【摘要】：創(chuàng)新是以新思維、新發(fā)明和新描述為特征的一種概念化過程。隨著世界經(jīng)濟(jì)自由流通的步伐不斷加快，綜合創(chuàng)新能力的大小已經(jīng)成為決定勝負(fù)的關(guān)鍵因素，而知識(shí)經(jīng)濟(jì)時(shí)代不僅要比“誰(shuí)能創(chuàng)新”，，還要比“誰(shuí)能更快的創(chuàng)新”。因此，我國(guó)也在不斷強(qiáng)調(diào)加強(qiáng)自主創(chuàng)新能力建設(shè)提升的重要性。在國(guó)內(nèi)外學(xué)者對(duì)創(chuàng)新理論引起極大關(guān)注的同時(shí)，區(qū)域創(chuàng)新體系的熱點(diǎn)問題研究也隨之升溫，有關(guān)典型區(qū)域的研究文章越來越多，形成了較為成熟的區(qū)域創(chuàng)新體系發(fā)展范式，與大多數(shù)學(xué)者的角度不同，論文以西部欠發(fā)達(dá)城市——蘭州市為研究對(duì)象，找出蘭州市創(chuàng)新體系發(fā)展的優(yōu)勢(shì)與不足，為西部地區(qū)區(qū)域創(chuàng)新體系發(fā)展的提供一定借鑒和參考作用，文章主要從以下幾個(gè)方面展開研究。 第一章為緒論。首先介紹了文章的研究背景及意義，其次對(duì)國(guó)內(nèi)外創(chuàng)新基礎(chǔ)理論、國(guó)家創(chuàng)新體系進(jìn)行了簡(jiǎn)要總結(jié)，通過對(duì)區(qū)域創(chuàng)新體系進(jìn)行了比較詳細(xì)的綜述，系統(tǒng)挖掘了區(qū)域創(chuàng)新體系的內(nèi)涵、運(yùn)行機(jī)制、結(jié)構(gòu)以及發(fā)展環(huán)境，并提出了自己的看法，從而為本文研究奠定基礎(chǔ)。 第二章和第三章主要是對(duì)蘭州市創(chuàng)新體系現(xiàn)狀及創(chuàng)新能力進(jìn)行了實(shí)證分析。首先，分析并肯定了蘭白經(jīng)濟(jì)一體化背景下蘭州市創(chuàng)新發(fā)展取得的一系列成績(jī)，通過從創(chuàng)新主體要素、創(chuàng)新資源要素和創(chuàng)新環(huán)境要素三方面對(duì)蘭州市創(chuàng)新體系構(gòu)成進(jìn)行深入分析，發(fā)現(xiàn)蘭州市創(chuàng)新體系建設(shè)中存在企業(yè)技術(shù)創(chuàng)新主體地位薄弱、高校及科研機(jī)構(gòu)創(chuàng)新與人才培養(yǎng)能力不足、科技中介機(jī)構(gòu)還處于起步階段、政府的主導(dǎo)作用和市場(chǎng)基礎(chǔ)性作用不夠、科技經(jīng)費(fèi)缺乏穩(wěn)定增長(zhǎng)機(jī)制、科技成果轉(zhuǎn)化的激勵(lì)機(jī)制尚不健全等問題。其次，從內(nèi)外部?jī)煞矫嬉蛩爻浞至私馓m州市創(chuàng)新能力發(fā)展?fàn)顩r，掌握蘭州市自身創(chuàng)新能力發(fā)展的優(yōu)劣和創(chuàng)新體系布局的合理程度，進(jìn)而又與西部其他省會(huì)城市進(jìn)行比較，找出蘭州市創(chuàng)新能力發(fā)展的差距，最終找準(zhǔn)蘭州市自身定位。 第四章和第五章主要闡述了蘭州市今后創(chuàng)新體系建設(shè)發(fā)展的思路以及保障措施。主要提出了創(chuàng)新主體、創(chuàng)新資源和創(chuàng)新環(huán)境三大體系建設(shè)重點(diǎn)和發(fā)展方向，以及相應(yīng)的保障措施，以期促進(jìn)蘭州市構(gòu)建創(chuàng)新效率高、輻射作用強(qiáng)、協(xié)同創(chuàng)新機(jī)制相對(duì)完善的區(qū)域創(chuàng)新體系。
[Abstract]:Innovation is a conceptual process characterized by new thinking, new inventions and new descriptions. With the quickening pace of free circulation of the world economy, the size of comprehensive innovation ability has become the key factor to decide the success or failure, and the era of knowledge economy is not only more than "who can innovate", but also "who can innovate faster". Therefore, our country is also emphasizing the importance of strengthening independent innovation capacity building. While scholars at home and abroad pay great attention to the theory of innovation, the research on the hot issues of regional innovation system also heats up, and more research articles on typical regions have formed a more mature regional innovation system development paradigm. Different from most scholars, this paper takes Lanzhou City, an underdeveloped city in the western region, as the research object, finds out the advantages and disadvantages of the development of the innovation system in Lanzhou, and provides certain reference and reference for the development of the regional innovation system in the western region. The article mainly starts the research from the following several aspects. The first chapter is the introduction. First of all, it introduces the research background and significance of the article, then summarizes the basic theory of innovation at home and abroad, the national innovation system, and summarizes the regional innovation system in detail. This paper systematically excavates the connotation, operation mechanism, structure and development environment of the regional innovation system, and puts forward its own views, thus laying a foundation for the research of this paper. The second and third chapters mainly analyze the present situation and innovation ability of Lanzhou's innovation system. First of all, it analyzes and affirms a series of achievements in the innovation and development of Lanzhou under the background of the economic integration of Lanzhou. This paper analyzes the composition of innovation system in Lanzhou from three aspects: innovation resource element and innovation environment factor. It is found that the main body of enterprise technological innovation is weak in the construction of Lanzhou innovation system. The innovation and talent training ability of universities and scientific research institutions is insufficient, the scientific and technological intermediary organizations are still in the initial stage, the leading role of the government and the basic role of the market are not enough, and the scientific and technological funds lack a stable growth mechanism. The incentive mechanism for the transformation of scientific and technological achievements is not yet perfect and so on. Secondly, from the internal and external factors, we should fully understand the development of Lanzhou's innovation ability, grasp the advantages and disadvantages of Lanzhou's own innovation ability development and the reasonable degree of innovation system layout, and then compare it with other provincial capitals in the west. Find out the gap in the development of Lanzhou's innovation ability, and finally find its own positioning. The fourth and fifth chapters mainly expatiate the train of thought and the safeguard measure of the innovation system construction and development in Lanzhou City in the future. This paper mainly puts forward the construction emphasis and development direction of innovation main body, innovation resources and innovation environment, as well as the corresponding safeguard measures, in order to promote the construction of Lanzhou City with high innovation efficiency and strong radiation effect. Collaborative innovation mechanism relatively perfect regional innovation system.
