【摘要】：在新常態(tài)的背景下,我國經(jīng)濟發(fā)展邁入新的歷史起點,經(jīng)濟增長進入新階段。新階段,我國面臨重塑經(jīng)濟增長動力的艱巨任務,亟需構(gòu)建起質(zhì)量型經(jīng)濟增長的新動力,為新一輪經(jīng)濟增長創(chuàng)造前提,從而實現(xiàn)產(chǎn)業(yè)升級和經(jīng)濟結(jié)構(gòu)優(yōu)化。新階段質(zhì)量型增長動力轉(zhuǎn)換的內(nèi)容包括:從規(guī)模擴張轉(zhuǎn)向效率提升;從經(jīng)濟結(jié)構(gòu)多元化轉(zhuǎn)向經(jīng)濟結(jié)構(gòu)高級化;從制度構(gòu)建轉(zhuǎn)向制度創(chuàng)新;從需求刺激轉(zhuǎn)向供給結(jié)構(gòu)改革。質(zhì)量型經(jīng)濟新階段動力轉(zhuǎn)換的難點在于:經(jīng)濟增長效率低下,經(jīng)濟結(jié)構(gòu)失衡,經(jīng)濟增長的有效供給不足,經(jīng)濟增長中創(chuàng)新能力欠缺。新階段質(zhì)量型增長動力重塑的思路及對策為:推進供給側(cè)結(jié)構(gòu)性改革,重聚經(jīng)濟發(fā)展新活力;實施創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略,促進經(jīng)濟增長動力機制的有效轉(zhuǎn)換;提高資源利用效率,引領綠色經(jīng)濟發(fā)展模式;深化改革,實現(xiàn)短期增長和長期增長相結(jié)合。
[Abstract]:Under the background of the new normal, China's economic development has entered a new historical starting point and economic growth has entered a new stage. In the new stage, our country is faced with the arduous task of reshaping the motive force of economic growth. It is urgent to construct a new power of qualitative economic growth to create the premise for a new round of economic growth, so as to realize the upgrading of industry and the optimization of economic structure. The content of the transformation of qualitative growth power in the new stage includes: from scale expansion to efficiency improvement; from diversification of economic structure to high level of economic structure; from institutional construction to institutional innovation; from demand stimulation to supply structure reform. The difficulty of power transformation in the new stage of qualitative economy lies in the low efficiency of economic growth, the imbalance of economic structure, the shortage of effective supply of economic growth, and the lack of innovation ability in economic growth. The ideas and countermeasures of the reconstruction of qualitative growth power in the new stage are as follows: to promote supply-side structural reform, to reunite the new vitality of economic development, to implement the strategy of innovation-driven development, and to promote the effective transformation of economic growth motive mechanism; We should improve the efficiency of resource utilization, lead the development mode of green economy, deepen reform and realize the combination of short-term growth and long-term growth.
