【摘要】：城市群已經(jīng)成為我國(guó)推進(jìn)城鎮(zhèn)化的主體形態(tài)。以國(guó)家批復(fù)的三大城市群規(guī)劃文本為基礎(chǔ),對(duì)我國(guó)城市群的發(fā)展戰(zhàn)略、規(guī)劃理念及其局限進(jìn)行分析發(fā)現(xiàn),當(dāng)前我國(guó)進(jìn)行的是以建設(shè)促發(fā)展的城市群發(fā)展戰(zhàn)略,以核心城市為支點(diǎn),重視協(xié)同發(fā)展,強(qiáng)調(diào)政府角色和職能轉(zhuǎn)變以及體制機(jī)制創(chuàng)新,關(guān)注生態(tài)建設(shè),是其主要特征。從文本上看,我國(guó)的城市群發(fā)展規(guī)劃也存在一定局限。從國(guó)家治理與經(jīng)濟(jì)社會(huì)發(fā)展全局出發(fā),分析規(guī)劃的局限性,對(duì)于優(yōu)化城市群發(fā)展具有重要意義。
[Abstract]:Urban agglomeration has become the main form of urbanization in China. Based on the planning texts of the three major urban agglomerations approved by the state, this paper analyzes the development strategy, planning concept and limitations of the urban agglomeration in China, and finds that it is the development strategy of the urban agglomeration to promote the development, the core city as the fulcrum, the emphasis on the transformation of the role and function of the government, the innovation of the system and mechanism, and the ecological construction. From the text point of view, there are some limitations in the development planning of urban agglomeration in China. Based on the overall situation of national governance and economic and social development, it is of great significance to analyze the limitations of planning for optimizing the development of urban agglomeration.
