【摘要】：隨著中國經(jīng)濟(jì)的高速發(fā)展和“一帶一路”戰(zhàn)略的推動(dòng),中國企業(yè)海外投資規(guī)模不斷擴(kuò)大。然而,我國企業(yè)在緬甸的投資卻并非一帆風(fēng)順,一些投資項(xiàng)目在勞工權(quán)益、環(huán)境保護(hù)和人權(quán)等方面飽受爭議甚至擱置停工,給中資企業(yè)帶來了巨大的損失,也給中國的國家形象帶來了負(fù)面影響。同時(shí),在緬甸推行的大國平衡的外交政策之下,中國在緬甸的投資地位受到?jīng)_擊,如果中國再不積極有所作為,中資企業(yè)的將進(jìn)一步失去投資優(yōu)勢。本文在梳理中緬投資的歷程、現(xiàn)狀特點(diǎn)和前景等概況后,以中資企業(yè)投資緬甸的三大重點(diǎn)項(xiàng)目所遇到的問題:政府叫停、民眾抗議、抵制仇華為切入點(diǎn),深入剖析在緬甸政治經(jīng)濟(jì)轉(zhuǎn)型背景下,中資企業(yè)投資緬甸過程中自身存在的原因,即中資企業(yè)社會責(zé)任感普遍缺失,沒有妥善處理好與政府、社區(qū)民眾、民地武、媒體和非政府組織等利益相關(guān)方的關(guān)系,平衡他們的利益需求,招致不滿,從而導(dǎo)致投資項(xiàng)目受阻。隨后,引用SZ有限公司在緬甸投資的成功案例進(jìn)行分析,提出從履行企業(yè)社會責(zé)任角度解決中資企業(yè)投資緬甸的障礙問題。文章最后從企業(yè)自身、政府層面、非政府組織及行業(yè)協(xié)會及商會四方面提出具體如何通過履行社會責(zé)任,增強(qiáng)中資企業(yè)投資緬甸的競爭力。
[Abstract]:With the rapid development of China's economy and the promotion of the "Belt and Road" strategy, the scale of overseas investment by Chinese enterprises has been continuously expanded. However, the investment of Chinese enterprises in Myanmar has not been smooth sailing. Some investment projects are in labour rights and interests. Environmental protection and human rights have been controversial and even suspended, which has brought huge losses to Chinese enterprises and a negative impact on China's national image. At the same time, under Myanmar's balanced foreign policy of great powers, China's investment status in Myanmar has been affected. If China does not do anything actively, the investment advantage of Chinese enterprises will be further lost. After combing the history, current characteristics and prospects of investment between China and Myanmar, The problems encountered by Chinese enterprises in investing in three key projects in Myanmar: the suspension of the government, public protests, resistance to China as a starting point, in-depth analysis under the background of Myanmar's political and economic transformation. The reasons for the existence of Chinese enterprises in the process of investing in Myanmar, that is, the general lack of social responsibility on the part of Chinese enterprises, and the failure to properly handle the relations with the government, the community, the civilian population, Mindi Wu, the media and non-governmental organizations and other stakeholders, Balancing their interests led to dissatisfaction, which hampered investment projects. Later, SZ Limited's successful investment in Myanmar was analyzed, From the perspective of corporate social responsibility, the article proposes to solve the problem of obstacles for Chinese-funded enterprises to invest in Myanmar. Finally, the article puts forward how to implement social responsibility through the following four aspects: enterprises themselves, government level, non-governmental organizations and trade associations and chambers of commerce. Enhance the competitiveness of Chinese enterprises to invest in Myanmar.
