【摘要】：通過經(jīng)濟(jì)的高增長降低到中高速增長來調(diào)結(jié)構(gòu)和提質(zhì)量以實(shí)現(xiàn)環(huán)境污染排放增速降低的"雙降"已經(jīng)成為中國經(jīng)濟(jì)新常態(tài)的主要特征。舊常態(tài)下常有的減排將導(dǎo)致經(jīng)濟(jì)減速甚至把經(jīng)濟(jì)減速歸咎于減排的觀點(diǎn)是片面的。實(shí)證分析顯示,節(jié)能減排雖然會在短期內(nèi)對經(jīng)濟(jì)增長造成一定負(fù)面影響,但是通過倒逼企業(yè)加大環(huán)保技術(shù)研發(fā)投入,通過完善市場機(jī)制讓企業(yè)成為自愿減排主體,必將在長期實(shí)現(xiàn)環(huán)境治理與經(jīng)濟(jì)增長的雙贏發(fā)展。然而,減排與轉(zhuǎn)型的實(shí)現(xiàn)并非自發(fā),必須執(zhí)行嚴(yán)格的環(huán)境規(guī)制政策。
[Abstract]:The "double fall" of adjusting the structure and quality to reduce the growth rate of environmental pollution emissions through the reduction of economic growth to moderate and high speed has become the main feature of the new normal of China's economy. The usual emission reduction under the old normal will lead to the reduction of environmental pollution emissions. The view that the economic slowdown is even attributed to the reduction of emissions is one-sided. Empirical analysis shows that. Although energy saving and emission reduction will have a certain negative impact on economic growth in the short term, by forcing enterprises to increase investment in research and development of environmental protection technologies, and by improving the market mechanism, enterprises will become voluntary emission-reducing bodies. It will realize the win-win development of environmental governance and economic growth in the long run. However, the realization of emission reduction and transformation is not spontaneous, and strict environmental regulation policies must be implemented.
