【摘要】：新中國(guó)成立至今,電信制度歷經(jīng)七十余年變遷,通過(guò)制度的創(chuàng)新與變革推動(dòng)了我國(guó)電信業(yè)的發(fā)展。本文首先系統(tǒng)梳理了制度變遷路徑依賴?yán)碚摰闹R(shí),進(jìn)而用該理論的知識(shí)來(lái)研究電信制度的變遷,通過(guò)對(duì)建國(guó)以來(lái)電信制度的演變進(jìn)程及其階段特征梳理與分析,同時(shí)對(duì)電信制度變遷過(guò)程中發(fā)生的重要?dú)v史事件進(jìn)行重點(diǎn)介紹,得出了一個(gè)重要結(jié)論:我國(guó)電信制度的變遷表現(xiàn)出強(qiáng)烈的路徑依賴特征,一直沿著產(chǎn)權(quán)國(guó)有、壟斷競(jìng)爭(zhēng)、政府管制的路徑演進(jìn)。制度變遷的路徑依賴性既可以給電信業(yè)的發(fā)展帶來(lái)正效應(yīng),也可能因?yàn)橹贫茸冞w進(jìn)入閉鎖狀態(tài),而給電信業(yè)的發(fā)展造成阻礙,形成負(fù)效應(yīng)。利益機(jī)制的錯(cuò)綜復(fù)雜是我國(guó)電信制度變遷路徑依賴的根本原因,各利益主體的博弈使得電信制度的變革與創(chuàng)新始終會(huì)有舊制度的身影,電信制度的演變具有漸進(jìn)性。電信產(chǎn)權(quán)制度又是形成利益機(jī)制的必要前提條件,產(chǎn)權(quán)制度是形成電信制度變遷路徑依賴的前提條件,而電信制度變遷的成本-收益函數(shù)是形成路徑依賴的直接因素。利用該理論的分析框架深入探析新中國(guó)電信制度的變遷,得出目前電信制度在競(jìng)爭(zhēng)機(jī)制、規(guī)制制度及產(chǎn)權(quán)制度方面存在較突出的問(wèn)題,今后以政府為代表的制度供給者在電信制度的供給與變革中,更應(yīng)該重視電信制度變遷的路徑依賴性,充分發(fā)揮它的正效應(yīng),克服負(fù)效應(yīng),避免出現(xiàn)路徑“閉鎖”現(xiàn)象。制度是提升競(jìng)爭(zhēng)力的重要保證,強(qiáng)有力的競(jìng)爭(zhēng)需要良好的制度做后盾。在我國(guó)現(xiàn)有體制下,電信制度的主要輸出者是政府,它也是電信制度創(chuàng)新與變革的主導(dǎo)者,在今后電信制度變遷的過(guò)程中,要特別重視路徑依賴性,從完善電信競(jìng)爭(zhēng)機(jī)制、構(gòu)建電信規(guī)制制度體系、推動(dòng)電信產(chǎn)權(quán)制度變革等方面推進(jìn)制度創(chuàng)新。同時(shí),在制度變革中注意轉(zhuǎn)變觀念,創(chuàng)新決策理念,用科學(xué)的、人文性的價(jià)值理念指導(dǎo)電信制度的創(chuàng)新與變革,為我國(guó)電信業(yè)的發(fā)展提供更加完善的制度體系,創(chuàng)造更優(yōu)的制度環(huán)境,用健全、先進(jìn)的電信制度來(lái)保障電信市場(chǎng)的有效競(jìng)爭(zhēng),推動(dòng)電信業(yè)改革不斷深化。
[Abstract]:Since the founding of the people's Republic of China, the telecommunication system has undergone more than 70 years of changes, which has promoted the development of China's telecommunications industry through the innovation and reform of the system. Firstly, this paper systematically combs the knowledge of the path dependence theory of institutional change, and then uses the knowledge of the theory to study the evolution of telecommunication system, and through the analysis of the evolution process and stage characteristics of telecommunication system since the founding of the people's Republic of China. At the same time, the important historical events in the process of telecommunication institutional change are introduced, and an important conclusion is drawn: the changes of telecommunication system in our country show strong path dependence characteristics, and they have been monopolizing competition along the property right state. The path of government regulation evolves. The path dependence of institutional change can not only bring positive effect to the development of telecommunication industry, but also cause the negative effect to the development of telecommunication industry because institutional change enters the state of locking. The complexity of interest mechanism is the fundamental reason of the path dependence of telecommunication system change in our country. The game of each interest subject makes the reform and innovation of telecommunication system always have the form of old system, and the evolution of telecommunication system is gradual. The telecommunication property right system is also the necessary prerequisite for forming the benefit mechanism. The property right system is the prerequisite for forming the path dependence of the telecommunication institutional change, and the cost-income function of the telecommunication institutional change is the direct factor of the formation of the path dependence. By using the analytical framework of the theory, the paper analyzes the changes of the telecommunication system in New China, and concludes that there are outstanding problems in the competition mechanism, the regulation system and the property right system of the telecommunication system at present. In the future, in the process of the supply and transformation of telecommunication system, the institutional provider represented by the government should pay more attention to the path dependence of the telecommunication system change, give full play to its positive effect, overcome the negative effect, and avoid the phenomenon of path "lockdown". System is an important guarantee to enhance competitiveness, strong competition needs good system to support. Under the present system of our country, the main exporter of the telecommunication system is the government, and it is also the leader of the innovation and reform of the telecommunication system. In the process of the telecommunication system change in the future, we should pay special attention to the path dependence and improve the telecommunication competition mechanism. Construct the system of telecommunication regulation system, promote the reform of telecommunication property right system and push forward the innovation of system. At the same time, attention should be paid to changing ideas, innovating decision-making ideas, guiding the innovation and reform of telecommunication system with scientific and humanistic value ideas, and providing a more perfect system for the development of telecommunication industry in China. To create a better institutional environment, to use a sound, advanced telecommunications system to ensure effective competition in the telecommunications market, and to promote the deepening of telecommunications industry reform.
