【摘要】：縣域經(jīng)濟(jì)是我國(guó)國(guó)民經(jīng)濟(jì)的基本組成單元,在我國(guó)經(jīng)濟(jì)發(fā)展中具有重要的地位。從中央到地方,從城鎮(zhèn)到農(nóng)村,縣是宏觀與微觀的結(jié)合部,是把中央與省(自治區(qū)、直轄市)、市的方針政策運(yùn)用到基層的重要環(huán)節(jié)。就廣東省而言,加快發(fā)展縣域經(jīng)濟(jì),壯大縣域經(jīng)濟(jì)綜合實(shí)力,是當(dāng)前于今后一段很長(zhǎng)時(shí)期內(nèi)的重要戰(zhàn)略任務(wù)。改革開(kāi)放三十多年來(lái),廣東省縣域經(jīng)濟(jì)取得了長(zhǎng)足的發(fā)展。通過(guò)幾十年的努力,縣域經(jīng)濟(jì)綜合實(shí)力不斷增強(qiáng),縣域經(jīng)濟(jì)結(jié)構(gòu)不斷優(yōu)化,縣級(jí)財(cái)政收入和農(nóng)民人均收入也在穩(wěn)步提高,農(nóng)村面貌正在發(fā)生著翻天覆地的變化,廣東省縣域經(jīng)濟(jì)已進(jìn)入重要的發(fā)展階段。由于受地理位置、自然資源、改革開(kāi)放程度等諸多因素的影響,廣東省雖然總體經(jīng)濟(jì)實(shí)力已經(jīng)連續(xù)多年在全國(guó)排名第一,但縣域經(jīng)濟(jì)與江浙等發(fā)達(dá)省份相比,整體比較薄弱,水平參差不齊,經(jīng)濟(jì)發(fā)展不平衡問(wèn)題依然十分嚴(yán)重,特別是粵北山區(qū)落后現(xiàn)象十分明顯。本文結(jié)合廣東省縣域經(jīng)濟(jì)發(fā)展的特點(diǎn),對(duì)廣東省縣域經(jīng)濟(jì)發(fā)展的總體特征、發(fā)展格局、地域特色等情況進(jìn)行了總結(jié),找出廣東省縣域經(jīng)濟(jì)發(fā)展的薄弱環(huán)節(jié),并據(jù)此提出了相應(yīng)的對(duì)策和建議。本文共分六個(gè)部分,首先對(duì)選題的背景及意義、國(guó)內(nèi)外研究現(xiàn)狀以及研究德內(nèi)容、研究方法與研究思路進(jìn)行概要的介紹。接著探討縣域經(jīng)濟(jì)發(fā)展的基本概念及相關(guān)理論,以及廣東省縣域經(jīng)濟(jì)發(fā)展現(xiàn)狀及存在的問(wèn)題。然后,對(duì)比較有代表性的三個(gè)全國(guó)縣域經(jīng)濟(jì)的成功案例進(jìn)行剖析,并總結(jié)了其經(jīng)驗(yàn)及啟示。最后提出了廣東省縣域經(jīng)濟(jì)發(fā)展的對(duì)策,包括以城鄉(xiāng)統(tǒng)籌為原則進(jìn)行科學(xué)的規(guī)劃和戰(zhàn)略布局,按照珠三角地區(qū)、粵東粵西兩翼和粵北山區(qū)三個(gè)板塊區(qū)位條件的不同,發(fā)展適合當(dāng)?shù)貤l件的農(nóng)業(yè),著力解決“三農(nóng)”問(wèn)題,以及從加強(qiáng)工業(yè)化建設(shè)、培養(yǎng)本地優(yōu)勢(shì)產(chǎn)業(yè)、鼓勵(lì)和支持民營(yíng)經(jīng)濟(jì)、推進(jìn)新型城鎮(zhèn)化建設(shè)等幾方面采取政策措施推動(dòng)縣域經(jīng)濟(jì)的發(fā)展。
[Abstract]:County economy is the basic unit of our national economy, and plays an important role in the economic development of our country. From the central to the local, from the town to the countryside, the county is the combination of macro and micro. It is an important link in applying the policies of the central government and provinces (autonomous regions, municipalities directly under the Central Government) to the grassroots level. As far as Guangdong Province is concerned, it is necessary to speed up the development of the county economy and strengthen the comprehensive strength of the county economy. It is an important strategic task for a long period of time in the future. Since the reform and opening up more than 30 years ago, the county economy of Guangdong Province has made great progress. Through decades of efforts, the comprehensive strength of the county economy has been continuously strengthened. County economic structure is constantly optimized, county financial income and farmers' per capita income are also steadily increasing, the face of rural areas is undergoing earth-shaking changes. The county economy of Guangdong Province has entered an important stage of development, due to the geographical location, natural resources, the degree of reform and opening up and many other factors. Although the overall economic strength of Guangdong Province has been ranked first in the country for many years, the county economy is relatively weak and uneven compared with developed provinces such as Jiangsu and Zhejiang provinces. The imbalance of economic development is still very serious, especially the backwardness phenomenon in northern Guangdong mountain area is very obvious. This paper combines the characteristics of county economic development in Guangdong Province, the overall characteristics of the county economic development in Guangdong Province, the development pattern. This paper summarizes the regional characteristics, finds out the weak links of the county economic development in Guangdong Province, and puts forward the corresponding countermeasures and suggestions. This paper is divided into six parts, first of all, the background and significance of the topic. Domestic and foreign research status and research Germany content, research methods and research ideas are briefly introduced. Then the basic concepts and related theories of county economic development are discussed. As well as the present situation and existing problems of the county economy in Guangdong Province. Then, the paper analyzes the successful cases of the three national county economies which are more representative. And summarized its experience and enlightenment. Finally put forward the countermeasures of county economic development in Guangdong Province, including the principle of urban and rural planning and strategic layout, according to the Pearl River Delta region. The difference of the location conditions of the three plates in the west and west of Guangdong and in the mountainous area of north Guangdong, developing agriculture suitable for the local conditions, focusing on solving the problem of "agriculture, countryside and farmers", and cultivating the local superior industries from the aspect of strengthening the industrialization construction. To encourage and support the private economy, to promote the construction of new urbanization and other policies and measures to promote the development of the county economy.
