【摘要】：進(jìn)入21世紀(jì)以來,產(chǎn)業(yè)集群以其獨(dú)有的群體競爭優(yōu)勢和集聚發(fā)展的規(guī)模效益適應(yīng)了經(jīng)濟(jì)全球化,推動了世界產(chǎn)業(yè)的大發(fā)展,對一國、一地區(qū)經(jīng)濟(jì)競爭力的提升發(fā)揮了重要的作用。因此,越來越多的國家的地方政府將產(chǎn)業(yè)集群作為促進(jìn)當(dāng)?shù)亟?jīng)濟(jì)發(fā)展的重要棋子。但是各地的經(jīng)濟(jì)基礎(chǔ)不同,尤其是不發(fā)達(dá)地區(qū)縣域的基礎(chǔ)更為薄弱,必須集中資源選擇優(yōu)勢產(chǎn)業(yè)進(jìn)行產(chǎn)業(yè)集群發(fā)展。休寧縣優(yōu)勢產(chǎn)業(yè)集群發(fā)展研究正是在這種背景下開展的,目的就是為了解決以下幾個(gè)問題：休寧縣有哪些優(yōu)勢產(chǎn)業(yè)集群?這些優(yōu)勢產(chǎn)業(yè)集群競爭力如何?這些優(yōu)勢產(chǎn)業(yè)集群該如何發(fā)展? 本文以優(yōu)勢產(chǎn)業(yè)集群為研究對象,在總結(jié)國內(nèi)外的理論研究基礎(chǔ)之上,首先對優(yōu)勢產(chǎn)業(yè)、產(chǎn)業(yè)集群的基本要義進(jìn)行了論述,并進(jìn)一步通過建立指標(biāo)體系進(jìn)行指標(biāo)、主成分分析,篩選出休寧縣現(xiàn)有的優(yōu)勢產(chǎn)業(yè)集群,包括：強(qiáng)優(yōu)勢產(chǎn)業(yè)集群是中草藥材、茶葉、竹木采運(yùn)、酒飲料和精制茶制造業(yè)、非金屬礦采選業(yè)、批發(fā)和零售業(yè)、住宿和餐飲業(yè)。弱優(yōu)勢產(chǎn)業(yè)集群是豬肉、油料、豆類、儀器儀表制造業(yè)、居民服務(wù)和其他服務(wù)業(yè)。并且具有形成優(yōu)勢產(chǎn)業(yè)集群潛力的產(chǎn)業(yè)是汽車制造業(yè)、計(jì)算機(jī)通信和其他電子設(shè)備制造業(yè)、木材加工和木、竹、藤、棕、草制造業(yè)。其次運(yùn)用修正了“政府力量”和“技術(shù)創(chuàng)新”作用以后的鉆石模型對休寧縣現(xiàn)有優(yōu)勢產(chǎn)業(yè)集群的競爭力進(jìn)行了分析,發(fā)現(xiàn)休寧縣優(yōu)勢產(chǎn)業(yè)集群有比較優(yōu)秀的資源基礎(chǔ),也有宏觀環(huán)境和本地政府的大力支撐,但仍然存在的問題是沒有形成專業(yè)化市場和集群品牌、產(chǎn)業(yè)鏈不完整、核心企業(yè)帶動作用不強(qiáng)、技術(shù)創(chuàng)新能力不足。然后針對這些存在的問題,提出休寧縣優(yōu)勢產(chǎn)業(yè)集群發(fā)展要走的兩條路徑,一是核心企業(yè)發(fā)展路徑；二是產(chǎn)業(yè)鏈發(fā)展路徑。最后對全文所得到的結(jié)論進(jìn)行了總結(jié),并提出了相關(guān)的政策建議。
[Abstract]:Since entering the 21st century, industrial clusters have adapted to economic globalization with their unique group competitive advantages and economies of scale of agglomeration and development, and promoted the great development of world industries. The promotion of a region's economic competitiveness has played an important role. Therefore, local governments in more and more countries regard industrial clusters as an important pawn to promote local economic development. However, the economic base of different regions is different, especially in the underdeveloped areas, the county area is more weak, so we must concentrate resources to select the superior industries for industrial cluster development. It is under this background that the research on the development of the superior industrial cluster in Xiuning County is carried out in order to solve the following problems: what are the superior industrial clusters in Xiuning County? What is the competitiveness of these superior industrial clusters? How to develop these superior industrial clusters? This paper takes advantage industry cluster as the research object, on the basis of summing up the theoretical research at home and abroad, firstly discusses the basic meaning of the advantage industry and industrial cluster, and further through establishing the index system to carry on the index, principal component analysis, The existing superior industrial clusters in Xiuning County are selected, including: Chinese herbal medicine, tea, bamboo and wood transportation, wine and beverage and refined tea manufacturing, non-metal mining and sorting, wholesale and retail, accommodation and catering. Weak-edge industrial clusters are pork, oil, beans, instrumentation manufacturing, residential services and other services. And the industries which have the potential to form superior industrial clusters are automobile manufacturing, computer communication and other electronic equipment manufacturing, wood processing and wood, bamboo, rattan, brown, grass manufacturing. Secondly, the paper analyzes the competitiveness of the existing superior industrial cluster of Xiuning County by using the diamond model after the role of "government power" and "technological innovation", and finds that the superior industrial cluster of Xiuning County has an excellent resource base. There are also macro environment and local government strong support, but there are still problems are not formed specialized market and cluster brand, the industrial chain is not complete, the core enterprise driving role is not strong, technological innovation ability is insufficient. Then aiming at these existing problems, this paper puts forward two paths for the development of the superior industrial cluster in Xiuning County, one is the development path of the core enterprises, the other is the development path of the industrial chain. Finally, the conclusion of the paper is summarized, and the relevant policy recommendations are put forward.
