新常態(tài)背景下新疆新型城鎮(zhèn)化與產(chǎn)業(yè)協(xié)調(diào)發(fā)展研究

【摘要】:經(jīng)濟(jì)新常態(tài)背景下,我國經(jīng)濟(jì)發(fā)展展現(xiàn)出速度變化、結(jié)構(gòu)優(yōu)化、動力轉(zhuǎn)化三大特點。認(rèn)識新常態(tài),適應(yīng)新常態(tài),引領(lǐng)新常態(tài),是當(dāng)前和今后一個時期我國經(jīng)濟(jì)發(fā)展的大邏輯。產(chǎn)業(yè)發(fā)展和新型城鎮(zhèn)化建設(shè)作為新階段我國經(jīng)濟(jì)發(fā)展的主線,兩者的協(xié)調(diào)發(fā)展是我國社會進(jìn)步的必然要求。新常態(tài)背景下,絲綢之路經(jīng)濟(jì)帶核心區(qū)建設(shè)、第二次中央新疆工作座談會、全面深化改革、全面推進(jìn)依法治國、依法治疆為新疆經(jīng)濟(jì)發(fā)展帶來了前所未有的機(jī)遇。新形勢下推進(jìn)新疆新型城鎮(zhèn)化與產(chǎn)業(yè)協(xié)調(diào)發(fā)展,是解決新疆城鎮(zhèn)化質(zhì)量低、城市產(chǎn)業(yè)基礎(chǔ)薄弱、經(jīng)濟(jì)發(fā)展動力不足、城鎮(zhèn)化與產(chǎn)業(yè)發(fā)展不同步等一系列問題的重要途徑,是實現(xiàn)新疆社會穩(wěn)定和長治久安的基礎(chǔ),更是新疆適應(yīng)新常態(tài)、引領(lǐng)新常態(tài)的必然要求,同時對新疆經(jīng)濟(jì)健康可持續(xù)發(fā)展大有裨益。本研究首先梳理了國內(nèi)外關(guān)于新型城鎮(zhèn)化和產(chǎn)業(yè)協(xié)調(diào)發(fā)展的相關(guān)研究成果和理論基礎(chǔ),在對新型城鎮(zhèn)化和產(chǎn)業(yè)以及兩者協(xié)調(diào)發(fā)展的內(nèi)涵和特征進(jìn)行了較為全面總結(jié)的基礎(chǔ)上,概括了新疆新型城鎮(zhèn)化與產(chǎn)業(yè)發(fā)展的狀況。其次,結(jié)合經(jīng)濟(jì)新常態(tài)背景,研究新疆新型城鎮(zhèn)化建設(shè)與產(chǎn)業(yè)發(fā)展相互作用的互動機(jī)制,合理選取出反映二者協(xié)調(diào)發(fā)展的綜合評價指標(biāo)體系,對2005-2014年新疆新型城鎮(zhèn)化與產(chǎn)業(yè)協(xié)調(diào)發(fā)展?fàn)顩r進(jìn)行了測度與評價,探尋新疆新型城鎮(zhèn)化與產(chǎn)業(yè)協(xié)調(diào)發(fā)展存在的制約因素。在此基礎(chǔ)上,提出促進(jìn)新疆新型城鎮(zhèn)化與產(chǎn)業(yè)進(jìn)一步協(xié)調(diào)發(fā)展的發(fā)展思路及政策建議。本文的主要結(jié)論為:新疆新型城鎮(zhèn)化與產(chǎn)業(yè)發(fā)展具有顯著的互動關(guān)聯(lián)性:第一,新疆新型城鎮(zhèn)化與產(chǎn)業(yè)發(fā)展的作用不斷加強(qiáng),但第三產(chǎn)業(yè)對新型城鎮(zhèn)化的促進(jìn)作用尚未凸顯。第二,產(chǎn)業(yè)發(fā)展對新型城鎮(zhèn)化的就業(yè)拉動不足,第三產(chǎn)業(yè)吸納勞動力的能力強(qiáng)于第二產(chǎn)業(yè),但第三產(chǎn)業(yè)發(fā)展緩慢。第三,工業(yè)中采掘業(yè)、原料業(yè)等傳統(tǒng)重工業(yè)產(chǎn)值較高,但就業(yè)吸納能力遠(yuǎn)不如輕工業(yè)及加工制造業(yè)。服務(wù)業(yè)中現(xiàn)代服務(wù)業(yè)與新型城鎮(zhèn)化的關(guān)聯(lián)程度日益加強(qiáng),傳統(tǒng)服務(wù)業(yè)作用減弱。新疆新型城鎮(zhèn)化與產(chǎn)業(yè)協(xié)調(diào)發(fā)展?fàn)顩r正在不斷改善:第一,新型城鎮(zhèn)化綜合發(fā)展水平整體呈現(xiàn)出穩(wěn)步上升的良好態(tài)勢,城鎮(zhèn)化內(nèi)部經(jīng)濟(jì)系統(tǒng)和社會系統(tǒng)的綜合效益高于人口系統(tǒng)和環(huán)境系統(tǒng)。第二,產(chǎn)業(yè)綜合發(fā)展水平波動上升,產(chǎn)業(yè)規(guī)模的綜合效益大于產(chǎn)業(yè)投資,產(chǎn)業(yè)投資大于產(chǎn)業(yè)效率。第三,新疆新型城鎮(zhèn)化和產(chǎn)業(yè)發(fā)展呈較協(xié)調(diào)狀態(tài),產(chǎn)業(yè)發(fā)展滯后于城鎮(zhèn)化。
[Abstract]:Under the background of the new normal state of economy, China's economic development shows three characteristics: speed change, structure optimization and dynamic transformation. Understanding the new normal, adapting to the new normal and leading the new normal are the great logic of our country's economic development at present and in the future. The industrial development and the new urbanization construction are the main line of our country's economic development in the new stage. The coordinated development of the two is the inevitable requirement of the social progress of our country. Under the background of the new normal, the construction of the core area of the Silk Road economic belt, the second central Xinjiang work forum, the comprehensive deepening of reform, the all-round promotion of governing the country by law, and the ruling of Xinjiang by law have brought unprecedented opportunities for Xinjiang's economic development. To promote the coordinated development of new urbanization and industry in Xinjiang under the new situation is an important way to solve a series of problems, such as low quality of urbanization, weak urban industrial