【摘要】：建設國家可持續(xù)發(fā)展實驗區(qū)是實施可持續(xù)發(fā)展和生態(tài)文明建設的重要戰(zhàn)略,對實驗區(qū)資源配置效率進行科學評價可以為其提供重要決策依據。以生態(tài)文明建設為主線,兼顧社會經濟發(fā)展目標,從優(yōu)化國土空間格局、自然生態(tài)環(huán)保、資源節(jié)約提升及生態(tài)文明制度建設4個方面,統(tǒng)籌建立國家可持續(xù)發(fā)展實驗區(qū)資源配置效率評價指標體系,運用數據包絡分析方法構建國家可持續(xù)發(fā)展實驗區(qū)資源配置效率評價模型,對實驗區(qū)資源配置效率進行縱向和橫向兩個維度的評價。以湖北省國家可持續(xù)發(fā)展實驗區(qū)資源配置為例進行實證分析,驗證了模型有效性,可為衡量和提升國家可持續(xù)發(fā)展實驗區(qū)建設水平提供決策參考。
[Abstract]:It is an important strategy to implement the sustainable development and ecological civilization construction in the experimental area of national sustainable development. The scientific evaluation of the resource allocation efficiency of the experimental area can provide an important decision basis for it. Taking the construction of ecological civilization as the main line, taking into account the goal of social and economic development, this paper focuses on four aspects: optimizing the pattern of land and space, natural and ecological environmental protection, promoting the conservation of resources and building the system of ecological civilization. The evaluation index system of the resource allocation efficiency in the national sustainable development experimental area is established as a whole, and the evaluation model of the resource allocation efficiency in the national sustainable development experimental area is constructed by using the method of data envelope analysis. The efficiency of resource allocation in the experimental area is evaluated from two dimensions: vertical and horizontal. Taking the resource allocation of the national sustainable development experimental area in Hubei province as an example, the validity of the model is verified, which can provide a decision reference for measuring and improving the construction level of the national sustainable development experimental area.
