新興技術研發(fā)主體間協(xié)同創(chuàng)新效應實現(xiàn)機制研究

【摘要】：摘要：新興技術創(chuàng)新不僅是戰(zhàn)略性新興產(chǎn)業(yè)發(fā)展的關鍵和依托,也是區(qū)域經(jīng)濟結(jié)構調(diào)整的重要條件。新興技術創(chuàng)新本身具有高度的不確定性和復雜性,協(xié)同創(chuàng)新已成為推進新興技術研發(fā)的主要途徑。研發(fā)主體是新興技術協(xié)同創(chuàng)新中的核心要素,研究以企業(yè)為核心的研發(fā)主體間的協(xié)同創(chuàng)新效應實現(xiàn)問題,對于推進我國新興技術協(xié)同創(chuàng)新,增強自主創(chuàng)新能力等都具有重要的理論價值與現(xiàn)實意義。研究工作和創(chuàng)新成果主要體現(xiàn)在以下幾個方面： 構建新興技術研發(fā)主體協(xié)同創(chuàng)新效應實現(xiàn)的理論框架,豐富了新興技術協(xié)同創(chuàng)新的相關理論。協(xié)同創(chuàng)新的開放性與系統(tǒng)性更顯著,更強調(diào)價值實現(xiàn)與合作實質(zhì)。研發(fā)主體間協(xié)同創(chuàng)新的本質(zhì)是不同主體間創(chuàng)新的多維、深層次交互活動,協(xié)同創(chuàng)新效應包括創(chuàng)新協(xié)同程度提升和創(chuàng)新績效實現(xiàn)兩個層面；研發(fā)主體協(xié)同能力、協(xié)同創(chuàng)新管理機制和外部環(huán)境保障等要素對協(xié)同創(chuàng)新效應實現(xiàn)具有顯著的影響。 立足研發(fā)主體的實質(zhì)與形式協(xié)同策略選擇,建立演化博弈模型研究研發(fā)主體間協(xié)同創(chuàng)新效應實現(xiàn)的行為條件。產(chǎn)學研主體間的協(xié)同創(chuàng)新演化博弈研究表明,實現(xiàn)協(xié)同效應需要減少研發(fā)主體進行實質(zhì)協(xié)同的成本,提升進行實質(zhì)協(xié)同的額外收益,并降低機會主義危害。政府介入的演化博弈表明,政府的最優(yōu)策略是對研發(fā)主體的形式協(xié)同行為始終保持高壓處罰措施,促使研發(fā)主體進行實質(zhì)性協(xié)同創(chuàng)新。 從研發(fā)主體協(xié)同能力、外部協(xié)同環(huán)境、協(xié)同管理機制等層面構建協(xié)同創(chuàng)新效應實現(xiàn)的影響因素概念模型,通過問卷調(diào)查搜集數(shù)據(jù),并利用結(jié)構方程模型進行實證分析。結(jié)構方程路徑分析結(jié)果顯示,協(xié)同創(chuàng)新管理機制是提升創(chuàng)新協(xié)同程度的重要因素,研發(fā)主體的協(xié)同能力并不能直接提升協(xié)同創(chuàng)新效應,必須通過一定的傳導機制才能發(fā)揮作用,因此構建良好的組織協(xié)調(diào)機制和契約制度機制是協(xié)同創(chuàng)新效應實現(xiàn)的關鍵問題。 通過一定的評價標準對企業(yè)實施創(chuàng)新協(xié)同的程度進行評價,構建企業(yè)創(chuàng)新協(xié)同程度指數(shù),并利用計量模型研究企業(yè)創(chuàng)新協(xié)同程度與創(chuàng)新效應實現(xiàn)之間的關系,使研究結(jié)論更具說服力。研究表明,除了風險投資指標外,企業(yè)創(chuàng)新協(xié)同程度和政府支持對其企業(yè)的技術效益指標具有顯著的正影響,而對創(chuàng)新利潤率指標具有負影響,故企業(yè)短期內(nèi)難從協(xié)同創(chuàng)新中獲取更多收益。因此,提升企業(yè)的協(xié)同創(chuàng)新效應,必須完善資源投入機制,提升創(chuàng)新協(xié)同程度和運行效率,并引導和發(fā)揮風投在協(xié)同創(chuàng)新中的作用。 利用多案例分析和深入訪談方法,進一步深化相關研究結(jié)論,并探索研發(fā)主體間協(xié)同創(chuàng)新效應實現(xiàn)的路徑,對新興技術企業(yè)實施協(xié)同創(chuàng)新具有一定的實踐參考價值。基于聯(lián)盟視角,從整體上進一步檢驗研發(fā)主體的協(xié)同創(chuàng)新能力、主體間管理機制和外部環(huán)境對協(xié)同創(chuàng)新效應實現(xiàn)的影響；通過對企業(yè)、高校和政府的深入訪談進一步分析協(xié)同創(chuàng)新效應實現(xiàn)中面臨的問題,并探索相應的對策。研究發(fā)現(xiàn),提升新興技術研發(fā)主體間協(xié)同創(chuàng)新效應,要組建協(xié)同創(chuàng)新實體平臺,創(chuàng)新管理機制,并完善外部環(huán)境。 研究顯示,新興技術研發(fā)主體間現(xiàn)有的協(xié)同創(chuàng)新效應還不顯著,因此組建協(xié)同創(chuàng)新實體平臺,創(chuàng)新組織管理機制,發(fā)揮現(xiàn)有“2011”協(xié)同創(chuàng)新中心的示范效應,提升協(xié)同創(chuàng)新的效果,增強對研發(fā)主體的吸引力是未來新興技術協(xié)同創(chuàng)新的關鍵問題。圖29幅,表64個,參考文獻327篇。
