【摘要】：昆明國家高新技術產(chǎn)業(yè)開發(fā)區(qū)（以下簡稱“昆明高新區(qū)”）成立于1992年，經(jīng)過20多年的建設發(fā)展，從小到大，從弱到強，在高新技術企業(yè)孵化、高技術人才培養(yǎng)、傳統(tǒng)產(chǎn)業(yè)改造升級、戰(zhàn)略性新型產(chǎn)業(yè)培養(yǎng)等方面成績斐然。國務院下發(fā)的《國務院關于支持云南省加快建設面向西南開放重要橋頭堡的意見》中明確了云南作為我國沿邊開放的試驗區(qū)和西部地區(qū)實施“走出去”戰(zhàn)略先行區(qū)的戰(zhàn)略定位，，提出要深化大湄公河次區(qū)域合作，加強與東南亞、南亞合作，建設重要的沿邊開放經(jīng)濟帶，積極支持有條件的企業(yè)“走出去”，努力把云南打造成我國連接東南亞和南亞國家的陸路交通樞紐、對外開放的重要門戶、西南地區(qū)的重要經(jīng)濟增長極。然而昆明高新區(qū)現(xiàn)階段合作發(fā)展中存在境外合作經(jīng)驗不足、合作抗風險能力不強等問題，制約了昆明高新區(qū)在面向東南亞開展深入的區(qū)域經(jīng)濟合作與發(fā)展。昆明高新區(qū)應緊緊把握歷史重大機遇，充分發(fā)揮面向西南開發(fā)的獨特優(yōu)勢，加強與東南亞國家的互利合作，努力在橋頭堡建設中實現(xiàn)新的突破。對于打破昆明高新區(qū)境外合作瓶頸，提高國際競爭力和抗風險能力，實現(xiàn)高新區(qū)科學發(fā)展和跨越發(fā)展具有重要的實踐價值和戰(zhàn)略意義。 本文探討了昆明高新區(qū)面向東南亞區(qū)域經(jīng)濟合作的現(xiàn)狀特征、存在問題及合作模式、重點領域、合作途徑及對策建議等問題。主要分為六個部分進行研究：一是研究簡介。對研究的背景、意義作了梳理和描述。并對相關概念作了界定，對國內外跨境區(qū)域經(jīng)濟合作的經(jīng)濟體的形成發(fā)展等展開相關研究并進行綜述，并總結經(jīng)驗。二是昆明高新區(qū)簡介及面向東南亞合作面臨的問題及影響因素分析。通過SWOT分析指出了昆明高新區(qū)面向東南亞區(qū)域經(jīng)濟合作的優(yōu)勢、劣勢、機遇和挑戰(zhàn)，并對云南與東南亞經(jīng)貿合作的現(xiàn)狀存在問題進行了探討，對昆明高新區(qū)面向東南亞區(qū)域經(jīng)濟合作需求進行分析。三是戰(zhàn)略分析。根據(jù)實際情況對昆明高新區(qū)面向東南亞合作的合作思路、合作領域、途徑、模式等進行分析。四是合作對策。對前面各部分進行梳理，整合相關結論，得出相應對策建議。
[Abstract]:Kunming National High-tech Industrial Development Zone (hereinafter referred to as "Kunming High-tech Development Zone") was established in 1992. After more than 20 years of construction and development, it has grown from small to large, from weak to strong, incubated in high-tech enterprises and trained high-tech personnel. Traditional industry transformation and upgrading, strategic new industry training and other aspects of outstanding achievements. The State Council's opinion on supporting Yunnan in speeding up the construction of an important bridgehead for the southwest has clearly defined the strategic orientation of Yunnan as a pilot area along the border of our country and a "go global" strategic leading area in the western region. It is proposed to deepen cooperation in the Greater Mekong Subregion, strengthen cooperation with Southeast Asia and South Asia, build important border opening economic zones, and actively support qualified enterprises to "go out." Yunnan is an important land transportation hub between Southeast Asia and South Asia, an important gateway to the outside world and an important economic growth pole in southwest China. However, there are some problems in the development of Kunming Hi-tech Development Zone, such as lack of overseas cooperation experience and weak ability to resist risks, which restrict the in-depth regional economic cooperation and development of Kunming High-Tech Development Zone facing Southeast Asia. Kunming Hi-Tech Zone should grasp the great opportunity of history, give full play to the unique advantages of southwest development, strengthen mutually beneficial cooperation with Southeast Asian countries, and make great efforts to achieve new breakthroughs in the construction of bridgehead. It has important practical value and strategic significance for breaking the bottleneck of overseas cooperation of Kunming High-tech Zone, improving international competitiveness and anti-risk ability, and realizing the scientific development and leap-forward development of high-tech zone. This paper discusses the present situation, existing problems, cooperation modes, key areas, ways of cooperation and countermeasures and suggestions of Kunming High-tech Zone facing Southeast Asia regional economic cooperation. Mainly divided into six parts of the study: first, a brief introduction of the study. The background and significance of the study are summarized and described. The related concepts are defined, the formation and development of cross-border regional economic cooperation at home and abroad are studied and summarized, and the experiences are summarized. The second is the introduction of Kunming Hi-tech Zone and the analysis of the problems and influencing factors facing Southeast Asia cooperation. Through SWOT analysis, this paper points out the advantages, disadvantages, opportunities and challenges of Kunming Hi-tech Zone facing Southeast Asia regional economic cooperation, and probes into the problems existing in the present situation of Yunnan and Southeast Asia economic and trade cooperation. This paper analyzes the demand of Kunming Hi-tech Zone for Southeast Asia regional economic cooperation. Third, strategic analysis. According to the actual situation, this paper analyzes the cooperation ideas, cooperation fields, approaches and models of Kunming Hi-tech Development Zone facing Southeast Asia. Fourth, cooperative countermeasures. Combing the previous parts, integrating the relevant conclusions, come up with the corresponding countermeasures and suggestions.
