【摘要】:本研究主要以學(xué)習(xí)型組織、人力資源系統(tǒng)的理論研究為基礎(chǔ),以A互聯(lián)網(wǎng)公司為研究對(duì)象,探討并診斷其在組織模式與人力資源系統(tǒng)兩個(gè)層面存在的制約其快速發(fā)展的問(wèn)題,制定解決問(wèn)題的策略方案。 A互聯(lián)網(wǎng)公司是國(guó)內(nèi)唯一國(guó)有全資控股的互聯(lián)網(wǎng)公司,其經(jīng)營(yíng)環(huán)境具有一定的特殊性與復(fù)雜性。以A互聯(lián)網(wǎng)公司的發(fā)展定位與企業(yè)規(guī)模,本應(yīng)象大型航母上的一艘小型戰(zhàn)略艦,以靈活敏捷的進(jìn)攻態(tài)勢(shì)在互聯(lián)網(wǎng)領(lǐng)域攻城略地,但A互聯(lián)網(wǎng)公司近幾年的業(yè)務(wù)發(fā)展?fàn)顩r不理想,,在互聯(lián)網(wǎng)行業(yè)的橫向發(fā)展對(duì)比中處于持續(xù)下滑的狀態(tài)。在以“創(chuàng)新”和“客戶導(dǎo)向”為主要戰(zhàn)略的互聯(lián)網(wǎng)行業(yè)競(jìng)爭(zhēng)中,A互聯(lián)網(wǎng)公司存在市場(chǎng)競(jìng)爭(zhēng)乏力、客戶流失嚴(yán)重、團(tuán)隊(duì)缺乏活力等問(wèn)題,無(wú)法實(shí)現(xiàn)在“技術(shù)創(chuàng)新”、“產(chǎn)品創(chuàng)新”、“商業(yè)模式創(chuàng)新”上的突破,而且在人才市場(chǎng)的競(jìng)爭(zhēng)中也處于相對(duì)弱勢(shì)的地位,導(dǎo)致其企業(yè)核心競(jìng)爭(zhēng)能力下降。本研究的目標(biāo)主要是在A互聯(lián)網(wǎng)公司的體制管控范圍內(nèi),從提升組織模式有效性與優(yōu)化人力資源系統(tǒng)效率兩個(gè)層面,對(duì)其進(jìn)行創(chuàng)建學(xué)習(xí)型組織的問(wèn)題診斷,制定有效的解決方案與措施,來(lái)提升其在市場(chǎng)競(jìng)爭(zhēng)中的應(yīng)變能力、激發(fā)組織活力、促進(jìn)創(chuàng)新,幫助企業(yè)經(jīng)營(yíng)者以發(fā)展動(dòng)態(tài)的眼光重新打造其組織的核心競(jìng)爭(zhēng)能力。 本研究主要以學(xué)習(xí)型組織與人力資源系統(tǒng)理論為研究基礎(chǔ),以學(xué)習(xí)型組織與基于學(xué)習(xí)型組織的人力資源系統(tǒng)的核心特征為診斷依據(jù),對(duì)A互聯(lián)網(wǎng)公司的管理環(huán)境、組織有效性與人力資源系統(tǒng)運(yùn)作狀況進(jìn)行診斷研究,找到A互聯(lián)網(wǎng)公司的組織模式與人力資源系統(tǒng)存在的問(wèn)題,并以此為介入點(diǎn)為A互聯(lián)網(wǎng)公司制定一套創(chuàng)建學(xué)習(xí)型組織的方案與策略,并提出可操作的人力資源管理系統(tǒng)改進(jìn)策略。本研究主要運(yùn)用文獻(xiàn)研究、實(shí)地調(diào)查、深度訪談、問(wèn)卷調(diào)查等方法,在理論研究的基礎(chǔ)上,充分結(jié)合實(shí)地調(diào)研結(jié)果進(jìn)行問(wèn)題診斷和策略制定。本研究在為A公司提供具體可操作的學(xué)習(xí)型組織創(chuàng)建與人力資源管理策略優(yōu)化措施的同時(shí),對(duì)于國(guó)有體制下創(chuàng)新型企業(yè)的組織創(chuàng)新與人力資源系統(tǒng)改革也具有一定的借鑒意義。
[Abstract]:This research focuses on the learning organization, the theory research on human resource system based on the A Internet Co as the research object, and investigate its diagnosis in the control there are two levels of organization mode and human resource system of its rapid development, development strategy to solve the problem.
A is the only state-owned Internet Co wholly owned Internet Co, the business environment has certain particularity and complexity. To develop the localization of A Internet Co and enterprise scale, this should be as large carriers on a small ship with agile strategy, offensive posture in the field of Internet A take cities and seize territory, but in recent years the business of Internet Co the development of the situation is not ideal, continued to decline in the state of horizontal development contrast in the Internet industry. In order to "innovation" and "customer oriented" as the main strategy of the Internet industry competition, A Internet Co has the market competition is weak, serious loss of customers, team problems such as lack of vitality, can not be achieved in the "technical innovation", "product innovation", "business model innovation" on the breakthrough, but also in a relatively weak position in the talent competition in the market, leading to the enterprise The decrease of core competitive ability. The aim of this study is mainly in the range of A in the control system of the Internet Co, from the organizational effectiveness model and optimize the efficiency of human resources system in two aspects, to diagnose the problems of establishing learning organization for the development of solutions and effective measures, to enhance its competitiveness in the market strain ability to stimulate vitality, promote innovation, help enterprise managers to develop a dynamic vision to build the organization's core competitive ability.
This research focuses on the learning organization and human resource system theory as the research foundation, using the learning organization and core characteristics of human resource system of learning organization based on the diagnosis of A, the Internet Co's management environment, diagnosis of effective organization and human resources system operating conditions, to find the existing organizational model and A Internet Co the human resource system, and regard it as a breakthrough point to develop a learning organization scheme and strategy for A Internet Co, and puts forward the human resource management system can improve the strategy. This research mainly uses the literature research, field survey, interviews, questionnaires and other methods, on the basis of theoretical research, fully combined with the investigation results for problem diagnosis and strategy. This research provides a learning organization in A company specific operational creation and human capital At the same time, the source management strategy has a certain reference to the innovation of the innovative enterprises and the reform of the human resource system under the state system.
