寧波開發(fā)區(qū)招商引資戰(zhàn)略研究

【摘要】：以開發(fā)區(qū)興起為代表的我國改革開放歷程，招商引資在彌補建設(shè)資金不足、促進經(jīng)濟發(fā)展、形成地方產(chǎn)業(yè)、增加居民就業(yè)、推動城市建設(shè)等方面起到了重要作用。然而因政府的主導(dǎo)招商，忽視了經(jīng)濟發(fā)展與社會發(fā)展的內(nèi)在規(guī)律，政治干預(yù)影響經(jīng)濟規(guī)律，各種矛盾開始積累；當(dāng)下國內(nèi)外環(huán)境不斷變化，近期上海自貿(mào)區(qū)的成立更顯示出我國開發(fā)開放的新姿態(tài)，對開發(fā)區(qū)的進一步發(fā)展提出了更高要求，兩者疊加使招商引資面臨新的困境�，F(xiàn)有的理論難以有效解決上述困境，本文以寧波開發(fā)區(qū)為案例，通過研究開發(fā)區(qū)招商引資的歷史，分析當(dāng)下環(huán)境，嘗試建立“三維一體”的招商戰(zhàn)略模型，為今后發(fā)展提供與時俱進的配套招商理論。正是基于上述考慮，本人選取了“寧波開發(fā)區(qū)招商引資戰(zhàn)略研究”作為畢業(yè)論文的選題。 本文的研究思路是按照“理論基礎(chǔ)-歷史特點-現(xiàn)狀分析-戰(zhàn)略模型-保障措施”的思路展開。論文開篇論述了招商引資的相關(guān)背景和寫作意義；第二部分介紹了招商引資和戰(zhàn)略的概念；第三部分介紹寧波開發(fā)區(qū)已經(jīng)歷的“開發(fā)、提速、創(chuàng)業(yè)”三個歷史階段招商引資的發(fā)展背景和特點；第四部分寧波開發(fā)區(qū)新時期招商引資環(huán)境SWOT分析是文章的核心，歸納新的內(nèi)外環(huán)境特點，，引入SWOT分析法，找到問題癥結(jié)：土地資源短缺、空間布局不合理、地理條件限制、政策影響偏弱、節(jié)能減排壓力增大等；也看到新的機遇：海洋經(jīng)濟契機、城鎮(zhèn)化進程，消費時代的到來。文章對此進行SWOT戰(zhàn)略分析，并結(jié)合本人工作實踐，提出“三維一體”的戰(zhàn)略模型：在政府層戰(zhàn)略上，要求重點圍繞港口優(yōu)勢、貿(mào)易規(guī)模、產(chǎn)業(yè)平臺進行深化擴展，確立在長三角的區(qū)域競爭優(yōu)勢；在執(zhí)行層戰(zhàn)略上，要求各級招商部門圍繞城鎮(zhèn)化改革、消費升級和企業(yè)轉(zhuǎn)型升級展開選商整資；在配套層戰(zhàn)略上，以部門聯(lián)動、土地整合、組合政策等組合優(yōu)勢應(yīng)對不斷變化的招商環(huán)境，強化寧波開發(fā)區(qū)招商引資的競爭優(yōu)勢；第五部分提出了相應(yīng)的招商引資保障措施。第六部分是文章的結(jié)論與不足。
[Abstract]:In the course of China's reform and opening up, represented by the rise of development zones, attracting investment has played an important role in making up for the shortage of construction funds, promoting economic development, forming local industries, increasing residents' employment and promoting urban construction. However, due to the government's leading investment, ignoring the internal law of economic development and social development, political intervention affected the economic law, and various contradictions began to accumulate. At present, the environment at home and abroad is constantly changing, the recent establishment of Shanghai Free Trade Zone even more shows the new attitude of China's development and opening up, put forward higher requirements for the further development of the development zone, the combination of the two causes the new predicament of attracting investment. It is difficult for the existing theories to solve these difficulties effectively. This paper takes Ningbo Development Zone as a case study, analyzes the current environment, and tries to establish a strategic model of "three dimensional integration" by studying the history of investment attraction in the development zone. For the future development to provide with the supporting investment theory. Based on the above considerations, I selected "Ningbo Development Zone investment strategy research" as the topic of graduation thesis. The research idea of this paper is based on the idea of "theoretical basis-historical characteristics-current situation analysis-strategic model-safeguard measures". At the beginning of the thesis, it discusses the background and writing significance of attracting investment, the second part introduces the concept of investment and strategy. The third part introduces the development background and characteristics of Ningbo Development Zone (Ningbo Development Zone) in three historical stages: "developing, speeding up, and starting a business". The fourth part, the SWOT analysis of the investment environment of Ningbo Development Zone in the new period is the core of the article. This paper summarizes the new characteristics of the internal and external environment, introduces the SWOT analysis method, and finds out the crux of the problem: the shortage of land resources, the unreasonable spatial distribution, and the limitation of geographical conditions. The influence of policy is weak and the pressure of energy saving and emission reduction is increasing; Also sees the new opportunity: the marine economy opportunity, the urbanization process, the consumptive age arrival. This article carries on the SWOT strategic analysis to this, and unifies my work practice, proposes the "three-dimensional integration" strategic model: in the government level strategy, requests the emphasis to revolve the port superiority, the trade scale, the industry platform carries on the deepening expansion, in the government level strategy, Establishing the regional competitive advantage in the Yangtze River Delta; On the executive level strategy, the investment promotion departments at all levels should focus on the urbanization reform, consumption upgrading and enterprise transformation and upgrading to carry out investment selection; In the strategy of supporting layer, the combination advantages of department linkage, land integration and combination policy should be used to cope with the ever-changing investment environment and strengthen the competitive advantage of Ningbo Development Zone to attract investment. The fifth part puts forward the corresponding measures to ensure the investment and investment in Ningbo Development Zone. The sixth part is the conclusion and deficiency of the article.
