我國信息化與工業(yè)化融合水平測度研究

【摘要】:隨著經(jīng)濟(jì)社會的發(fā)展,我國產(chǎn)業(yè)結(jié)構(gòu)不斷調(diào)整,已經(jīng)轉(zhuǎn)變到了重工業(yè)化時代,進(jìn)入了工業(yè)化中期。傳統(tǒng)工業(yè)化采用了依靠大規(guī)模資源和資本投入支撐的外延式增長發(fā)展模式,割裂了經(jīng)濟(jì)與生態(tài)、社會與環(huán)境、人與自然的有機(jī)聯(lián)系。但20世紀(jì)90年代以來,信息技術(shù)的廣泛應(yīng)用對工業(yè)化進(jìn)程產(chǎn)生了極大的推動作用,信息化成為工業(yè)現(xiàn)代化的催化劑。黨的“十七大”提出“大力推進(jìn)信息化與工業(yè)化的融合,促進(jìn)工業(yè)由大變強(qiáng)”,從現(xiàn)代化全局的高度明確了信息化與工業(yè)化的融合趨勢。信息化與工業(yè)化的融合(簡稱“兩化融合”)是一個全方位、多層次、跨領(lǐng)域、一體化的過程,融合的過程需要最佳的秩序和規(guī)則。 目前國內(nèi)外學(xué)者在信息化和工業(yè)化的界定、信息化和工業(yè)化的互動關(guān)系等方面的研究積累了較為豐富的成果,為本文奠定了良好的理論基礎(chǔ)。但是理論界對于信息化和工業(yè)化融合水平的研究大多屬于一般的描述性論述,更多關(guān)注于信息化水平和工業(yè)化水平測度的分類指標(biāo)體系研究,鮮有文獻(xiàn)涉及信息化與工業(yè)化融合水平的綜合評價體系設(shè)計(jì)。 本文正是基于這樣的理論背景和現(xiàn)實(shí)情況,結(jié)合信息化與工業(yè)化融合的內(nèi)涵及互動關(guān)系,建立了我國兩化融合的RSG模型,并在此基礎(chǔ)上從責(zé)任、標(biāo)準(zhǔn)、增長三個層次構(gòu)建了我國兩化融合水平的評價體系,采用熵值法進(jìn)行融合水平的實(shí)證測度,并提出了相應(yīng)的對策建議。 首先,建立我國兩化融合的RSG模型。以可持續(xù)發(fā)展理論、人力資本理論、國家創(chuàng)新系統(tǒng)理論和新經(jīng)濟(jì)增長理論為基礎(chǔ),結(jié)合信息化與工業(yè)化的融合層次以及對經(jīng)濟(jì)社會的影響,構(gòu)建了我國兩化融合的RSG模型,即責(zé)任(Responsibility)—標(biāo)準(zhǔn)(Standard)—增長(Growth)模型,并從這三個層面對兩化融合進(jìn)行分析。 其次,構(gòu)建兩化融合的評價指標(biāo)體系,并進(jìn)行實(shí)證分析;赗SG模型和評價指標(biāo)體系的構(gòu)建原則,從目標(biāo)層、準(zhǔn)則層、主體層和指標(biāo)層4個層次、21項(xiàng)具體指標(biāo)構(gòu)建了我國兩化融合的評價指標(biāo)體系。并采用熵值法對我國信息化與工業(yè)化融合水平進(jìn)行實(shí)證測算,結(jié)果發(fā)現(xiàn)我國兩化融合水平總體上呈上升趨勢,但是進(jìn)度稍顯緩慢。 最后,提出推進(jìn)兩化融合的政策建議。兩化融合過程中政策先行,推進(jìn)我國信息化與工業(yè)化的全面融合;改造傳統(tǒng)產(chǎn)業(yè),實(shí)現(xiàn)可持續(xù)發(fā)展;以人為本,實(shí)現(xiàn)人力資源充分利用;構(gòu)建自主創(chuàng)新體系,實(shí)施標(biāo)準(zhǔn)競爭戰(zhàn)略;優(yōu)先發(fā)展信息產(chǎn)業(yè),助力經(jīng)濟(jì)增長。
[Abstract]:With the development of economy and society, the industrial structure of our country has been constantly adjusted, which has been transformed into the era of heavy industry and has entered the middle stage of industrialization. The traditional industrialization adopts the mode of extension growth supported by large-scale resources and capital investment. The organic connection between economy and ecology, society and environment, man and nature has been separated. But since 1990s, the extensive application of information technology has greatly promoted the industrialization process. Informatization has become a catalyst for industrial modernization. The 17th National Congress of the Party put forward "vigorously promoting the integration of information technology and industrialization," From the perspective of the overall situation of modernization, the trend of integration of information and industrialization is clearly defined. The integration of information and industrialization (referred to as "the fusion of two types of industrialization") is a comprehensive, multi-level, cross-domain and integrative process. The process of integration requires the best order and rules. At present, scholars at home and abroad have accumulated rich results in the definition of informatization and industrialization, the interactive relationship between informatization and industrialization, etc. But most of the researches on the level of informatization and industrialization fusion belong to the general description, and pay more attention to the classification index system of the measurement of information level and industrialization level. Few literatures involve the design of a comprehensive evaluation system at the level of integration of information and industrialization. Based on the theoretical background and practical situation, this paper establishes the RSG model of the fusion of information and industrialization, combining the connotation and interaction of the integration of information and industrialization, and on this basis, from the responsibility, standards, This paper constructs the evaluation system of the fusion level of the two systems in China at the three levels of growth, uses the entropy method to measure the fusion level, and puts forward the corresponding countermeasures and suggestions. First of all, the RSG model of the integration of the two systems in China is established, which is based on the theory of sustainable development, the theory of human capital, the theory of national innovation system and the theory of new economic growth. Combined with the fusion level of information and industrialization and its influence on economy and society, this paper constructs the RSG model of the integration of the two industries in China, that is, the responsibility-standards-growth model, and analyzes the fusion of the two types from these three levels. Secondly, the evaluation index system of the fusion of the two systems is constructed, and the empirical analysis is carried out. Based on the construction principles of the RSG model and the evaluation index system, from the target level, the criterion layer, This paper constructs the evaluation index system of the fusion of the two industries in China with 21 specific indexes in the main layer and the index layer, and uses the entropy method to measure the fusion level of informatization and industrialization in China. The results show that the level of fusion in China is on the whole rising, but the progress is a little slow. Finally, put forward the policy recommendations to promote the integration of the two. In the process of the integration of the two policies, advance the integration of information and industrialization; transform the traditional industries to achieve sustainable development; people-oriented, To realize the full utilization of human resources, to construct independent innovation system, to implement standard competitive strategy, to give priority to the development of information industry and to boost economic growth.
