【摘要】：改革開(kāi)放以來(lái),中國(guó)經(jīng)濟(jì)總量呈現(xiàn)了10多倍的增長(zhǎng),取得了舉世矚目的成就。探究經(jīng)濟(jì)增長(zhǎng)的動(dòng)力,主要在于市場(chǎng)化改革帶來(lái)的轉(zhuǎn)軌紅利、高儲(chǔ)蓄和高資本形成帶來(lái)的投資紅利、低廉的勞動(dòng)力和低成本的要素獲得帶來(lái)的人口資源紅利、外資以及外貿(mào)紅利。然而,隨著全球經(jīng)濟(jì)關(guān)系的調(diào)整,我國(guó)外部需求擴(kuò)張速度明顯放緩,經(jīng)濟(jì)的進(jìn)一步發(fā)展也受到資源環(huán)境的制約,另一方面,30年的高速增長(zhǎng)使得中國(guó)經(jīng)濟(jì)深層結(jié)構(gòu)問(wèn)題逐步凸顯出來(lái)。這就迫切要求中國(guó)重新審視和定位經(jīng)濟(jì)發(fā)展的動(dòng)力,加快經(jīng)濟(jì)發(fā)展方式的轉(zhuǎn)變。 本文從現(xiàn)實(shí)需要出發(fā),依據(jù)西方經(jīng)濟(jì)學(xué)和發(fā)展經(jīng)濟(jì)學(xué)的相關(guān)理論,考察經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變動(dòng)力機(jī)制的內(nèi)涵、形成機(jī)理和轉(zhuǎn)變機(jī)理,在此基礎(chǔ)上完成對(duì)轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式動(dòng)力機(jī)制的一般機(jī)理分析。然后,構(gòu)建相應(yīng)指標(biāo)體系,對(duì)中國(guó)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變的動(dòng)力機(jī)制進(jìn)行測(cè)算、分析和評(píng)價(jià)。從市場(chǎng)化程度、要素驅(qū)動(dòng)、創(chuàng)新驅(qū)動(dòng)、基礎(chǔ)保障四個(gè)方面構(gòu)建指標(biāo)體系,對(duì)我國(guó)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變動(dòng)力機(jī)制進(jìn)行分析和評(píng)價(jià),闡述其存在的問(wèn)題及對(duì)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變的制約,并提出經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變的重點(diǎn)在于創(chuàng)新驅(qū)動(dòng)機(jī)制。最后建立包括技術(shù)創(chuàng)新、知識(shí)創(chuàng)新、市場(chǎng)創(chuàng)新、產(chǎn)業(yè)創(chuàng)新在內(nèi)的綜合協(xié)同創(chuàng)新體系,系統(tǒng)論證經(jīng)濟(jì)發(fā)展方式從要素驅(qū)動(dòng)向創(chuàng)新驅(qū)動(dòng)轉(zhuǎn)變的必要性和可行性,并提出我國(guó)經(jīng)濟(jì)發(fā)展方式轉(zhuǎn)變動(dòng)力機(jī)制從要素驅(qū)動(dòng)向創(chuàng)新驅(qū)動(dòng)轉(zhuǎn)型的路徑依賴和政策建議。
[Abstract]:Since the reform and opening up, China's total economic volume has shown more than 10 times the growth, has made remarkable achievements. The motive force of economic growth mainly lies in the transition dividend brought by market-oriented reform, the investment dividend brought by high savings and high capital formation, the population resource dividend brought by low labor force and low cost factors. Foreign investment and foreign trade dividends. However, with the adjustment of global economic relations, the rate of expansion of external demand in China has slowed obviously, and the further development of the economy is also restricted by the resources and environment. On the other hand, The 30-year high-speed growth makes the deep structure problem of Chinese economy gradually prominent. This urgently requires China to re-examine and position the driving force of economic development and accelerate the transformation of economic development mode. Based on the relevant theories of western economics and development economics, this paper studies the connotation, formation mechanism and transformation mechanism of the dynamic mechanism of the transformation of the mode of economic development, according to the relevant theories of western economics and development economics. On the basis of this, the general mechanism of the power mechanism of changing the mode of economic development is analyzed. Then, the corresponding index system is constructed to measure, analyze and evaluate the dynamic mechanism of the transformation of China's economic development mode. This paper constructs an index system from four aspects of marketization degree, factor drive, innovation drive and basic guarantee, analyzes and evaluates the dynamic mechanism of the transformation of the mode of economic development in China, and expounds its existing problems and constraints on the transformation of the mode of economic development. And puts forward the economic development mode transformation the focal point lies in the innovation drive mechanism. Finally, a comprehensive collaborative innovation system, including technological innovation, knowledge innovation, market innovation and industrial innovation, is established to demonstrate the necessity and feasibility of transforming the mode of economic development from factor driven to innovation-driven. The paper also puts forward the path dependence and policy recommendations for the transformation of the dynamic mechanism from factor driven to innovation-driven in the transformation of economic development mode in China.
