【摘要】：網(wǎng)絡問責的有效性主要表現(xiàn)在網(wǎng)絡民意得到比較充分反映、網(wǎng)絡問責范圍不斷擴大,并且網(wǎng)絡問責推動制度問責,最終導致一批責任官員被問責。網(wǎng)絡問責的有限性主要體現(xiàn)在網(wǎng)絡問責主體的不全面、不均衡,網(wǎng)絡問責制度供給不充分,從而導致網(wǎng)絡問責效力的有限性。網(wǎng)絡問責的偏差性則表現(xiàn)為網(wǎng)絡問責行為的非理性、網(wǎng)絡問責輿論的誤導性和網(wǎng)絡問責信息的失真性。網(wǎng)絡問責的有效性表明,我們應當充分認識和發(fā)揮網(wǎng)絡問責的價值功能,網(wǎng)絡問責的有限性和偏差性表明,我們不能片面夸大網(wǎng)絡問責的價值功能,制度問責才是問責的根本之路。
[Abstract]:The effectiveness of network accountability is mainly reflected in the public opinion of the network, the scope of network accountability is constantly expanding, and network accountability promotes the accountability of the system, resulting in a number of responsible officials being held accountable. The limitation of network accountability is mainly reflected in the incompleteness, imbalance and inadequate supply of network accountability system, which leads to the limitation of network accountability effectiveness. The deviation of network accountability is shown as irrational behavior, misleading public opinion and distortion of network accountability information. The effectiveness of network accountability indicates that we should fully understand and give play to the value function of network accountability. The limitation and deviation of network accountability indicate that we can not exaggerate the value function of network accountability. System accountability is the fundamental road of accountability.
