【摘要】：貿(mào)易一直是經(jīng)濟增長和增強競爭力的引擎。這是中國今天享有如此經(jīng)濟實力的主要因素,也是推動歐洲一體化的關(guān)鍵因素。中國加入世貿(mào)組織有助于其經(jīng)濟增長和國際貿(mào)易的發(fā)展,歐盟和中國均受益于對方市場提供的新機會以及雙邊貿(mào)易量持續(xù)增加。然而,如果歐盟和中國的貿(mào)易關(guān)系不會被不斷上升的貿(mào)易爭端所影響,那么兩個伙伴之間的貿(mào)易關(guān)系就不會出現(xiàn)無法解決的緊張局勢。隨著中國的崛起,在不斷塑造和擺脫國際事務的進程中歐洲進入了一個新的篇章,在其共同的歷史中,中歐關(guān)系越來越重要,但也越來越復雜。了解這些復雜性需要準確審查中國和歐盟國家各國之間的雙邊關(guān)系和利益所在。今天,歐盟一直基于共同的信念和共同的利益,發(fā)展全方位的經(jīng)濟和政治聯(lián)盟,作為世界三大經(jīng)濟體之一和國際貿(mào)易主要制造商。在國際貿(mào)易領(lǐng)域,歐盟是中國最重要的貿(mào)易伙伴之一,隨著與中國的經(jīng)貿(mào)關(guān)系越來越密切,其對我國經(jīng)濟和貿(mào)易發(fā)展的政策產(chǎn)生了重大影響。因此,無論是從研究中歐關(guān)系還是從歐洲經(jīng)貿(mào)關(guān)系發(fā)展的角度來看,對中歐經(jīng)貿(mào)形勢和歐盟貿(mào)易政策的系統(tǒng)深入研究都有重要的理論價值和實用意義。本論文從國際關(guān)系史和國際關(guān)系理論兩個方面進行宏觀和微觀兩個層面分析,系統(tǒng)研究了歐盟中國貿(mào)易政策的演變,特別是歐盟1990年以來的貿(mào)易政策和當前的發(fā)展趨勢,準確把握歐盟中國貿(mào)易政策特點,分析中國歐盟經(jīng)貿(mào)關(guān)系中的具體問題,提出了一些相應的對策,為制定和調(diào)整中國對歐盟貿(mào)易政策提供依據(jù)。本文包括五個部分:第一章簡要說明了歐盟對外貿(mào)易政策的基本情況和過去十年歐盟的貿(mào)易發(fā)展情況,包括概念、主要內(nèi)容、發(fā)展過程等,并進行了深入討論;第二章概述了過去十年歐洲經(jīng)貿(mào)關(guān)系的發(fā)展歷程,以具體數(shù)據(jù)為基礎(chǔ),重點關(guān)注近年來中歐貿(mào)易情況,取得了顯著的成果,改善進口和出口貿(mào)易變化和結(jié)構(gòu),成為了 WTO成員,分析了歐盟與經(jīng)貿(mào)事務內(nèi)容有關(guān)的主要政策文件,然后討論了歐盟中國貿(mào)易的主要特點;第三章應用建構(gòu)主義和地理經(jīng)濟理論,從國際關(guān)系角度研究了中國對世界開放和國際貿(mào)易,對外貿(mào)易協(xié)定,近期貿(mào)易和投資趨勢,雙邊經(jīng)濟關(guān)系,優(yōu)勢和劣勢的概述;第四章旨在重點尋找英國新的地緣政治和經(jīng)濟地位。英國的新立場應該是與歐盟建立以貿(mào)易為中心的關(guān)系,同時放開與世界其他國家實施獨立的貿(mào)易安排,脫歐將影響英國和歐盟在世界上的地位。從經(jīng)濟角度看,其在貿(mào)易政策中最為明顯。雖然英國可能會根據(jù)國內(nèi)情況的輕重緩急,去自由地安排新的貿(mào)易協(xié)議,但對于其他國家來說,英國的影響力較低,在歐盟面前顯得沒那么重要。第五章討論中國歐盟貿(mào)易和經(jīng)濟發(fā)展,雙方逐漸形成戰(zhàn)略伙伴關(guān)系和新的項目和規(guī)則,中國和歐盟應該共同努力,建立更好的伙伴關(guān)系。中小企業(yè)在中國擴張很重要,將為貿(mào)易增長帶來新的解決方案。第五章是預測了歐盟對中國貿(mào)易政策未來走向的影響因素,并就中國對歐洲經(jīng)濟的貿(mào)易原則和具體政策提出一些可行的建議。
[Abstract]:Trade has been the engine of economic growth and competitiveness. This is the main factor in China's economic strength today. It is also a key factor in promoting European integration. China's accession to the WTO helps its economic growth and international trade development, and the EU and China are both benefited from the new opportunities offered by the other market and bilateral markets. Trade relations continue to increase. However, if trade relations between the EU and China are not affected by rising trade disputes, the trade relations between the two partners will not have an impossible tension. With the rise of China, Europe has entered a new chapter in the process of constantly shaping and removing international affairs, In its common history, China EU relations are becoming more and more important, but also increasingly complex. Understanding these complexity needs to accurately examine the bilateral relations and interests between the countries of China and the EU countries. Today, the EU has been developing a comprehensive economic and political alliance based on common beliefs and common interests as the three major economic and economic alliances in the world. In the field of international trade, the EU is one of the most important trade partners in China. As the economic and trade relations with China become more and more closely, the EU has a significant impact on the policy of our country's economic and trade development. Therefore, it is a corner of the development of China EU relations and the development of economic and trade relations in Europe. From the two aspects of the history of international relations and the theory of international relations, this paper makes a systematic study of the evolution of the EU's trade policy in China, especially since the EU 1990. The easy policy and the current development trend, accurately grasp the characteristics of the EU China trade policy, analyze the specific problems in the EU's economic and trade relations, put forward some corresponding countermeasures, and provide the basis for formulating and adjusting China's trade policy to the EU. This article includes five parts: Chapter 1 briefly explains the basic of EU foreign trade policy. The situation and the trade development of the European Union in the past ten years, including the concept, main content and development process, have been discussed in depth. The second chapter outlines the development course of European Economic and trade relations in the past ten years, based on specific data, focuses on the trade situation in China and Europe in recent years, and has achieved remarkable results and improved import and export trade. The change and structure became WTO members, analyzed the main policy documents related to the EU's economic and trade affairs, and then discussed the main characteristics of the EU's trade in China. The third chapter applied constructivism and geo economic theory to the study of China's open and international trade, foreign trade agreements, and recent trade from the perspective of international relations. An overview of investment trends, bilateral economic relations, advantages and disadvantages; the fourth chapter aims to focus on the new geopolitical and economic status of the UK. The new British position should be a trade centered relationship with the European Union, while opening up independent trade arrangements with the rest of the world will affect Britain and the European Union in the world. From the economic point of view, it is most obvious in the trade policy. Although Britain may be free to arrange a new trade agreement according to the priorities of the domestic situation, but for other countries, Britain has a lower influence and is not so important in front of the European Union. The fifth chapter discusses the trade and economic development of the EU in China, double. China and the European Union should work together to build a better partnership. The expansion of SMEs in China is very important and will bring new solutions to trade growth. The fifth chapter is to predict the EU's impact on the future trend of China's trade policy and to Europe. Economic trade principles and specific policies put forward some feasible suggestions.
