【摘要】：貧困是一個(gè)困擾人類發(fā)展的難題,世界各國都把消除貧困作為國家治理的重要內(nèi)容。中國作為最大的發(fā)展中國家,貧困人口多,貧困分布廣,貧困程度深,因此扶貧一直黨和政府的重要工作。在理論上,包括馬克思恩格斯在內(nèi)的馬克思主義作家都對(duì)資本主義社會(huì)的貧困、如何消除貧困,都進(jìn)行了深刻的分析,形成了馬克思主義的反貧困理論。在黨的歷史上,黨的歷代領(lǐng)導(dǎo)集體就消除貧困、實(shí)現(xiàn)共同富裕,提出了很多思想和觀點(diǎn)。主要有人民共同富裕思想、共同富裕思想和扶貧開發(fā)思想。這些思想觀點(diǎn)為精準(zhǔn)扶貧思想提供了理論支持。同時(shí),十八大以來中國的扶貧事業(yè)面臨新的現(xiàn)實(shí)背景。首先我們要在2020年全面建成小康社會(huì),實(shí)現(xiàn)共同富裕。其次還要在此基礎(chǔ)上完成社會(huì)主義現(xiàn)代化,實(shí)現(xiàn)中華民族偉大復(fù)興的“中國夢”。再次我國的經(jīng)濟(jì)發(fā)展進(jìn)入新常態(tài),需要我們提升經(jīng)濟(jì)發(fā)展質(zhì)量、優(yōu)化經(jīng)濟(jì)結(jié)構(gòu)、實(shí)現(xiàn)創(chuàng)新驅(qū)動(dòng)。最后在國際上我們面臨提升我國的國際形象、增強(qiáng)綜合國力的需要。這些現(xiàn)實(shí)背景促使我們必須在扶貧事業(yè)上利用新的指導(dǎo)思想,采取新的扶貧方式,幫助7000多萬貧困人口在2020年徹底擺脫貧困,實(shí)現(xiàn)區(qū)域整體脫貧。在這樣的理論支持和現(xiàn)實(shí)背景下,以習(xí)近平為核心的黨中央從治國理政的高度提出了精準(zhǔn)扶貧思想�！疤煜轮蝸y,不在一姓之興亡,而在萬民之憂樂�！秉h中央把精準(zhǔn)扶貧作為黨治國理政的重要內(nèi)容,以高度的責(zé)任感和使命感,扎實(shí)推進(jìn)精準(zhǔn)扶貧工作,使我們的扶貧事業(yè)得到了巨大的成績。由此形成了由目標(biāo)定位、基本要求、實(shí)施策略、主要路徑、格局構(gòu)建為主要內(nèi)容的精準(zhǔn)扶貧思想。精準(zhǔn)扶貧思想首先在目標(biāo)定位上明確提出要解決多年扶貧難啃的“硬骨頭”,打贏脫貧攻堅(jiān)戰(zhàn),要在2020年實(shí)現(xiàn)7000萬人的脫貧目標(biāo)。在基本要求上,精準(zhǔn)扶貧思想要求扶持對(duì)象精準(zhǔn)、項(xiàng)目安排精準(zhǔn)、資金使用精準(zhǔn)、措施到戶精準(zhǔn)、因村派人(第一書記)精準(zhǔn)、脫貧成效精準(zhǔn)。在實(shí)施策略上,精準(zhǔn)扶貧思想提出要堅(jiān)持因人因地施策、因貧困原因施策、因貧困類型施策。在主要路徑上,精準(zhǔn)扶貧思想指出要完善扶貧機(jī)制,加強(qiáng)教育扶貧,提高扶貧意識(shí)創(chuàng)新扶貧模式。在格局構(gòu)建上,精準(zhǔn)扶貧思想提出要構(gòu)建多參與、“三位一體”的大扶貧格局。在這些內(nèi)容相互聯(lián)系、相互影響,使精準(zhǔn)扶貧思想成為一個(gè)完整的、系統(tǒng)性的整體。精準(zhǔn)扶貧思想與以往的扶貧思想相比,更加具有科學(xué)性、先進(jìn)性和創(chuàng)新性。具體體現(xiàn)在:精準(zhǔn)扶貧思想的思想基礎(chǔ)、實(shí)踐基礎(chǔ)、思想體系都是科學(xué)的,精準(zhǔn)扶貧思想符合我國的扶貧規(guī)律,因此具有科學(xué)性;精準(zhǔn)扶貧思想堅(jiān)持了頂層設(shè)計(jì)與基層智慧的結(jié)合,堅(jiān)持了物質(zhì)扶貧與精神扶貧的統(tǒng)一,堅(jiān)持了外部支持和內(nèi)生動(dòng)力的統(tǒng)一,因此具有先進(jìn)性;精準(zhǔn)扶貧思想與以往的扶貧思想相比,在目標(biāo)定位、戰(zhàn)略選擇、扶貧途徑上均有所創(chuàng)新,因此具有創(chuàng)新性�！跋毨�、改善民生、實(shí)現(xiàn)共同富裕,是社會(huì)主義的本質(zhì)要求。”十八大以來,中國共產(chǎn)黨的精準(zhǔn)扶貧思想具有重大的理論意義和實(shí)踐意義。在理論上,精準(zhǔn)扶貧思想體現(xiàn)了黨的執(zhí)政為民規(guī)律、發(fā)展興國規(guī)律、穩(wěn)定團(tuán)結(jié)規(guī)律,是中國共產(chǎn)黨執(zhí)政規(guī)律的新思考和新探索;豐富和發(fā)展了鄧小平理論、“三個(gè)代表”重要思想和科學(xué)發(fā)展觀,是對(duì)中國特色社會(huì)主義理論的豐富和發(fā)展;精準(zhǔn)扶貧思想把發(fā)展作為解決貧困的總辦法,同時(shí)堅(jiān)持人的全面發(fā)展,是對(duì)馬克思主義反貧困理論的繼承和發(fā)展。