base, insufficient economic development power, and the synchronization between urbanization and industrial development. It is the foundation to realize the social stability and lasting stability of Xinjiang, and it is also the inevitable requirement for Xinjiang to adapt to the new normal and guide the new normal, and it is beneficial to the healthy and sustainable development of Xinjiang's economy at the same time. This research first combs the domestic and foreign related research results and the theoretical basis of the new urbanization and industry coordinated development, on the basis of a relatively comprehensive summary of the new urbanization and industry, and the connotation and characteristics of the two coordinated development. This paper summarizes the status of new urbanization and industrial development in Xinjiang. Secondly, according to the background of the new normal state of economy, this paper studies the interactive mechanism of the interaction between the new urbanization construction and the industrial development in Xinjiang, and reasonably selects the comprehensive evaluation index system which reflects the coordinated development of the two. This paper measures and evaluates the coordinated development of new urbanization and industry in Xinjiang from 2005 to 2014, and explores the restrictive factors for the coordinated development of new urbanization and industry in Xinjiang. On this basis, the author puts forward the development ideas and policy suggestions to promote the further coordinated development of new urbanization and industry in Xinjiang. The main conclusions of this paper are as follows: new urbanization and industrial development in Xinjiang have significant interaction. First, the role of new urbanization and industrial development in Xinjiang is constantly strengthened, but the role of the tertiary industry in promoting the new urbanization has not been highlighted. Second, the industrial development is insufficient to promote the employment of the new urbanization. The tertiary industry is stronger than the secondary industry in absorbing labor force, but the tertiary industry develops slowly. Third, the output value of traditional heavy industries such as extractive industries and raw materials industries is relatively high, but the employment absorption capacity is far less than that of light industry and processing industry. The relationship between modern service industry and new urbanization in service industry is increasingly strengthened, and the role of traditional service industry is weakened. The coordinated development of new-type urbanization and industry in Xinjiang is constantly improving: first, the overall level of comprehensive development of new-type urbanization is showing a good trend of steady increase. The comprehensive benefits of the internal economic and social systems of urbanization are higher than those of the population system and the environmental system. Secondly, the fluctuation of industrial comprehensive development level is increased, the comprehensive benefit of industrial scale is greater than that of industrial investment, and industrial investment is greater than industrial efficiency. Third, Xinjiang's new urbanization and industrial development show a more coordinated state, industrial development lags behind urbanization.
