西部地區(qū)科技投入產(chǎn)出的技術(shù)效率評(píng)價(jià)與分析

【摘要】:隨著科技—經(jīng)濟(jì)一體化進(jìn)程發(fā)展的步伐不斷的加深,科學(xué)技術(shù)的作用越來(lái)越越來(lái)越得到肯定,科技進(jìn)步也隨之成為一個(gè)國(guó)家或地區(qū)促進(jìn)經(jīng)濟(jì)持續(xù)發(fā)展的核心源泉?萍紝(duì)于社會(huì)和經(jīng)濟(jì)的發(fā)展也起到了一定的助力作用,貢獻(xiàn)程度不斷加大。正因?yàn)榭萍际墙?jīng)濟(jì)發(fā)展的動(dòng)力因素之一,它的發(fā)展與其進(jìn)步的程度,關(guān)系到經(jīng)濟(jì)的發(fā)展與社會(huì)前進(jìn)的速度,因而如何促進(jìn)科技進(jìn)步與提高科技效率問(wèn)題,找出影響科技投入產(chǎn)出技術(shù)效率高低的主要原因,提出相關(guān)解決方案和途徑是關(guān)鍵。自西部大開(kāi)以來(lái),我國(guó)西部地區(qū)的就憑借自身的資源優(yōu)勢(shì)和國(guó)家高強(qiáng)度的資金注入,促使其經(jīng)濟(jì)飛速發(fā)展,在這種經(jīng)濟(jì)高速發(fā)展的同時(shí),其內(nèi)部卻呈現(xiàn)出發(fā)展不均衡的狀態(tài)。本文通過(guò)對(duì)相關(guān)概念理論和文獻(xiàn)的總結(jié),概述了科學(xué)、技術(shù)、科學(xué)技術(shù)、科技活動(dòng)、效率、技術(shù)效率、技術(shù)進(jìn)步的概念并介紹了有關(guān)技術(shù)效率評(píng)價(jià)的方法,通過(guò)多種方法的比較,且考慮到科技活動(dòng)作為一個(gè)多投入、多產(chǎn)出的復(fù)雜系統(tǒng),因而選用數(shù)據(jù)包絡(luò)分析法對(duì)西部地區(qū)的科技投入產(chǎn)出的技術(shù)效率進(jìn)行評(píng)價(jià)和分析。在指標(biāo)的選取上,以研究與試驗(yàn)發(fā)展(RD)人員(人),研究與試驗(yàn)發(fā)展(RD)經(jīng)費(fèi)支出(萬(wàn)元),地方財(cái)政科技撥款(億元)為科技的投入指標(biāo),國(guó)內(nèi)科技論文發(fā)表數(shù)、高技術(shù)產(chǎn)業(yè)生產(chǎn)值、技術(shù)市場(chǎng)成交額作為科技產(chǎn)出指標(biāo),利用2010-2014年西部地區(qū)(除西藏外)十一個(gè)省市自治區(qū)的面板數(shù)據(jù),運(yùn)用CCR模型與BCC模型對(duì)西部地區(qū)科技投入產(chǎn)出的技術(shù)效率分別進(jìn)行地區(qū)差異分析,通過(guò)對(duì)綜合效率、純技術(shù)效率、規(guī)模效率以及各個(gè)單元的松弛變量及其規(guī)模收益的分析,指出非DEA有效地區(qū)的不足所在,并對(duì)此提出相應(yīng)的改進(jìn)建議與對(duì)策,為政府和相關(guān)管理部門(mén)就今后如何優(yōu)化資源配置、調(diào)整結(jié)構(gòu),提高科學(xué)技術(shù)效率提供參考的依據(jù),從而促進(jìn)西部地區(qū)的社會(huì)與經(jīng)濟(jì)更好、更快、更穩(wěn)的發(fā)展。
[Abstract]:With the deepening of the process of sci-tech and economic integration, the role of science and technology has been more and more affirmed, and scientific and technological progress has become the core source for a country or region to promote sustainable economic development. Science and technology also play a certain role in the development of society and economy. Because science and technology is one of the driving factors of economic development, its development and the degree of its progress are related to the development of economy and the speed of social progress. Therefore, how to promote the progress of science and technology and improve the efficiency of science and technology, It is the key to find out the main reasons that affect the technical efficiency of science and technology input and output, and to put forward the relevant solutions and approaches. Since the opening of the western region, the western region of our country, relying on its own advantages of resources and high intensity of national capital injection, promote the rapid development of its economy, but at the same time, its internal development is not balanced. This paper summarizes the concepts of science, technology, science and technology activities, efficiency and technological progress, and introduces the methods of technology efficiency evaluation. Through the comparison of many methods and considering that science and technology activity is a complex system with multiple inputs and outputs, the data envelopment analysis method is used to evaluate and analyze the technical efficiency of science and technology input-output in the western region. In the selection of indicators, the research and experimental development (RD) personnel (R & D) expenditure (ten thousand yuan) and the local financial science and technology allocation (100 million yuan) are taken as the input indicators of science and technology, and the number of scientific and technological papers published in China is the number of scientific and technological papers published in China. Using the panel data of 11 provinces, municipalities and autonomous regions in the western region (except Tibet) from 2010 to 2014, the value of high-tech industry production and the turnover of the technology market were used as indicators of scientific and technological output. CCR model and BCC model are used to analyze the regional differences of the technical efficiency of science and technology input-output in the western region, and through the analysis of comprehensive efficiency, pure technical efficiency, scale efficiency and the relaxation variable of each unit and its scale income, The deficiency of non-DEA effective area is pointed out, and the corresponding suggestions and countermeasures are put forward to provide the reference for the government and the relevant management department on how to optimize the allocation of resources, adjust the structure, and improve the efficiency of science and technology in the future. So as to promote the social and economic development of the western region better, faster and more stable.