在實(shí)踐上,精準(zhǔn)扶貧思想提出要構(gòu)建區(qū)域精準(zhǔn)扶貧和個(gè)體精準(zhǔn)扶貧協(xié)同推進(jìn)的精準(zhǔn)扶貧體系,有助于完善我國扶貧開發(fā)治理體系,助力實(shí)現(xiàn)全面小康社會(huì),促進(jìn)社會(huì)主義現(xiàn)代化;精準(zhǔn)扶貧思想在實(shí)踐中積累的豐富的成功經(jīng)驗(yàn),特別是為廣大發(fā)展中國家提供了重要借鑒,有助于為世界減貧事業(yè)提供中國方案,貢獻(xiàn)中國智慧。
[Abstract]:Poverty is a difficult problem that plagued human development. All countries in the world regard poverty eradication as an important part of national governance. As the largest developing country, China is the largest developing country, the poverty population is wide, poverty is widely distributed, and the poverty is deep. Therefore, poverty alleviation has been the important work of the party and the government. In theory, including the Marx doctrine of Marx and Engels All the writers have made a profound analysis of the poverty of the capitalist society and how to eliminate poverty. The theory of Marx's anti poverty has been formed. In the history of the party, the leading collective of the party has put forward many ideas and views on eliminating poverty and realizing common prosperity. These ideas provide theoretical support for the thought of precision poverty alleviation. At the same time, China's poverty alleviation undertakings have faced new realistic backgrounds since the eighteen major countries. First, we should build a well-off society in an all-round way in 2020 and realize common prosperity. Secondly, we should complete the modernization of social society on this basis and realize the great rejuvenation of the Chinese nation. The "Chinese dream". We need to improve the quality of our economic development, optimize the economic structure and realize the innovation driven. It is good for our country to help the poor development and management system to help achieve a well-off society in an all-round way and promote socialist modernization, and the rich and successful experience accumulated in the practice of precision and poverty alleviation, especially for the developing countries, will provide a Chinese scheme for the world's poverty reduction cause and contribute to the wisdom of China.
