【摘要】：近年來隨著信息技術(shù)發(fā)展,弱勢群體不僅很難分享信息技術(shù)的紅利,且屢屢面臨信息詐騙的困境。數(shù)字鴻溝及數(shù)字貧困的危害日益引起人們關(guān)注。通過采用主成分分析法、文獻分析法指出移動電話支付能力、移動電話普及率、改善電腦指數(shù)(電腦普及率)、增強寬帶支付能力是跨越數(shù)字鴻溝、減少數(shù)字貧困的顯著因素。借助包容性增長理論,結(jié)合最新技術(shù)進展將數(shù)字鴻溝跨越理論應用于數(shù)字減貧策略中,并提出政策建議。
[Abstract]:In recent years, with the development of information technology, the vulnerable groups are not only difficult to share the dividend of information technology, but also often face the plight of information fraud. The harm of digital divide and digital poverty has attracted more and more attention. Literature analysis points out that mobile phone payment capacity, mobile phone penetration, improving computer index (computer penetration rate), enhancing broadband payment capacity are significant factors in bridging the digital divide and reducing digital poverty. The theory of digital divide bridging is applied to the strategy of digital poverty reduction and policy recommendations are put forward.
