management system. In view of this, based on the analysis of grid platform project quality management, based on software project quality management theory, this paper constructs Heilongjiang telecom grid platform quality management system. The concrete guarantee measures for quality management of telecommunication grid platform project in Heilongjiang Province are put forward. This paper is divided into five parts: the first part, through the background study to establish the purpose and significance of this study, and through the analysis of the current situation of research at home and abroad, determine the research ideas and methods; The second part introduces the concept of grid platform and software project quality management, and introduces CMM model, which is the industry standard of software project quality management. The third part introduces the background, target function and implementation process of the grid platform project of Heilongjiang Telecom Company. On this basis, it analyzes the quality management problems existing in the grid platform project of Heilongjiang Telecom Company. In the fourth part, combining the CMM model and the relevant software project quality management theory such as Dai Minghuan, we construct the grid platform project quality management system of Heilongjiang Telecom Company, including the quality target system. Quality control system and quality assurance system; In the fifth part, aiming at the quality management problems in the grid platform project of Heilongjiang Telecom Company, combined with the quality management system of the grid platform project of Heilongjiang Telecom Company, the concrete measures of the quality assurance of the grid platform project are put forward. For the project in the province to promote the construction to provide quality assurance.
